Stop-start driving impedes traffic flow and wastes energy and time. This disclosure describes techniques for improving traffic flow efficiency and energy consumption by reducing stop-and-go vehicle driving. A jitter buffer manager (JBM) is a module in a live-stream audio receiver that attempts to keep up with the live stream when the reception of packets is bursty. JBMs typically work by dropping late-arrival packets, which can lead to gaps during audio playback. For current vehicle/navigation systems, an optimized/best route can be suggested for a desired user destination based on many criteria, such as distance, traffic, etc. However, such routing often does not consider real time factors that may be present for streets, such as the presence of streetlights and their working or operating conditions.
