Green construction aims to minimize the overall negative impact of the built environment on both human health and the environment by efficiently using energy, water, and other resources. It helps reduce waste, pollution, and environmental impact while enhancing worker productivity and protecting occupant health. This study introduces a multi-criteria decision-making (MCDM) approach to evaluate green construction in building projects. Hamacher operators are extensively utilized in multicriteria attribute group decision-making (MAGDM) problems due to their remarkable adaptability provided by an adjustable parameter. Here, the Hamacher T-norm and T-conorm operations for two QSVNRNs are formulated.Using these Hamacher op erations, we present the quadripartitioned single-valued neutrosophic refined Hamacher weighted averaging (QSVNRHWA) operators within the QSVNR framework and analyze their properties.Finally, we explore a TOPSIS-based approach for multi-attribute decision-making problems that employs the QSVNRHWA opera tors, demonstrating its application in evaluating practical scenarios related to converting solid waste into energy.

This study presents a novel approach to evaluating venture capital in an uncertain environment using a multi-criteria decision-making (MCDM) methodology integrated with the plithogenic framework. Venture capital decisions often involve numerous conflicting factors and vague information, making precise evaluations challenging. The MARCOS method was applied to rank eleven alternatives based on eight criteria, such as return on investment and market growth. The criteria weights were computed using normalized crisp values, and the plithogenic operator was utilized to handle uncertainty. – In this study, we introduce two novel matrix concepts in the neutrosophic fuzzy domain: range-symmetric Interval-Valued Quadri Partitioned Neutrosophic Fuzzy Matrices and kernel symmetric Interval-Valued Quadri Partitioned Neutrosophic Fuzzy Matrices. These matrices are defined analogously to EP-matrices within the complex domain. This paper aims to study the division of 3-refined neutrosophic numbers, where it was discussed through two methods, the first is the identification method, and the second is the 3-refined AH-isometry. In addition to presenting special cases related to division of 3-refined neutrosophic numbers. The most important idea in this paper is that we were able to move from the formula we obtained in the 3-refined AH-isometry to the formula we found in the identification method and vice versa, hence this proves the validity of both formulas.

This article introduces a novel approach to enhance competency-based learning by combining the Deming Cycle with neutrosophic statistics. Competency-based education focuses on practical skills, but uncertainty in student performance and assessment can hinder its effectiveness. Neutrosophic statistics, unlike traditional methods, explicitly models indeterminacy, providing a more complete picture of uncertainty in educational data. This approach integrates neutrosophic numbers into re gression analysis to predict learning outcomes and quantify the confidence level of those predictions. Various set concepts are widely recognized for effectively addressing u ncertainty, including fuzzy sets, neutrosophic sets, plithogenic sets, rough sets, and soft sets. These concepts have been further extended through hyperstructures (based on powersets) and superhyperstructures (based on n-th powersets, which are sets with repeated power set structures) [5,12–14,32]. These extensions are commonly referred to as HyperUncertain, SuperUncertain, and SuperHyperUncertain Sets/Logics/Probabilities/Statistics, and they were introduced by Smarandache in 2016-2017 [32] as parts of HyperStructures, SuperStructures, and SuperHyperStructures respectively. This study applies single-valued neutrosophic sets, which extend the frameworks of fuzzy and intuitionistic fuzzy sets, to graph theory. We introduce a new category of graphs called Single-Valued Heptapartitioned Neutrosophic Graphs (SVHNG) and investigate their characteristics through comprehensive proofs and illustrative examples.

Neutrosophic Sets and Systems
This study investigates the barriers to sustainable consumption within the Vietnamese fashion industry, a critical issue given the sector’s significant environmental impact and growing consumer awareness. The research employs an innovative combination of Neutrosophic Z-number sets (NZN), Delphi, and Decision-Making Trial and Evaluation Laboratory (DEMATEL) methodologies to systematically identify and analyze 47 barriers across five key dimensions: Social and Cultural Factors, Pricing and Affordability, Policy and Education, Perception and Image, and Supply Chain and Industry Practices. The government cannot punish someone twice for the same offense. But determining whether two crimes are the same offense for double jeopardy purposes can be difficult. New Mexico courts approach this problem in a unique way. In 1991, the New Mexico Supreme Court created a multi-step test for double description cases that largely reflected federal law under Blockburger v. United States. Over time, the supreme court modified and expanded the inquiry. These departures have produced an overly complex analysis that has lost sight of the sole limitation on imposing multiple punishments: legislative intent. This Article addresses the existence and scope of the tribal power of eminent domain. American Indian Tribes are sovereign entities within the United States and can exercise many traditional government powers. However, centuries of actions by the United States’ executive, legislative, and judicial branches have eaten away at the fabric of tribal sovereign powers. American consumers are carrying record-breaking credit card debt. As prices remain high and wages remain stagnant, short-term borrowing is common practice for many and unavoidable for some. Meanwhile, borrowing has never been easier. Several years ago, few consumers could imagine the widespread availability of “zero-interest, no-credit-impact” lending. Now, consumers can quickly obtain these pay-in-four “Buy Now, Pay Later” (BNPL) loans to purchase just about anything.
