This paper introduces a novel method for video compression, specifically focusing on a technique termed "Skip Mode Using Highly Similar Reference Frames." The approach leverages the identification of reference frames that closely resemble the current frame to enhance compression efficiency. By determining highly similar reference frames through a threshold-based comparison of block errors, the technique enables the encoding of current blocks using mode information from neighboring blocks. This process reduces the bits required for signaling mode information, thereby improving compression performance.

A system for creating and managing security policies for multiple cloud platforms is configured to generate a security policy, use one or more policy engines to convert the security policy to one or more formats compatible with different cloud platforms, and deploy the security policies to the cloud platforms. The system can also retrieve a security policy from a cloud platform and determine whether the security policy has been modified on the cloud platform but not on the system, which may indicate a misconfiguration of the security policy or that a malicious action has occurred.

In a Third Generation Partnership Project (3GPP) mobile core network, the General Packet Radio Service (GPRS) Tunneling Protocol (GTP) is used to establish data plane connectivity via user plane GTP (GTP-U) endpoints to tunnel traffic for user equipment (UE) across the network. Proposed herein is a novel technique to determine the location of networking equipment (e.g., routers, switches, etc.) used in mobile communication networks, such as cellular Fourth Generation (4G) and/or Fifth Generation (5G) communication networks. Once the location of a particular piece of networking equipment is known, this location can then be exported or collected by a central controller, which can utilize the location for various purposes, such as performing further validation of the location of the equipment to confirm that the equipment is being used at a location for which its use is allowed by the equipment manufacturer.
