Over a thousand different professions throughout the United States are subject to occupational regulations for the purpose of protecting public health, safety, and welfare. Yet, few professions are as crucial to public health, safety and welfare as the business that controls access to rental housing. The availability of rental housing is critical to the people of New Mexico due to the state’s high percentage of low-income households and the shortage of affordable housing units available in recent years. For years, the majority of courts have ruled that parents of children with disabilities were required to exhaust special education due process procedures before filing civil actions under other disability statutes. Change would come through Luna Perez v. Sturgis Public Schools. In Luna Perez, a deaf student, Miguel Luna Perez, was denied a free and appropriate education for eleven years. After settling the case under the Individuals with Disabilities Education Act (IDEA), Mr. Luna Perez (initially through his mother, but later continuing on his own) filed a claim for compensatory damages under the Americans with Disabilities Act (ADA) and Section …

This dataset was created as part of a larger study to recover the Belen colonial Catholic mission Church and the Plaza Vieja emergence history. By using extractions in Oswald Gilbert Baca’s Burial Records from the Roman Catholic Parish of Nuestra Señora de Belen, Belen, New Mexico, 1793 – 1900 as an initial source and comparing with the original register pages (available online at familysearch.org), I have begun to verify, clarify, correct and expand Baca’s extractions.

Data, as described by a Yurok Tribe council member, is “the original theft”—the first thing stolen from Native peoples in the United States. Indigenous data sovereignty seeks to redress this and prevent future data infractions by placing Indigenous communities in charge of decision-making about their own data. Yet with no established body of federal case law on tribal data authority, it is not immediately clear how Indigenous data sovereignty would fit within the complex and contradictory web of federal caselaw that confines tribes’ inherent sovereignty. The Full-Depth Reclamation (FDR) technique is a cold-mix asphalt (CMA) technology employed in New Mexico to rehabilitate existing pavements. It results in minor disruption to traffic, environmental advantages, and decreased construction period and costs. However, insufficient data on the material properties of FDR mixtures and their characterization limits the use of the mechanical-empirical (M-E) design method of FDR materials. The MEPDG develops performance models using the structural response of pavement layers to predict pavement structure systems based on material properties, climate models, and loading conditions. This study has developed MEPDG models to predict the long-term performance of FDR materials and …

The United States dollar’s dominance as the global reserve currency, established under the 1944 Bretton Woods system, persists despite the 1971 decoupling of the gold backing to the dollar. Its liquidity, stability, and full support by the US government confer a solid financial security and advantage to the currency, including a universal acceptance of the dollar and a relatively low borrowing cost. How do communities confront challenging climatic circumstances? This talk explores the development of community economic specialization at Jahuay (200 BC–AD 150), a fishing village on the Peruvian south coast where full-time maritime specialists made a living through fishing, shellfish collection, and the hunting of marine birds and mammals. These products were consumed locally and exchanged regionally. I propose complementarity between independent specialized communities exploiting distinct resources was a regional strategy that buffered against periodic scarcity and made communities more resilient to El Niño cycles.
