It is evident from the literature reviewed that there is a need for better understanding and utilization of standardized test results. It seems that unless tests contribute to the learning process they are not justifiable. Merritt (12, p. 66) says the main objective of all endeavor is to promote learning. Ultimately, the worth of any activity carried on in the schools has to be judged by the contribution this activity makes toward the improvement of learning. Testing is no exception. Many of the beef cattle in the Great Basin area are maintained part or all of the year on rangelands. Most of those going on to desert ranges for only part of the year go on during the late fall, winter, and early spring. It is estimated that 50-60 percent of the 600,000 beef cattle grazing on range lands in Utah graze on the one-fourth million acres of desert or semi-desert sometime during the year.

Utah has been confronted with the problem of turkey synovitis becoming epizootic in certain areas of the state. This is a crippling disease of turkeys causing considerable loss among birds soon after they are placed on the range. Because much of the expense of brooding and rearing has already been encountered by the growers, the loss is often severe.

These oocysts may be ingested with contaminated food and water or from the bodies of other animals. The increasing importance of the lima beans as a substantial cash crop for the growers or farmers and as a quality food for the consumer has initiated many investigations directed towards improving its quality as a vegetable crop. Lima beans are well suited for processing; hence, studies of the quality of different varieties in relation to time of harvest have been made. Host processors are in agreement that the beans attain maximum quality before they are fully mature. After that, the yield and size increase whereas the quality decreases.

Investigation of primary production in streams and rivers has lagged behind similar investigations in marine and lacustrine environments. Recently, however, Odum (1956) has demonstrated methods that allow the estimation of productivity of most moving waters. For reasons discussed later in this paper, Odum's method is not satisfactory for shallow, very rapid rivers as typified by Logan River. The present investigation then was primarily an exploration of a method possibly applicable to measurement of productivity in shallow rapid rivers.

Utah is rapidly changing from what was once predominately an agricultural state to an urban and industrial state. This shift is not decreasing our water needs; it is often intensifying these needs and creating many new problems. Perhaps we should ask ourselves-are we prepared to recognize and accept these changes? Are we really facing up to the problems that are developing or are we turning our heads and hoping they will go away? These changes involve technical, legal, and sociological problems never before encountered, some of which I should like to discuss.
