In August, 1968, after a series of confrontations in the city parks between young dissidents and the police, the Mayor of Portland called upon the Metropolitan Youth Commission to form a special study committee to explore the areas of conflict and to recommend ways in which municipal government might constructively respond to the young people in the community. There exist a number of factors which operate as potentially significant determinants of the distributional impact of the property tax within any specific urban or metropolitan area. This study is an attempt to explain the income distribution effects of one factor -- the property tax reappraisal lag. The study is limited mainly to the impact of the lag on owners of single-family housing.

An income distribution problem arises because each property subject to the property tax is reappraised only every five or six years. Each Oregon county is divided into five or six maintenance districts to facilitate reappraisal. For example, …

The problem of calculating the reliability of a complex system of interacting elements is delineated to a linear system, no element of the system having a reliability distribution in terms of any other e1ement of the system, where only one path is taken through the system at a time. A precise definition is then developed to specify the reliability of the linear, single path at a time, system. A precise and concise generating function is found that effortlessly produces the reliability of the linear, single path at a time, system directly from the reliability flew graph of the system.

In both a general review of Franco-American relations and in a more specific discussion of the Anglo-American good offices mission to France in 1958, this thesis has attempted first, to analyze the foreign policies of France and the United States which developed from the impact of the Second World War and, second, to describe Franco-American discord as primarily a collision of foreign policy goals--or, even farther, as a basic collision in the national attitudes that shaped those goals--rather than as a result either of Communist harassment or of the clash of personalities.

A study of the hyperbolic electrostatic electron mirror is presented. The focal properties of the mirror are determined both theoretically and experimentally. In the theoretical study the mirror field is formed between a positive hyperbolic potential surface and the negative asymptotic cone of half angle arctan 1:2 [square root of 2]. The focal properties are obtained from the solutions of the equations for the radial and axial motions of the electron in the mirror field. Proxemics is an area of study devoted to the interrelated theories of man's use of space as a special elaboration of culture. Edward T. Hall, an anthropologist, has begun to draw these theories together in his work dealing with proxemics.

It is the purpose of this study to determine whether certain dimensions of interpersonal conversations vary with the distance between the conversants. The purpose of this study was to assess the amount of time spent by the clinician and client in verbalization and to make an analysis of the kind of verbalizations employed by the clinician in speech therapy sessions. Experience was given consideration as a possible variable in the study. Nine clinicians in a public school setting were used as subjects. Dihydroorotate (DRO) dehydrogenase catalyzes the oxidation of DHO to orotate in the pyrimidine biosynthetic pathway. This enzyme was originally isolated from a bacterium, Zymobacterium oroticum, which would ferment orotate as a sole source of energy. This adaptive catabolic enzyme, which catalyzes the reduction of orotate to DRO in an efficient pyridine nucleotide-linked reaction, has been extensively studied by several workers. Until recently, no study has been carried out on the enzyme which catalyzes the reaction in the biosynthetic direction. Preliminary studies have shown that the biosynthetic enzyme in Esherichia coli and a pseudomonad is not capable of reducing orotate to …

This is a study of the obvious and intimated causes of the Nez Perce War of 1877 in Idaho Territory and a collection of reasons explaining why the terms of surrender agreed upon by Chief Joseph and Colonel Nelson A. Miles were not honored by the United States government. There is a relationship between the events preceeding and following the war as they determined the history of the Nez Perce nation throughout the second half of the nineteenth century. The γ-o-substituted-phenylparaconic acids were prepared by a method patterned after that of Fuson. These paraconic acids were prepared in good yield. A re-investigation of the Perkin and Fittig methods of preparing γ-phenylisocrotonic acid was carried out without success.

The synthesis of γ-o-halophenylisocrotonic acids by thermal, and catalyzed decarboxylation of γ-o-halophenylparaconic acid, have been carried out in good yield. An effective catalyst, optimum temperature and reaction period of decarboxylation of the γ-o-halophenylparaconic acids have been determined. Infrared absorptions have characterized the γ-o-halophenylisocrotonic acids formed to be in the stable trans form. …

Very little is known about the effect of hydrofluoric acid and of the fluoride ion on enzyme systems. The purpose of this work was to determine the effect of hydrofluoric acid and of the fluoride ion on the enzyme, yeast alcohol dehydrogenase and to distinguish between the effect of the fluoride ion and of hydrofluoric acid. The rate of the enzyme reaction was followed spectrophotometrically at 340 mμ on the Cary 14 Model spectrophotometer according to the method of Racker. My research problem was to experiment with four high school art classes in drawing and painting the figure, to draw conclusions about how they relate to working with the figure, and to recommend methods that appeared to be most successful in broadening viewpoints, developing skills and increasing interest and involvement in art. This problem was selected because teenage students, in the vast majority of cases, have great difficulty in drawing or painting figures and, therefore, strenuously avoid it.

