The Bureau of Land Management is responsible for the welfare of wild horses. The wild horse program is under constant scrutiny by the public for actions concerning wild horse management and gathering. Within the Rawlins field office (RFO) there is a substantial acreage of "checkerboard" lands. Approximately 50 percent of these lands are BLM-administered public lands and 50 percent are private lands controlled by many private entities. The northern portition of the gather area contains this type of land pattern.

This document considered and evaluated the impacts of issuing the proposed Elk Mountain/Saddleback Hills competitive coal lease (WYW139975) under the provisions of 43 CFR 3425.1, as a lease by application (LBA). The area proposed for mining is a mixture of private, state, and federal surface and coal estates. The Wellsville Mountains raptor migration study in northern Utah is an ongoing effort to monitor longterm trends in populations of raptors using this northern Rocky Mountain migratory flyway. Raptors feed atop food pyramids, inhabit most ecosystems, occupy large home ranges, and are sensitive to environmental contamination and other human disturbances. Therefore, they serve as important biological indicators of ecosystem health (Cade et al. 1988; Bednarz et al. 1990a; Bildstein and Zalles 1995). For example, long-term migration counts in the eastern United States documented declines in several raptor species and helped us understand the deleterious effects of organochlorine pesticides (Spofford 1969, …

A review of existing land-use planning decisions is being conducted to evaluate how to best manage public lands, resources, educational opportunities, and other values associated with the recent discovery of dinosaur tracks on BLM-administered public lands near Shell, Wyoming. The tracks were not addressed in the Washakie Resource Management Plan (RMP) which was completed in 1988. A review of BLM's planning decisions for the discovery area is needed to evaluate the adequacy of existing management prescriptions for the protection of the tracks and related values.

Farm and ranch work in cold weather can be life threatening. Cold related illnesses and injuries, such as hypothermia and frostbite, are serious on their own, but they can also increase the risk of other types of accidents. Even mild hypothermia (low body temperature) causes loss of coordination, and impairs the victim’s judgment. Frostbite causes a loss in dexterity in the hands and feet, as well as serious discomfort. Both can affect the victim’s ability to work safely. It is important to remember that hypothermia can occur in mild as well as severe weather.

In a recent paper a new technique was proposed for remote ranging and topographical mapping by using a system with a single-photon-counting detector and a low-power pulsed laser @Appl. Opt. 35, 441 ~1996!#. We report on the results from the laboratory and the field demonstration of this literal three-dimensional imaging technique. Using a detector system developed at Los Alamos with a commercial pulsed laser and observing from a single remote vantage point, we demonstrate use of this technique in the literal mapping of three-dimensional topography and the probing of a complex scene. Groundwater artificial storage and recovery (ASR) has become a favorable means in the arid west to store water produced in excess of need during winter months for use in drier times of the year. ASR may be accomplished by injection of suitable water into the groundwater system via wells to be pumped out later, or by recovery of seepage via wells from surface water impoundments or infiltration networks. This report will present pertinent hydrogeologic information for the location of an artificial groundwater storage and recovery project in Utah's northeastern Box Elder County.

Zoonosis is defined as “an infectious disease transmissible under natural conditions between vertebrate animals and human beings” (Mast 95). There are more than 150 diseases recognized under the umbrella of zoonosis. Some of the better known examples include: anthrax, bursilosis, hunta virus, bubonic plage, hemoragic fevers like ebola, rabies, and even AIDS.

On October 2, 1968, Congress passed the National Trails System Act. This Act called for the establishment of a system of national scenic trails "which will be extended trails so located as to provide for maximum outdoor recreation potential and for the conservation and enjoyment of the nationally significant scenic, historic, natural, or cultural qualities of the areas through which such trails may pass." As a result of the 1978 amendment to this Act, Congress designated the Continental Divide National Scenic Trail (CDNST) as part of the National Scenic Trail system. The Russian American Observation Satellites (RAMOS) experiment is a joint Russian- American space research program using two satellites for simultaneous stereo-optical imaging to address common concerns in the areas of environmental monitoring and defense. RAMOS will consist of a two-satellite constellation and associated ground support stations operated by the respective countries. The American Observational Satellite (AOS) will carry imaging instrumentation operating in both the visible and infrared regions. The Russian Observational Satellite (ROS) will carry analogous Russian sensors. Both satellites will be launched into a high-inclination circular orbit at an altitude of approximately 525 km. Foot rot is a serious contagious disease of sheep that has become a common problem in the western states in recent years. Once established in a flock, it usually remains until a consistent treatment program eliminates it. This disease must be differentiated from other foot problems if it is to be successfully treated.
