The central role of water access for agriculture is a clear challenge anywhere in the world and particularly in areas with significant seasonal variation in rainfall such as in Eastern and Central Africa. The combination of modern sensor technologies, the Internet, and advanced irrigation equipment combined in an Internet of Things (IoT) approach allow a relatively precise control of agricultural irrigation and creating the opportunity for high efficiency of water use for agricultural demands. This IoT approach can thereby increase the resilience of agricultural systems in the face of complex demands for water use. Most previous works on agricultural IoT …

A Lexical Frequency Analysis Of Irish Sign Language, Robert G. Smith, Markus Hofmann
A Lexical Frequency Analysis Of Irish Sign Language, Robert G. Smith, Markus Hofmann
Articles
Word frequency has a significant impact on language acquisition and fluency. It is often a point of reference for the teaching and assessing of a language and indeed, as a control for psycholinguistic studies. This paper presents the results of the first objective frequency analysis of lexical tokens from the Signs of Ireland corpus. We investigate the frequency of fully lexical, partly lexical and non-lexical signs in Irish Sign Language as they are presented in the corpus. We confirm the accuracy of the lexical gloss frequency data with a supplementary corpus subset that is tagged for grammatical class and additional …
Long‐Term Effects Of Tree Expansion And Reduction On Soil Climate In A Semiarid Ecosystem, Bruce A. Roundy, R. F. Miller, R. J. Tausch, J. C. Chambers, B. M. Rau
Long‐Term Effects Of Tree Expansion And Reduction On Soil Climate In A Semiarid Ecosystem, Bruce A. Roundy, R. F. Miller, R. J. Tausch, J. C. Chambers, B. M. Rau

In sagebrush ecosystems, pinyon and juniper tree expansion reduces water available to perennial shrubs and herbs. We measured soil water matric potential and temperatures at 13–30 and 50–65 cm soil depths in untreated and treated plots across a range of environmental conditions. We sought to determine the effects of tree expansion, tree reduction treatments, and expansion phase at time of treatment over 12–13 yr post‐treatment. Because the effects of tree reduction on vegetation can vary with the soil temperature/moisture regime, we also analyzed differences in soil climate variables between the mesic/aridic‐xeric and frigid/xeric regime classifications for our sites. Growing conditions …

Trace chemical detection and classification in stand-off reflection-based spectro- scopic data is challenging due to the variability of measured data and the lack of physics-based models that can accurately predict spectra. Most available models assume that the chemical takes the form of spherical particles or uniform thin films. A more realistic chemical presentation that could be encountered is that of a nonuniform chemical film that is deposited after evaporation of the solvent that contained the chemical. We present an improved signature model for this type of solid film. The proposed model, called sparse transfer matrix, includes a log-normal distribution of …

For graph G and integers a1 > · · · > ar > 2, we write G → (a1, · · · , ar) v if and only if for every r-coloring of the vertex set V (G) there exists a monochromatic Kai in G for some color i ∈ {1, · · · , r}. The vertex Folkman number Fv(a1, · · · , ar; s) is defined as the smallest integer n for which there exists a Ks-free graph G of order n such that G → (a1, · · · , ar) v . It is well known that if …

Our previous research demonstrated that soluble amyloid-β (Aβ)42, elicits presynaptic glutamate release. We hypothesized that accumulation and deposition of Aβ altered glutamatergic neurotransmission in a temporally and spatially dependent manner. To test this hypothesis, a glutamate selective microelectrode array (MEA) was used to monitor dentate (DG), CA3, and CA1 hippocampal extracellular glutamate levels in 2–4, 6–8, and 18–20 month-old male AβPP/PS1 and age- matched C57BL/6J control mice. Starting at 6 months of age, AβPP/PS1 basal glutamate levels are elevated in all three hippocampal subregions that becomes more pronounced at the oldest age group. Evoked glutamate release was elevated in all …
Densitometry, Robert Y. Chung
Densitometry, Robert Y. Chung
Articles
This chapter covers how a densitometer works. It also covers density-de-rived values and densitometry applications, including pressrun analysis. After reading this chapter, one should know that a densitometer measures light absorption due to the presence of colorants, such as ink and toner. Being sensitive to differences in dark shades, a densitometer is good at measuring colorant amounts, which makes it an ideal tool for printing-process control.

