Although Title IV-E of the Social Security Act is an important funding stream for foster care and adoption services in American Indian communities, limited research has been conducted on the facilitation of tribal access to federal IV-E resources. Historically, direct IV-E funding has not been available to tribal communities, therefore, tribes have worked with their respective states to develop agreements that allow them to access these important funds. The purpose of this study was to provide a comprehensive overview of current IV-E intergovernmental provisions in order to assist tribes and states in strengthening both new and existing IV-E agreements. How Are Families On Reservations Faring Under Welfare Reform? Working Paper 2, Shanta Pandey, Min Zhan, Shannon Collier-Tenison, Kathryn Hui

This report is based on our first wave of interviews with 445 either former or current welfare families with children. The respondents were from three Indian reservations (Navajo, San Carlos and Salt River) within Arizona. This information was substantiated by several focus group interviews with welfare recipients and tribal social service providers. The results provide useful insights into understanding the characteristics of welfare recipients on reservations. The characteristics of the welfare caseload on reservations indicate that rapid decline in caseload at the national and regional level will not automatically result in similar caseload decline on many American Indian reservations. Wide agreement about the goal of microfinance—to improve the welfare of the poor—has not led to wide agreement about how best to achieve that goal. To aid discussion, I propose a framework for outreach—the social benefits of microfinance—in terms of six aspects: worth, cost, depth, breadth, length, and scope. The framework encompasses both the poverty approach to microfinance and the self-sustainability approach. The poverty approach assumes that great depth of outreach can compensate for narrow breadth, short length, and limited scope. The self-sustainability approach assumes that wide breadth, long length, and ample scope can compensate for shallow depth. I show …

The federal government has begun to move homeownership to the center of US housing policy. Economic recovery and minority homeownership programs have increased African-American homeownership to an all-time high in 1999. a primary assertion of homeownership advocates is that the life satisfaction of owner-occupiers is greater than that of renters. However, there is little literature to support this assertion, and little is known about whether homeownership is related to life satisfaction among African-Americans. The Subsidy Dependence Index (SDI) is the most common way to measure the importance of public support for Development Finance Institutions (DFIs). We present the SDI and show its equivalence to a subsidy-adjusted measure of return on equity. We then review recent attempts to adjust the SDI. As a whole, the recent measures are either meaningless or answer unimportant questions. Their use does not lead to a better understanding of the social cost of a DFI.

The Effects Of Assets On The Economic Well-Being Of Women After Marital Disruption, Estheryin-Nei Cho

This study uses panel data from the National Longitudinal Surveys of Youth to examine the effects of assets on the economic well-being of women one year after marital disruption. Instrumental variable estimation and seemingly unrelated regression are used. Results suggest that financial assets have positive effects on the post-disruption economic well being of women. Financial assets significantly increase income (including earnings) and reduce welfare receipt. In addition, the coefficients of human capital variables are substantially inflated in models without asset variables, suggesting that the effects of assets are captured by human capital variables when asset variables are omitted. This study is aimed at monitoring the impact of the 1996 federal welfare legislation on American Indian families with children on reservations within the state of Arizona over five years (1997-2002). Our goal is to inform the public policy debate on how to improve the social and economic opportunities for low-income families with children on reservations. This paper presents results from an examination of the effects of neighborhood and family characteristics—as they are related to an individual’s life options—on the teenage fertility of urban respondents. The study drew upon the life options perspective, a loosely defined theoretical framework which posits that opportunities for social and economic mobility impact an adolescent’s expectations for the future and behavior. The data come from the University of Chicago’s Urban Poverty and Family Life Survey of Chicago. Little attention has been given to the non-problematic development and positive life decisions of African American youth. This paper reports findings of 231 African American students. The goal of the study was to assess factors which contribute to their academic grade point averages and intentions to stay in school. Building Social Capital From The Center: A Village-Level Investigation Of Bangladesh's Grameen Bank, Lisa Larance

Across rural Bangladesh, nongovernmental organizations (NGOs) have offered poor women economic opportunities. Among these NGOs, the Grameen Bank has successfully implemented group lending to provide poor rural women access to collateral-free loans. This paper focuses on whether Grameen Bank members’ regular interaction at the village-level loan repayment building, the “center,” facilitates the members’ ability to establish and strengthen networks outside their living quarters and kinship groups. The results indicate that, by attending weekly center meetings, Grameen Bank members have the opportunity to build a kind of social wealth not measurable in simple financial terms.