The directional correlation of the 346-136 Kev gamma-gamma cascade in Ta¹⁸¹ was measured using the delayed coincidence method with a source of Hf¹⁸¹ in 27 N HF. The contributions to the composite delayed coincidence spectrum of the interfering 133-482 Kev and 133-346 Kev cascades were removed by the subtraction from this spectrum of appropriate 133-482 Kev pure delayed coincidence data. The extracted 346-136 Kev coincidence data then yielded the correlation coefficients A₂₂ = 0.190±0.011 and A₄₄. = -0.025±0.024 that are consistent with the established spin sequence 5/2(E2)9/2(M1 + E2)7/2 and with an admixture of 16.2%±1. 2% E2 radiation in the …

This thesis is the fourth in a series of empirical investigations concerned with symbolic interaction in marriage. Its basic assumption is that personal predispositions of marital partners as well as the social context of their marriage influences marital intimacy particularly the partner's readiness to communicate verbally with each other about important attitudes and feelings.

The present study was undertaken to define the standard conditions for growth of bacteriophage 7V on its host Pseudomonas aeruginosa strain PS-7 and to determine the factors which affect the quantity and quality of plaques in the plaque count assay. Observations from the single-step growth experiment and single-burst experiment are also included.

Plaque count assays were performed under various environmental conditions. Conditions were selected as "standard" if they yielded: 1) relative maximum number of infective centers per ml of stock 7V phage, 2) clear, haloed plaques at least 2.0 mm in diameter, and 3) reproducible assays limited only by the …

This study evaluates the role of the Neighborhood Health Coordinators (NHC's) within Kaiser Foundation's Comprehensive Neighborhood Health Services (CNHS) Project. This project was established in September 1967, under the provisions of the 1966 amendments to the Economic Opportunity Act, to provide and make readily available comprehensive medical care to low-income persons. In compliance with the stipulations of this Act, persons who reside in target areas, designated as depressed neighborhoods, were hired to serve as NHC's. Acetate has traditionally been used as a packaging medium. This thesis proposes that acetate can be used as a fine arts medium and can be adjusted for use in the high school art class. Acetate has the advantages for classroom use of economy in price, minimal clean-up, incorporating qualities of college and painting. Experiments were conducted on acetate to determine what changes could be made to its surface. Samples of acetate were exposed for periods of time to common house-hold liquid and solid chemicals and heat. This thesis is composed of five oil paintings and four synthetic paintings. The works are arranged in a sequence beginning with distant over views of the city and progressing toward more immediate views. Techniques change also, from the suggestive impressionistic mode, a style I explored in my early years of art education, to a studied application of large, solid, simplified shapes of color. In my work, realism is sacrificed for a decorative arrangement of color patterns.

This project studied the consequences of disengagement among elderly people and examined the respondent's opinions about society's responsibility to the aged.

The study population was limited to 48 elderly people, equally divided between men and women, married and unmarried; residing in Northwest Tower, a high-rise public housing facility.

The possible consequences of disengagement which were studied included isolation, depression, frustration, despair, factors preventing satisfaction with present circumstances, desired activities in relation to available activities, and energy and desire relative to activity and responsibility. Finally, opinions were sought about society's responsibility to the elderly.

This study identified selected characteristics of sexual identity and artistic development using 481 pictures from a collection of 1,008 pictures drawn by first through fourth grade males and females. The pictures were collected by the E. C. Brown Trust Foundation to study children's concepts of reproduction.

Three general hypotheses were developed: I. Sex differences are observable in children's art; II. There are observable differences in artistic development as grade level changes; III. The research examines both the creative and technical aspects of printing designs and compositions on a large scale. Paper stencil variations are examined as applied to silk screen reproductions. The energy distribution in an electron beam transmitted by a thin aluminum film was studied by a retarding potential method in which the energy analysis could be made as a function of the polar angle and azimuth of scattering. The results indicated that the transmitted beam contained electrons which had lost essentially zero energy and groups of electrons which had suffered losses of approximately15 ev and 25 ev and possib1y 75 ev.