Designing Analog Learning Games: Genre Affordances, Limitations And Multi-Game Approaches, Owen Gottlieb, Ian Schreiber
Designing Analog Learning Games: Genre Affordances, Limitations And Multi-Game Approaches, Owen Gottlieb, Ian Schreiber
Articles
This chapter explores what the authors discovered about analog games and game design during the many iterative processes that have led to the Lost & Found series, and how they found certain constraints and affordances (that which an artifact assists, promotes or allows) provided by the boardgame genre. Some findings were counter-intuitive. What choices would allow for the modeling of complex systems, such as legal and economic systems? What choices would allow for gameplay within the time of a class-period? What mechanics could promote discussions of tradeoff decisions? If players are expending too much cognition on arithmetic strategizing, could that …

This essay addresses the interaction between the changes in the international tax regime identified by Mason and U.S. international tax policy. Specifically, I will argue that contrary to the general view, the United States actively implemented the Organisation for Economic Co-Operation and Development (OECD)/G20 Base Erosion and Profit Shifting (BEPS) recommendations through the Tax Cuts and Jobs Act of 2017 (TCJA). Moreover, the changes of the TCJA influenced the current OECD effort of BEPS 2.0. Thus, the current state of affairs can be characterized as a constructive dialogue: The OECD moves (BEPS 1), the United States responds (TCJA), the OECD …
Lawyers Democratic Dysfunction, Leah Litman
Lawyers Democratic Dysfunction, Leah Litman
Articles
As part of the symposium on Jack Balkin and Sandy Levinson’s Democracy and Dysfunction, this Article documents another source of the dysfunction that the authors observe—elite lawyers’ unwillingness to break ranks with other elite lawyers who participate in the destruction of various norms that are integral to a well-functioning democracy. These network effects eliminate the possibility of “soft” sanctions on norm violators such as withholding future professional advancement. Thus, rather than enforcing norms and deterring norm violations, the networks serve to insulate norm violators from any meaningful accountability.

Title IX of the Education Amendments of 1972 prohibits sex discrimination by programs receiving federal education funding. Primary responsibility for administering that statute lies in the Office for Civil Rights of the Department of Education (OCR). Because Title IX involves a subject that remains highly controversial in our polity (sex roles and interactions among the sexes more generally), and because it targets a highly sensitive area (education), OCR’s administration of the statute has long drawn criticism. The critics have not merely noted disagreements with the legal and policy decisions of the agency, however. Rather, they have attacked the agency’s decisions …
How I Finally Overcame My Apprehension About Peer Review, Beth H. Wilensky
How I Finally Overcame My Apprehension About Peer Review, Beth H. Wilensky
Articles
I’ll admit it: I was afraid to try peer review in my Legal Practice class. I’ve been teaching legal analysis, writing, and research for 17 years. I know all of the benefits of peer review. I’ve read plenty of scholarship about why and how to do it well. I have space in my syllabus to incorporate it into my teaching. But I’ve been reluctant. I worried that students would be averse to sharing their work with a classmate. I worried that the exercise would embarrass students who felt self-conscious about their writing. And I worried that the truly excellent writers …
The Permissibility Of Acting Officials: May The President Work Around Senate Confirmation?, Nina A. Mendelson
The Permissibility Of Acting Officials: May The President Work Around Senate Confirmation?, Nina A. Mendelson
Articles
Recent presidential reliance on acting agency officials, including an acting Attorney General, acting Secretaries of Defense, and an acting Secretary of Homeland Security, as well as numerous below-Cabinet officials, has drawn significant criticism from scholars, the media, and members of Congress. They worry that the President may be pursuing illegitimate goals and seeking to bypass the critical Senate role under the Appointments Clause. But Congress has authorized—and Presidents have called upon—such individuals from the early years of the Republic to the present. Meanwhile, neither formalist approaches to the constitutional issue, which seem to permit no flexibility, nor current Supreme Court …

