How Putin's Cyberwar Failed In Ukraine, Austen D. Givens, Max Gorbachevsky, Anita C. Biernat

Journal of Strategic Security

As Russian military forces surged across the Ukrainian border in February 2022, cybersecurity analysts shared predictions about the ways in which the Russian government would use cyberattacks to thwart Ukrainian defenses. Some government agencies and private sector organizations forecast that the Russians would launch a blitz of devastating electronic attacks against Ukrainian critical infrastructure targets, such as electrical power plants and air traffic control networks, crippling the country. While Russian cyberattacks have played a role in the conflict, their effects to date have been significantly less than what some analysts anticipated. But why? This article examines how analysts’ most extreme …

USF Tampa Graduate Theses and Dissertations

After federal the Oil Pollution Act of 1990 (OPA 90) was promulgated in response to the Exxon Valdez oil spill in Alaska, it helped restructure the nation’s environmental response capabilities and modernize the commercial shipping industry to effectively decrease environmental shipping disasters. However, in the 33 years since OPA 90’s inception, the oil and gas industry has transformed, especially in the offshore realm, as industry adopts new drilling technologies to gain access to deeper and heretofore untapped maritime environments. Though there have been two catastrophic offshore drilling accidents since the turn of the 21st century, OPA 90 remains categorically unchanged, …

Governance-Aware Cloud Architectures For Enterprise Information Systems, Manikantha Varaprasad Inakollu

Computer Science and Engineering Faculty Publications

Enterprise cloud adoption has accelerated dramatically, yet governance frameworks struggle to keep pace with evolving architectural complexity. This research examines how organizations can embed governance principles directly into cloud architecture designs rather than treating compliance as an afterthought. We investigate the integration of regulatory requirements, risk management protocols, and organizational policies into cloud infrastructure patterns that enforce governance automatically. The study addresses critical gaps where traditional governance approaches fail in dynamic cloud environments, particularly around data sovereignty, access control, audit requirements, and regulatory compliance. Through analysis of existing cloud governance challenges and architectural patterns, we propose a comprehensive framework that …

Post-Implementation Erp Value Realization: A Decision Intelligence Framework, Manikantha Varaprasad Inakollu

Computer Science and Engineering Faculty Publications

Enterprise Resource Planning systems represent substantial organizational investments, yet many organizations struggle to realize expected benefits after implementation. This research develops a decision intelligence framework specifically designed to maximize ERP value realization during the critical post-implementation phase. While extensive literature addresses ERP implementation challenges, significantly less attention focuses on extracting value after systems go live. Our framework integrates data analytics, organizational learning, and strategic decision-making into a cohesive approach that transforms ERP systems from operational tools into strategic assets. Through analysis of post-implementation patterns across multiple organizations, we identify key decision points where intelligent interventions dramatically improve value capture. The …

An Anthropology With Human Waste Management: Non-Humans, The State, And Matters Of Care On The Placencia Peninsula, Belize, William Alex Webb

USF Tampa Graduate Theses and Dissertations

The management of human waste is a seldom studied phenomenon in anthropology. Yet across the globe, in countries both rich and poor, it presents pervasive and difficult to tame problems. This dissertation draws on complimentary theories of management and entanglements to explore the practices and processes of organizing human waste on the Placencia Peninsula, Belize. The results illustrate how problems are conditioned and defined by messy relations between institutions, people, technologies, materials, and ecological life.

Fieldwork and analysis for this work was a culmination of years of interdisciplinary collaboration between other anthropologists and engineers at the University of South Florida. …

Distributed Leadership: Formal Leadership, Barriers, And Facilitators For Multi-Tiered Systems Of Support, Joseph D. Latimer

USF Tampa Graduate Theses and Dissertations

Currently, educators are exposed to an increased environment of accountability, which prioritizes student academic achievement. That environment of accountability is reinforced by multiple pieces of legislation that also call attention to the implementation of multi-tiered systems of support (MTSS). Even with these federal mandates, educators are continuously overwhelmed implementing MTSS and often leverage distributed leadership practices such as school leadership teams to carry out school improvement tasks. Both distributed leadership practices and MTSS are directly impacted by the practices of formal leadership (i.e., principals). In addition, enablers of and barriers to distributed leadership for MTSS should be investigated. This current …

Evaluating And Improving A Novel Toolkit For Implementation And Optimization Of Lynch Syndrome Universal Tumor Screening, Tara M. Wolfinger

USF Tampa Graduate Theses and Dissertations

Individuals with Lynch syndrome (LS) have a hereditary predisposition to colorectal cancer (CRC), endometrial cancer (EC), and several additional cancer types. Universal tumor screening (UTS) is a systematic approach that increases identification of LS so affected individuals can benefit from targeted therapies and risk-reduction strategies to decrease cancer- related morbidity and mortality. Despite the known benefits of UTS, the practice is widely underutilized, likely due to the complexity of implementation and optimization. We developed a novel evidence-based toolkit to help institutions implement and optimize UTS programs. As part of an iterative evaluation process, we obtained feedback on the toolkit through …

Successful Leadership Through Rapid, Unplanned Change, Robert "Darin" Grimm Nov 2021

Successful Leadership Through Rapid, Unplanned Change, Robert "Darin" Grimm

USF Tampa Graduate Theses and Dissertations

The studies of leadership and leadership models are voluminous, as is the work onchange within organizations. While scores of information can be found on each of these topics, the combination of the two is less ubiquitous. The grouping of specific leadership models related to corporate changes, be it structural or operational, provides an opportunity for new knowledge. Notably, the literature is scant when the added variable of rapid unplanned change is included in the combination of leadership and change. This study sought to better understand the impact of specific leadership behaviors and the impact on an organization during rapid, unplanned …
