In the past, energy facilities on the Island of Puerto Rico have not been located in the best practicable sites. This is attributable to the absence of mandatory site selection procedures. This thesis has developed and tested procedures for siting 900 MWe coal fired thermoelectric generation plants. The procedures developed here permit the placement of these facilities within the existing legal regime, with a minimum of adverse ecological and socioeconomic impact. The process has been designed to consider the entire Island of Puerto Rico for the suitability of siting a 900 MWe coal fired facility. This is accomplished through the …

Extraction Of Clostridium Perfringens Spores From Bottom Sediment Samples, David J. Emerson, Victor J. Cabelli

Two extraction-separation procedures were developed and evaluated for use in conjunction with the mCP membrane filter method for the enumeration of Clostridium perfringens spores in bottom sediments. In the more facile of the two procedures, a distilled-water suspension of the sediment sample is pulse sonicated for 10 s and allowed to settle. Portions of the supernatant are then removed for membrane filtration. This procedure is recommended for general use. The more complicated procedure is recommended for situations in which the presence of high levels of toxic materials is suspected or in which relatively low spore densities are present in fine …

Until the establishment of the Fishery Conservation and Management Act of 1976 (FCMA), fish outside the United States' twelve mile fishery zone were, according to international law, common property and belonged to the nation or individual that caught them. This common property law was based on the concept that fish resources were so large that no amount of fishing would interfere with the right of others to catch fish. Modern technology, however, has created equipment that enabled foreign and domestic fishermen to over-fish the resource. A reduced domestic catch led coastal fishermen to support a bill that unilaterally extended the …

Components Of Reproductive Effort And Yield In Goldenrods, Richard B. Primack, Ann R. Rittenhouse, Peter August

Four components of reproductive yield (the weight of reproductive tissue) were examined in relation to their effect on reproductive effort and their relative contributions to reproductive yield in five species of goldenrods (Solidago, Compositae). The yield components were number of flowing stems per plant, number of flowering branches per stem, number of flowering heads per branch, and number of seeds per seed head. Individuals within populations increase their reproductive effort by increasing their reproductive weight, not by decreasing their vegetative weight. Each species shows a different pattern of positive correlations of yield components with reproductive yield and reproductive …

In this study the author will concentrate on the marketing activitiesof the U.S. commercial fishing industry. The study will use examples from New England to illustrate various points covered in the study. Particular reference will be made to the geographic area of Southern New England and move specifically to Point Judith, Rhode Island and New Bedford, Massachusetts. The study is divided into two parts. Part I reviews the situation in the industry prior to 1976, the Fishery Conservation Management Act, theU.S./Canadian East Coast Fisheries Agreement and the American Fisheries Promotion Act. Where Have All The Stripers Gone?: An Analysis Of The Decline In The East Coast Striped Bass Fishery, Anthony P. Chatowsky

Beginning in 1975 striped bass sports fishermen noticed a decrease in fish around. This decline was cause for alarm in 1977 when few striped bass were caught from shore. Commercial catch statistics showed that in 1973, 13,504,000 pounds of bass were landed. In 1979 the poundage was 3,492,000, a significant drop of 74%. This led to the development of state and regional striped bass advisory committees, an N.M.F.S. and U.S. Fish and Wildlife Emergency Action Plan and Congressional appropriation of 4.7 million dollars in 1979 to study the problem. It is the hypothesis of this paper that today the livelihood of the independent Narragansett Bay quahogger is faced with two potentially dangerous threats; water pollution in upper Narragansett Bay and the prospect of an expanding aquaculture industry in the lower bay. During the late 1960's and early 1970's several significant pieces of environmental legislation were enacted. These pieces of legislation were designed to restore, improve, preserve and protect our natural resources. The legislation with the most impact on the United State Navy and Naval vessels has been the Federal Water Pollution Control Act. In order to meet the statutory requirements of the Clean Water Act, the United States Navy had to embark on a program to: modify existing vessels with Marine Sanitation Devices (MSD's) and install such devices on new construction ships.

