The Department of Energy/National Nuclear Security Administration (DOE/NNSA) and Sandia National Laboratories /New Mexico (SNL/NM) personnel submitted the Mixed Waste Landfill (MWL) Annual Long-Term Monitoring and Maintenance Report for the April 2025 through March 2026 reporting period to the New Mexico Environment Department (NMED) in accordance with the MWL Long-Term Monitoring and Maintenance Plan (LTMMP) Section 4.8.1. The LTMMP became effective on January 8, 2014.

The MWL is a 2.6-acre Solid Waste Management Unit (SWMU 76) located in the north-central part of Technical Area III at SNL/NM that has undergone corrective action. As of March 13, 2016, the NMED February …

Mechanically ventilated patients who are boarding in rural emergency departments face an increased risk of inconsistent sedation management due to the lack of standardized protocols and the extended transfer times to higher levels of care. The variability in sedation practices can lead to both under- and over-sedation, which negatively affects patient comfort, safety, and clinical outcomes. Research suggests that sedation protocols incorporating the Richmond Agitation-Sedation Scale (RASS) can shorten mechanical ventilation duration and improve clinical outcomes. In New Mexico, the water law of prior appropriation rules. As a result, no individual holds a complete right to ownership of water in New Mexico. Instead, New Mexico landowners hold only a right to put appropriated waters to beneficial use. Appropriation of waters requires diversion, a distinct feature that prevents landowners from claiming natural watercourses flowing through their property boundaries. The unappropriated waters of the state are then vested in the state via public trust, to be used and enjoyed by the public. Large-scale, climate-driven wildfire has become a recurring and foreseeable feature of life in the American West, creating long-term consequences for forests, watersheds, and rural communities. The 2022 Hermit’s Peak/Calf Canyon Fire, the largest wildfire in New Mexico history, provides an opportunity to examine how a federally created compensation statute functions once a climate disaster moves from legislation and rulemaking into adjudication. Sparked by prescribed burns on public land, the fire led Congress to enact the Hermit’s Peak/Calf Canyon Fire Assistance Act, directing the Federal Emergency Management Agency (“FEMA”) to provide expeditious and just compensation for injuries resulting from the fire. …

This dissertation presents two experimental investigations at the intersection of quantum sensing and precision optical instrumentation. The primary project demonstrates optically detected nuclear magnetic resonance (NMR) of ¹³C nuclear spins in diamond, using state-selective Landau-Zener transitions under microwave frequency sweeping to bidirectionally transfer spin polarization between nitrogen-vacancy (NV) electron spins and remote ¹³C nuclear spins. This enables optical polarization and readout of large ensembles of polarized nuclear spins at low magnetic fields and room temperature, with spin dephasing times limited by longitudinal relaxation of nearby NV electron spins. This thesis explores the intersection of tribal sovereignty, ethical research conduct, and data ownership through an auto-ethnographic examination of my experience seeking research approval with the Pueblo of Santa Clara Tribal Council. Using the Pueblo’s protocols and decision-making processes as a lens, the study highlights how sovereignty is practiced in daily governance and how it shapes relationships between Indigenous communities and academic institutions. Torá, an Amazonian language of the Chapacuran family, went dormant as the Torá people survived colonization. Yet, in the early 1920’s, over 600 Torá words, phrases, and sentences were documented. Despite interest by today’s Torá community in language revitalization, no comprehensive analysis of the data has been undertaken. This project used methods of linguistic reconstitution, cross linguistic comparison, and the creation of an open-access database to produce a phonological and morphosyntactic analysis of Torá. Accident Tolerant Fuels (ATFs) such as FeCrAl are being developed to enhance safety margins in light water reactors during transients like Reactivity Initiated Accidents (RIAs). This dissertation evaluates the accuracy and representativeness of TRACE thermal hydraulic models for predicting FeCrAl C36M cladding behavior under steady state and transient flow boiling conditions. Benchmarking against University of New Mexico separate effects experiments shows that TRACE reproduces key thermal trends but underpredicts cladding temperatures near CHF by approximately 25 to 30%. A calibrated uncertainty and global sensitivity analysis, using Sobol indices, demonstrates that CHF and cladding temperature variability are dominated by mass flux, …