Covid-19 And Us Tax Policy: What Needs To Change?, Reuven Avi-Yonah
Articles
The COVID-19 Pandemic already feels like a historical turning point akin to Word Wars I and II and the Great Depression. It may signal the end of the second period of globalization (1980-2020) and a change in the relative positions of the US and China. It could also lead in the US to significant changes in tax policy designed to bolster the social safety net which was revealed as very porous during the pandemic. In what follows I will first discuss some short-term effects of the pandemic and then some potential longer-term effects on US tax policy.

Public health guidelines advise eating regular meals without defining “regular.” This study constructed a meaning for “regular” meals congruent with dietary quality. Parents of 4th grade youth in a school-based intervention (Clinicaltrials.gov NCT02491294) completed three, ASA24 online 24-h dietary recalls. Differences in time of intake across days for breakfasts, lunches, dinners were categorized with consistency denoted as always, often/sometimes or rarely/never and assigned values of 3, 2 or 1, respectively. Meal-specific values were summed to form mealtime regularity scores (mReg) ranging from 3 (low) to 9. Healthy eating index (HEI) scores were compared to mReg controlling for weekday/weekend recall pattern. …

A Small But Mighty Docket: Select Criminal Law And Procedure Cases From The Supreme Court's 2019-20 Term, Eve Brensike Primus, Jeremy Shur
Articles
With its 2019-20 Term disrupted by the COVID-19 pandemic, the Supreme Court released just 53 signed decisions, the fewest decisions in a Term since the Civil War. But the Court's lighter docket still featured important criminal law and procedure cases touching on what constitutes reasonable individualized suspicion, the necessity of jury unanimity, and the proper form of the insanity defense.

Mast Cells As A Surrogate Marker For Diagnosis Of Persistent Eosinophilic Esophagitis., Subhashree Mallika Krishnan, Ping Zhang, Zhenhong Qu
Articles
Context: Histologically, the hallmark of active eosinophilic esophagitis (EoE) is the presence of intraepithelial eosinophils (iEos). Recently, studies have evaluated the etiologic role of intraepithelial mast cells (iMCs) in pathogenesis of EoE and residual disease. We aimed to evaluate diagnostic and prognostic value of iMCs in EoE by its prevalence in esophageal biopsy cases in association with presence of iEos and/or lymphocytes. Design: Esophageal biopsy cases were prospectively reviewed for presence of iEos, lymphocytes, and/or iMCs. An experienced gastroenterology pathologist at our institution quantitated the number of inflammatory cells. Immunohistochemistry (CD117) was used to highlight iMCs. Unpaired Student t test …

Herein Of 'Herein Granted': Why Article I'S Vesting Clause Does Not Support The Doctrine Of Enumerated Powers, Richard A. Primus
Articles
Article I of the United States Constitution begins as follows: “All legislative Powers herein granted shall be vested in a Congress of the United States[.]” That text is sometimes called the Vesting Clause, or, more precisely, the Article I Vesting Clause, because Articles II and III also begin with Vesting Clauses. And there is a feature of those three clauses, when compared, to which twenty-first century constitutional lawyers commonly attribute considerable significance. Although the three Clauses are similar in other ways, the syntax of Article I’s Vesting Clause is not fully parallel to that of the other two. The Vesting …

Topics related to energy transformation and metabolism are important parts of an undergraduate biology curriculum, but these are also topics that students traditionally struggle with. To address this, we have created a short online Interactive Video Vignette (IVV) called To Ferment or Not to Ferment: That is the Question. This IVV is designed to help students learn important ideas related to cellular respiration and metabolism. Students in various courses across four institutions were assigned the IVV as an out-of-class preinstruction homework assignment. To test the effectiveness of this IVV on student learning, we collected and analyzed data from questions embedded …