As the United States enters the 1980's, the need for secure and efficient energy sources is rapidly moving to the forefront of our foreign and domestic policies. It is apparent that our existence, as well as that of our allies, is closely tied to the ability to secure energy resources. The importation of Liquified Natural Gas (LNG), by specially designed ships, from oil exporting nations to energy consuming nations has been a highly touted energy resource. Previous work has provided evidence that plants may require boron to maintain adequate levels of pyrimidine nucleotides, suggesting that the state of boron deficiency may actually be one of pyrimidine starvation. Since the availability of pyrimidine nucleotides is influenced by their rates of synthesis, salvage, and catabolism, we compared these activities in the terminal 3 centimeters of roots excised from boron-deficient and -sufficient squash plants (Cucurbita pepo L.). Transferring 5-day-old squash plants to a boron-deficient nutrient solution resulted in cessation of root elongation within 18 hours. However, withholding boron for up to 30 hours did not result in either …

A possible virulence factor for Bacteroides subcutaneous abscesses has been found. The effect of Bacteroides culture filtrate and outer membrane on chemotaxis of rabbit peritoneal polymorphonuclear (PMN) neutrophils was assayed in Boyden chambers and via exocytosis of N-acetyl-β-glucosaminidase. Both Bacteroides culture filtrate and outer membrane elicited some chemotaxis, as measured in the Boyden chamber; however, they had little effect upon exocytosis in cytochalasin B-treated PMN neutrophils. In the presence of serum complement, they completely abolished PMN neutrophil movement in the Boyden chamber assay, yet they gave a definite positive response for the exocytosis assay in the presence of serum …

The Science and Technology Policies Information Exchange System (SPINES) was developed by UNESCO during the last decade. Intended to be a global system, its basic value to marine policy planners lay in its potential to align ocean policy information in context with other science policies and to align the ocean policies of one nation with those of the rest of the world. SPINES progressed from a feasibility study, to a five-year pilot project, 1977-1982. Important investigations were made of science policy research in 19 countries and 4 continents. The U.S. Army Corps of Engineers is authorized to permit or deny dredge and fill activities in the nation's coastal and wetland regions. Originally, responsible only for the maintenance of navigation, the Corps considered only navigational requirements in decisions to grant or deny permits. Now, however, the Corps must demonstrate, that the "public interest" is served as well. This study examines the scope of the public interest and attempts to evaluate the effectiveness of the program in a particularly controversial project. The growth of distant-water fishing industry in Taiwan has been steady during the period from 1965-1973. However, since 1973, the slow expansion of distant-water fisheries has been reflected in both the production side and the decreasing catch per unit effort. The increasing operation costs and the shrinking fishing grounds are mainly attributable to the limitation of distant-water fishing industry. The small scale of fishing companies with small-sized vessels also resulted in the inefficient operation in this highly competitive business. Selling fish at the landings stage by auction, as opposed to the current practices of selling to middlemen and through cooperatives, has been proposed by several authors. They suggest that fishermen would receive higher prices and that auction competition would improve fish quality.The aim of this study was to compile the rules and procedures of existing fish auctions, and to explore their effect on price formation. This paper was written with two objectives in mind: to provide information relevant to the protection of the quahog fishery and the protection of human health. Both are threatened as hundreds of millions of gallons of industrial effluents and sewage treatment plant discharges enter Narragansett Bay daily. The implications of trace metal pollution with respect to the quahog fishery have received little attention to date. The purpose of this paper is to assemble scientific, legal, and socioeconomic information in a fashion which will direct future research and management attempts in an effective manner.

Disruption Of The Primary Fouling Sequence On Fiber Glass-Reinforced Plastic Submerged In The Marine Environment, David A. Caron, John M. Sieburth

Fiber glass-reinforced plastic immersed in an experimental estuarine mesocosm fouled at estimated rates of 0.5, 5.5, and 18.8 ng (wet weight) mm−2 day−1 over days 0 to 2, 2 to 6, and 6 to 14, respectively. Protists, dominated by diatoms, which developed between days 3 and 6 and covered 90% of the undisturbed surface in 2 weeks, were effectively removed by twice-weekly brushing of the surface to maintain an immature 3-day bacterial film which covered 12% or less of the surface and had a biomass 3 orders of magnitude smaller than surfaces with 2 weeks' unrestricted fouling.