This dissertation contributes to theoretical framing within the discipline of library science, while building out empirical methods for quantitatively valuing broadly loved public libraries. Chapter 1 lays the foundation for understanding how analysis public libraries must always be set within regional contexts. Chapter 2 demonstrates that positive voter valuation of public libraries is driven by proximity to a library building by using data from public funding referendum events. Chapter 3 estimates a reduction of 0.75 percentage point (p=0.002) in graduation rates where public libraries were closed (but school instruction was in-person) from COVID closures. The Middle Rio Grande Basin (MRGB) of central New Mexico exemplifies these challenges, where irrigated agriculture relies on increasingly variable surface water supplies. This dissertation examines agricultural water use, farmer decision-making, and adaptation strategies across farm types and climate conditions in the MRGB. Quantum computation promises asymptotic speedups over classical algorithms, but realizing these advantages requires overcoming the noisiness of quantum hardware. Although fault-tolerant error correction can allow for reliable quantum computation even using unreliable components, the resource overheads required can substantially erode the asymptotic performance gains. This dissertation focuses on constructing and optimizing fault-tolerant procedures with lower overhead than previous methods were capable of. We present new frameworks for fault-tolerant syndrome extraction using flag gadgets with exponentially reduced ancilla requirements, explicit measurement schedules that achieve asymptotically fewer measurements than stabilizer generators, and a general method for making arbitrary Clifford circuits fault tolerant. …

This dissertation examines the Indian Health Services as a Cold War biosecurity apparatus, showing how infectious disease was weaponized to dismantle treaty obligations, reorganize tribal lands into “service areas,” and reclassify Indigenous nations as surveilled populations. Against this carceral health economy, Indigenous nations refused. From the 1969 Alcatraz occupation to the 1976 Puyallup takeover of Cushman Indian Hospital, Native activists reclaimed health facilities as sovereign spaces, insisting that care is not a discretionary service but a treaty right grounded in land and kinship. Tribal transportation programs face challenges in recruiting and retaining qualified staff, prompting reliance on external consultants for key responsibilities. This study explores how workforce constraints and organizational structures influence tribal outsourcing decisions. Survey data from 57 tribes informed a logistic regression model examining how geographic isolation, population size, training access, and the presence of a transportation department affect preferences for internal work, actual task completion, and instances where tribes intended to perform tasks in-house but outsourced instead. Findings indicate that outsourcing is driven by limited internal capacity, including staffing shortages, lack of certified personnel, and training opportunities. Geography also plays …

In this thesis, I argue the roots of Japanese nationalism, exceptionalism, and imperialism long preceded renewed contact with the West following American Commodore Matthew Perry’s historic 1853 expedition. Rather, late Edo Period (1603-1868) and Meiji Era (1868-1912) intellectuals and political figures looked to and were inspired by endogenous forces, ideologies, and intellectual movements of the Edo Period. Through a synthesis of secondary scholarship and analysis of Bakufu and Meiji Era figures’ writing, I seek to uncover the endogenous influences and de-emphasize western influence on the development of late nineteenth and early twentieth century Japanese nationalism and imperialism.

This study examines contemporary CID legislation and surrounding political rhetoric in Canada and its implications for Indigenous communities. It reveals how settler consciousness is affirmed through such legislation and how discourse rooted in colonial logics serves to strengthen Canada’s petro-security apparatus. Drawing from Teun van Dijk’s (1995) method of Ideological Discourse Analysis and integrating Indigenous epistemologies, it offers a research approach of anticolonial discourse analysis. This analysis reveals CID legislation as a racialized, colonial tool and a form of biopower the settler-state exerts over Indigenous communities. Hypoxic environments, resulting from decreased atmospheric partial pressure of oxygen, reduce oxygen availability in the blood and tissues, leading to a mismatch between supply and demand. This elicits several physiological adaptations and may influence bone metabolism. Although evidence suggests that hypoxia can modulate bone remodeling through hypoxia-inducible pathways, findings remain mixed, with most data derived from chronic hypoxic exposures in animal and cell culture models. This qualitative study explored the lived experiences of elementary educators working with newcomer students in a Southwest urban school district, with the purpose of identifying culturally proficient strengths that support student belonging and learning. Guided by an interpretive (hermeneutic) phenomenological approach and informed by Appreciative Inquiry, the study centered educators’ meaning-making rather than deficit-oriented perspectives. This dissertation investigates the systematic organization of co‑speech gestures in referential communication, using data from Spanish‑speaking monolinguals and Spanish–English bilinguals. While traditional gesture research treats pointing as a universal phenomenon, the current analyses show that gestural productions display internal phonological patterning and context‑conditioned variability that parallels spoken constructions. Quantitative results demonstrate how referential distance and communicative context (find‑it versus misunderstanding situations) shape the selection of embodied phonological features—handshape, orientation, movement, and beats—revealing consistent associations between form and interactional demands. This paper highlights how social identities like polygamy, illiteracy, and ethnicity hinder rural women farmers in Ghana from adapting to climate change. It advocates for an intersectional approach to address these challenges, moving beyond simplistic gender binaries. Using qualitative interviews (n=49) in a flood-prone village in Berekum, Ghana, the study reveals how these identities intersect with gender roles and colonial legacies, exacerbating vulnerability.