Active packaging improves food safety and quality with the incorporation of certain additives such as antimicrobial agents. The PLA/PBAT films were prepared with two essential oils—eucalyptus oil and cinnamon oil of various concentrations (1%, 5%, and 10% w/w) and characterized their optical and mechanical properties, surface hydrophobicity, chemical composition, and antimicrobial activity. Cinnamon oil composite films were observed as thicker films (88.88 µm) than the eucalyptus oil films (54.46 µm). The highest UV-blocking properties were observed in cinnamon oil films. However, transparency and tensile properties of the cinnamon oil films decreases as the concentration increases. The tensile strength of the …

Mapping The Iceberg: The Impact Of Data Sources On The Study Of District Courts, Christina L. Boyd, Pauline T. Kim, Margo Schlanger
Articles
Three decades ago, Siegelman and Donohue aptly characterized research about courts and litigation that relied only on published opinions as “studying the iceberg from its tip.” They implored researchers to view published district court opinions “with greater sensitivity to the ways in which such cases are unrepresentative of all cases”. The dynamic, multistage nature of trial court litigation makes a focus solely on published opinions particularly ill-suited to the study of federal district courts. Expanded electronic access to court documents now allows more pre-cise analysis of the ways in which published cases are unrepresentative and what differences that makes for …

In the Intermountain West, land managers masticate pinyon pine (Pinus spp.) and juniper (Juniperus spp.) trees that have encroached sagebrush steppe communities to reduce canopy fuels, alter potential fire behavior, and promote growth of understory grasses, forbs, and shrubs. At three study sites in Utah, 45 sampling plots spanning a range of tree cover from 5% to 50% were masticated. We measured surface fuel load components three times over a 10‐yr period. We also measured tree cover, density, and height as indicators of treatment longevity. Changes in these variables were analyzed across the range of pre‐treatment tree cover …

This work describes the use of conjugate computational fluid dynamics (C-CFD) to simulate controlled laboratory based dynamic heat transfer tests on building components. This study proposes that conjugate CFD simulation can be used to evaluate the influence of combined convective and conductive heat transfer in multi-state building components. To this end, a solid wall and cavity wall were tested with a Calibrated Hotbox and subject to variable temperature conditions leading to combined convective and conductive heat transfer. The varying temperature of the heat source was monitored and used as the input boundary condition in the simulation model, which included a …

Not All Free Air In The Nicu Is Necrotizing Enterocolitis., Paul Holtrop, Paras Khandar, Nathan Novotny
Articles
When a tiny preterm baby in our neonatal intensive care unit (NICU) has an intestinal perforation, it is always necrotizing enterocolitis (NEC), right? Not so fast, my friend. Many of these preterm infants who perforate have free air from spontaneous intestinal perforation (SIP) and not NEC. As it turns out, not all free air in the NICU is NEC. How can you tell the difference and does it matter?
It can be challenging to tell the difference, but SIP tends to occur earlier in life, often within the first week, whereas NEC usually occurs slightly later. One analysis of a …

For deaf students, accessible classroom design is often provided through external services such as interpreters or speech-to-text providers. An approach based in Universal Design for Learning (UDL), though, seeks to engage students in learning by creating classroom spaces with accessibility integrated into the pedagogical approach. Realizing these goals requires participation from one of the most valuable, yet underused, resources: the students themselves. To that end, this paper examines a student-faculty collaborative approach to increasing accessibility for deaf students in postsecondary classrooms. Results of this study suggest that student observers are able to provide concrete and constructive feedback on strategies to …

Disruption of circadian rhythms and variations in the FTO gene may interfere with energy homeostasis and play a role in the development of obesity. The current study assessed the association of common polymorphisms in the CLOCK and FTO genes with standardized body mass index scores (BMI z-scores) and their potential modification of the impact of a culinary nutrition and physical activity intervention in school-age children. Anthropometric measurements were collected in 121 children at the baseline and one-year follow-up of a controlled trial of a school-based culinary nutrition and physical activity intervention. Genotypes of the CLOCK polymorphism (rs1801260) and the FTO …
