On Wal-Mart: Doing Good By Doing Nothing, Richard A. Epstein
On Wal-Mart: Doing Good By Doing Nothing, Richard A. Epstein
Articles
The major success of Wal-Mart has brought forth an unprecedented amount of criticism of the firm and its business practices. In this Article I subject Wal-Mart's critics to the same scrutiny that they bring to the firm itself, and conclude that virtually all of their charges are overblown and misdirected. In emphasizing the supposed dislocations that Wal-Mart's has had on the settled expectations of certain communities, the critics fail to take into account the positive benefits that the firm supplies its customers in the form of quality goods at low prices and the positive spillovers they provide by revitalizing poor …
Timing Rules And Legal Institutions, Jacob Gersen, Eric A. Posner
Timing Rules And Legal Institutions, Jacob Gersen, Eric A. Posner
Articles
Constitutional and legislative restrictions on the timing of legislation and regulation are ubiquitous, but these "timing rules" have received little attention in the legal literature. Yet the timing of a law can be just as important as its content. The timing of a law determines whether its benefits are created sooner or later. This determines how the costs and benefits are spread across time, and hence how they are distributed to the advantage or disadvantage of different private groups, citizens, and governmental officials. We argue that timing rules are, and should be, used to reduce agency problems within the legislature …

Today, the global economic environment requires that information is readily available across the supply chain (SC) and value chain and that the information is available in a costeffective manner. The information must be accurate, credible, timely, cost-efficient, reliable, traceable, pertinent, and possess data transparency. The information must be available to members within a particular organization, its vendors and customers, and outside governmental and regulatory agencies. All associated stakeholders and stockholders are entitled to the availability of trustworthy financial information to aid them in decision making, therefore, the controls regarding the data are critical for the compilation of the data. The …

On The Most Wanted Folkman Graph, Stanislaw Radziszowski, Xu Xiaodong
Articles
We discuss a branch of Ramsey theory concerning edge Folkman numbers. Fe(3; 3; 4) involves the smallest parameters for which the problem is open, posing the question \What is the smallest order N of a K4-free graph, for which any 2-coloring of its edges must contain at least one monochromatic triangle?" This is equivalent to finding the order N of the smallest K4-free graph which is not a union of two triangle-free graphs. It is known that 16 is less than or equal to N (an easy bound), and it is known through a probabilistic proof by Spencer that N …
Development Of An Intermodal Network For Freight Transportation Analysis, Aaron Falzarano, Sai Ketha, J. Scott Hawker
Development Of An Intermodal Network For Freight Transportation Analysis, Aaron Falzarano, Sai Ketha, J. Scott Hawker
Articles
This paper describes a process for creating an intermodal freight transportation network within ArcGIS. In this process, ArcGIS Network Analyst is used to create an intermodal network and conduct optimal route analysis for various network attributes. In particular, the paper demonstrates how users can integrate highway, rail, waterway, and transit facility data from sources such as the National Transportation Atlas Database, as well as discusses existing database limitations to network analyses. We illustrate this network development using a case study that analyzes freight traffic along the U.S. Eastern Seaboard.
Intermodal Transportation Network Custom Evaluators For Environmental Policy Analysis, J. Scott Hawker, Aaron Falzarano, Sai Ketha
Intermodal Transportation Network Custom Evaluators For Environmental Policy Analysis, J. Scott Hawker, Aaron Falzarano, Sai Ketha
Articles
We are leveraging the power of GIS-based transportation network analysis to provide tools for public policy analysts to understand the environmental impact trade-offs of intermodal transportation networks that integrate truck, rail, and inter-coastal waterway modes of transportation. We will describe the environmental policy analysis problem, the intermodal network model, and the creation of environmental network attributes and custom attribute evaluators. We will describe what drove our choice to use C# and the Microsoft .NET framework to design and develop evaluators that access external data from relational databases and that have their own evaluator configuration user interfaces. We will conclude with …
Using Off-Campus Student-Designed Experiments To Aid In Student Learning, George Sutherland
Using Off-Campus Student-Designed Experiments To Aid In Student Learning, George Sutherland
Articles
In an upper level undergraduate elective course in vehicle dynamics, the author has developed some off-campus experimental-based assignments that involve the students (in pairs) designing the experiments and providing their own measuring tools and test vehicle to get results that they can compare with their calculated predictions. The students are free to design their own procedure or do some investigation and use an industry-standard approach. The students typically find that their experimental results vary considerably from their predictions. While this can be due to simple student implementation errors, it is typically a result of more complex issues. This leads to …

Dominant Nuclear Outflow Driving Mechanisms In Powerful Radio Galaxies, Dan Batcheldor, Clive Tadhunter, Joanna Holt, Raffaella Morganti, Christopher P. O'Dea, David J. Axon, Anton Koekemoer
Articles
In order to identify the dominant nuclear outflow mechanisms in Active Galactic Nuclei, we have undertaken deep, high resolution observations of two compact radio sources (PKS 1549-79 and PKS 1345+12) with the Advanced Camera for Surveys (ACS) aboard the Hubble Space Telescope. Not only are these targets known to have powerful emission line outflows, but they also contain all the potential drivers for the outflows: relativistic jets, quasar nuclei and starbursts. ACS allows the compact nature (< 0.′′15) of these radio sources to be optically resolved for the first time. Through comparison with existing radio maps we have seen consistency in the nuclear position angles of both the optical emission line and radio data. There is no evidence for bi-conical emission line features on the large-scale and there is a divergance in the relative position angles of the optical and radio structure. This enables us to exclude starburst driven outflows. However, we are unable to clearly distinguish between radiative AGN wind driven outflows and outflows powered by relativistic radio jets. The small scale bi-conical features, indicative of such mechanisms could be below the resolution limit of ACS, especially if aligned close to the line of sight. In addition, there may be offsets between the radio and optical nuclei induced by heavy dust obscuration, nebular continuum or scattered light from the AGN.

Silver Doped Titanium Dioxide Nanomaterials For Enhanced Visible Light Photocatalysis, Michael Seery, Reena George, Suresh Pillai, Patrick Floris
Articles
This paper presents a systematic study on two different preparation methods for titanium dioxide with silver. The silver can be incorporated by irradiating the reaction mixture during preparation to reduce silver ion to silver metal or by direct calcination of the sol–gel material to decompose silver nitrate to silver. Of the two methods, we found the latter produces a more effective photocatalytic material (6–50% improvement in catalytic efficiency), which is attributed to the fact that the silver is homogeneously dispersed throughout the material. The efficiency of the materials were examined using a Q-Sun solar simulator (visible light) and in Dublin …
Themes And Symbols In Asl Poetry: Resistance, Affirmation, And Liberation, Karen Christie, Dorothy Wilkins
Themes And Symbols In Asl Poetry: Resistance, Affirmation, And Liberation, Karen Christie, Dorothy Wilkins
Articles
This paper analyzes themes and symbols in a number of works of poetry in American Sign Language. In particular, the expression of themes of resistance to oppressive elements of the dominant (hearing) culture and affirmation of the values of Deaf American culture will be identified and described in various poetic works. For analysis, definitions of resistance and affirmation are borrowed from Durr and Grcevic (1999) and Durr (1999/2000) who applied these concepts to the works of Deaf artists striving to represent the Deaf experience. Our analysis confirms that there exists a thriving tradition of ASL poetic works which can be …
