The battle over federal Wilderness designation of Bureau of Land Management lands in southern Utah has entered its third decade. Throughout this lengthy debate numerous stakeholders have maintained involvement, including members of Utah's conservation community. Two of the most prominent wilderness advocacy groups in Utah are notable not only for their sustained involvement with the issue, but also for their divergent positions on how to resolve this public land dispute. This research examines those two organizations, the Utah Wilderness Association and the Southern Utah Wilderness Alliance, through an analysis of their respective structural, organizational, philosophical, and tactical perspectives.

Effects Of Uv-B Radiation On Egg And Larval Golden Shiner (Notemigonus Crysoleucas) In Castle Lake, California, Jai-Ku Kim

I studied effects of UV-B radiation on egg and larval golden shiner (Notemigonus crysoleucas) in Castle Lake, California, USA. To compare egg hatching and survival of larval golden shiner, I exposed eggs and larval fish to three different UV-B treatments, low UV-B (4% UV-B), high UV-B (92% UV-B), and ambient (100% UV-B). The egg experiment was conducted in lake and pond water, whereas proto- and mesolarval stage experiments were conducted in lake water only.

High and ambient UV-B radiation affected the hatching rate of golden shiner eggs. The mean hatching rate was 13% lower in high UV-B, and …

Fuels Inventory And Appraisal In Intermountain Quaking Aspen (Populus Tremuloides) Communities, Janet A. Beales

Field research was conducted in quaking aspen, Populus tremuloides Michx., communities. Fifty-one plots were established in seven major locations in the Bear River Range of northern Utah. The locations inventoried were divided into two age classes: young aspen (under 70 yr) and old aspen (over 70 yr). Custom fuel models were developed for each age class and the data were analyzed for relationships between fuel loads and other measurable factors, including: basal area, average diameter at breast height (d.b.h.), fuel depth, litter loads, tree regeneration, shrub loads, herbaceous loads, slope, tree height, aspect, percent aspen in the plot, grazing intensity, …

A Geographic Information System Assessment Method For Fire Management: Identifying Fire Danger Areas, Richard D. Stratton

In partnership with the USDA Forest Service and the Utah Division of Forestry, Fire, and State Lands, a geographic information system (GIS) was used to create a wildland fire assessment methodology. GIS layers (or themes) include topography, infrastructure, vegetation, climate, "sensitive" natural values, and fire history. Two phases of assessment are presented: a preliminary analysis designed for planning use at the landscape level, and a detailed analysis for site-specific use.

The history of Populus tremuloides regeneration in the Intermountain West, particularly western Wyoming, is one of prolific vegetative reproduction following wildland fire. The reproductive physiology of aspen and its disturbance-response characteristics are explored through a review of previous studies. The combination of fire suppression and increased herbivory on aspen by wild and domestic ungulates is likely facilitating conifer invasion of areas historically dominated by aspen as has been observed in parts of Wyoming, Utah, and Colorado over the past 100 years. A case study of the regenerative response of aspen to wildland fire in western Wyoming demonstrates how physiology, life …

The Murray Smelter Site ("the Site") is located in the city of Murray, Utah, in Salt Lake County as illustrated on Figure 1. The Site includes the former operational areas of the Murray Smelter and adjacent Germania Smelter which are referred to as the "on-facility" area., as well as surrounding residential and commercial areas where airborne emissions from the smelters impacted the environment or where contamination in shallow ground water may be transported in the future. On October 2, 1968, Congress passed the National Trails System Act. This Act called for the establishment of a system of national scenic trails "which will be extended trails so located as to provide for maximum outdoor recreation potential and for the conservation and enjoyment of the nationally significant scenic, historic, natural, or cultural qualities of the areas through which such trails may pass." As a result of 1978 amendment to this Act, Congress designated the Continental Divide National Scenic Trail (CDNST) as part of the National Scenic Trail system. In her memoir, and 1870s revision of her journal and diary, Louisa Barnes Pratt tells of childhood in Massachusetts and Canada during the War of 1812, and independent career as a teacher and seamstress in New England, and her marriage to the Boston seaman Addison Pratt.

Converting to the LDS Church, the Pratts moved to Nauvoo, Illinois, from where Brigham Young sent Addison on the first of the long missions to the Society Islands that would leave Louisa on her own. The Effect Of Government Size On Economic Performance: An Empirical Investigation On A Group Of Developing Countries Using A Panel Data Approach, Tayseer Al-Sumadi, Basudeb Biswas

Economic Research Institute Study Papers

This paper examines the effect of government size, measured by the ratio of government consumption expenditures to gross domestic product, GDP, on the rate of growth of per capita GDP. Our sample includes 30 low-income and middle-income developing countries over the period 1970-90. We use a panel data approach to avoid the shortcomings of the cross-country models often used in such an analysis. The results indicate government size has a highly significant negative influence on the rate of economic growth. /

The decision to implement this plan is in conformance with the 1987 Grand Junction Resource Area Resource Management Plan (RMP). Many of the management actions being proposed in the plan constitute an amendment of the RMP. This integrated resource management plan employs a "benefits based management approach" which expands our management focus beyond lands and resources to also address resulting outcomes as improved conditions. Plan implementation for the RCBR ecosystem will be done through an interdisciplinary ad-hoc committee which defines issues and prioritizes management actions. Behavioral Education for Human, Animal, Vegetation, and Ecosystem Management (BEHAVE)

A herbivore faces challenges while foraging--ongoing changes in its physiological condition along with variation in the nutrient and toxin concentrations of foods, spatially and temporally--that make selecting a nutritious diet a vital affair. Foraging behaviours arise from simple rules that operate across levels of resolution from cells and organs to individuals and their interactions with social and physical environments. At all these levels, behaviour is a function of its consequences: a behaviour operating on the environment to induce changes is itself changed by those events. The Forest Service proposes to implement a management plan to control noxious weeds on the Bighorn National Forest. This management plan would be in accordance with general direction in the Land and Resource Management Plan (LRMP) to treat noxious farm weeds (Bighorn National Forest LRMP, III-45) to improve range conditions and manage undersirable plant species.
