The Federal Coal Leasing Amendments Act of 1976 requires that Federal coal lands to be considered for leasing must be identified in a comprehensive land use plan. At the time the Great Divide Resource Management Plan (GDRA RMP, 1990) was prepared, approximately 60% of the Federal coal lands in the Carbon Basin Coal Area were leased and exempt from the coal screening/planning process. Subsequently, development of this lease was never pursued and the lease expired. In addition, the coal screening/planning process was not conducted on the remainder of the Federal coal lands in the Carbon Basin area during the RMP …

This document records the decision made by the Bureau of Land Management (BLM) for managing the public land surface and federal mineral estate in the Jonah II Area Natural Gas Development project (hereafter referred to as the Jonah II Project). The Jonah II Project area comprises approximately 59,600 acres of Federal, State, and private land ownership. Of this total, approximately 56,400 acres are BLM administered or 95 percent; 2,560 acres are State of Wyoming or 4 percent; and 640 acres are private surface/federal minerals, or 1 percent. See Map 1.1 for the location of the Jonah II Project.

The climate of the Challis Resource Area is influenced primarily by maritime air carried eastward on prevailing westerly winds. General climatic characteristics are abundant sunshine, low humidity, and high evaporation. The major precipitation source, particularly for winter storms, is the Northern Pacific Ocean. In the summer, however, most of the thunderstorm activity is caused by moisture-laden air originating from the south, off the Pacific coast of Mexico.

Deciding upon management strategies and use of natural resources becomes more challenging as urban areas expand and human population and consumption levels continue to increase. Given that a larger urban population, interestingly, seems to demand both more resources (products) and greater environmental protection, there will no doubt be a coincident heightening of conflicts over natural resource management in the next century. Making decisions on natural resource allocation and use under such circumstances will become even more complex and difficult than they are today. In conjunction with faculty at Oregon State University, we developed a distance education course in two phases. During Phase I, conducted Spring of 1996, we used Oregon ED-NET (a simulcast satellite education system) to reach 143 students at 14 sites in Oregon. In the second phase, we offered the course nation-wide in a video format Spring term 1997 and enrolled 92 students at 13 sites. We will offer the video course again during Winter term 1998 following an expanded marketing plan. The Natural Resource and Environmental Policy Program at Utah State University (USU) is an interdisciplinary, graduate, educational program that has been developed since the fall of 1991. The program administers and awards a graduate certificate, sponsors invited speakers, oversees student policy presentations, and facilitates interdisciplinary collaboration. The program has earned broad, campus-wide support and participation. All eight colleges at USU supported approval of the certificate program in 1994. At present, sixteen academic units are represented on its Faculty Advisory Committee, which oversees and makes decisions about the program. Learning has been described as a cumulative process that allows students to build knowledge and skills as they progress through their undergraduate programs. Courses offered at the senior level usually have prerequisites, or require concurrent enrollment in other courses. In the Department of Forestry at Michigan State University, we have recently started offering two senior-level courses concurrently (rather than sequentially): Forest Management and Natural Resources Planning and Policy. In an effort to better integrate our curriculum, we are building linkages between these courses based on content (to reduce redundancy), quantitative analysis, and data sets. Kibale National Park (KNP), located in western Uganda, offers a rich diversity of tropical flora and fauna. The Park’s mid-altitude, moist tropical forest supports 11 of Uganda’s 20 non-human primate species, some of which occur in very high densities. The region around KNP is home to seven national parks and numerous protected areas. Located within KNP is the Makerere University Biological Field Station (MUBFS), with an extensive 25-year research history and a mandate to assist KNP in protecting the ecosystems of the region through management-relevant research. This concept, while very important to higher education's future, has not been fully realized. The most obvious barriers have been lack of financial resources and working models. This paper outlines models and procedures that could benefit institutions in the development of cooperative degrees.

Adding Nutrients To Enhance The Growth Of Endangered Sockeye Salmon: Trophic Transfer In An Oligotrophic Lake, Phaedra E. Budy, Chris Luecke, Wayne A. Wurtsbaugh

Snake River sockeye salmon Oncorhynchus nerka, listed under U.S. law as endangered in 1991 in response to a decline in anadromous adult numbers, spend their first 1–2 years in Redfish Lake, Idaho, before migrating to the sea. To determine how nutrient enhancement might influence phytoplankton, zooplankton, and fish production, we performed fertilization experiments in large enclosures in this oligotrophic lake using juvenile kokanee (lacustrine O. nerka) as analogues for endangered sockeye salmon. Fertilization of the metalimnion substantially increased chlorophyll a (150%), phytoplankton biovolume (75%), primary productivity (250%), and zooplankton biomass (200%), and moderately increased fish growth (12%) over our control …

This article considers the final disposal of field-recorded tapes that are believed by the informant's family to embody certain dangers to researchers, to the natural world, and to themselves. Motives for keeping or destroying the tapes are discussed in the light of modern concerns such as the Native American Graves Protection and Repatriation Act, Navajo worldview, scholarly interests, fieldwork ethics, and personal responsibilities of the fieldworker. I espouse the view that folklorists stand to learn more and do better work when scholarly decisions are guided by the culture we study, even when taking this course causes disruption in our academic …
