As urban-rural disparities drive depopulation in rural areas worldwide, local strategies emerge as pathways for resilience. Research on Ojika, a Japanese island that has lost 75% of its population since the 1960s, reveals an Abandonment Gradient: a nuanced pattern of disuse adapted to modern polycrises. Extending the concept of "lying fallow" to homes and infrastructure, this thesis focuses on abandonment practices that reflect complex realities of labor, capital, and climate uncertainty. Rather than viewing depopulating communities as passive victims of out-migration, this paper argues they are critical sites for generating crisis response. Who Bears The Burden: Tax Incidence And Water Governance In The Middle Rio Grande Conservancy District (Mrgcd) Within Bernalillo County, Michael W. Wilson

This study examines how property-value-based assessments within a large western irrigation and flood-control district distribute fiscal burdens across property owners. The empirical analysis is restricted to Bernalillo County within the Middle Rio Grande Conservancy District (MRGCD), using parcel-level administrative data from fiscal year 2025 merged with 2021 irrigation service records and geospatial information. The analysis classifies 34,397 parcels by irrigation status, agricultural valuation enrollment, and primary use to evaluate whether non-irrigating residential and commercial parcels, including renter-occupied properties that lack direct irrigation access, bear a disproportionate share of financial responsibility for a district whose first listed priority under their primary …

This thesis considers Tamarind Institute in Albuquerque, New Mexico (originally established as Tamarind Lithography Workshop in Los Angeles, CA), and its contributions to collaborative printmaking. Originally founded in 1960 by June Wayne with Clinton Adams and Garo Antreasian, Tamarind Lithography Workshop (the precursor to Tamarind Institute) revitalized lithography through structured collaboration between artists and master printers, alongside rigorous training programs. This thesis provides an institutional history of the workshop during its relocation to the University of New Mexico, highlighting its transformation into a university-based institute that integrated education and professional production. Gender inequities rooted in patriarchal norms shape the experiences of college-going emerging adults across many domains, often to the detriment of young women. In this study, we applied a mixed-methods approach to analyzing how college students interpret and make meaning from gendered experiences, and how the meaning making process relates to these emerging adults’ sense of university belonging. Participants provided written narratives of a gendered experience and completed a survey about university belonging. Through our qualitative analyses of the narrative responses, we identified four themes that represent cultural socialization messages that these participants engaged with in their narratives: bioessentialism, expectations …

Motherhood and child welfare became central organizing principles for reform during the United States Progressive Era.  From these guiding principles, the government formed the United States Children’s Bureau. It was the country's first governmental agency that focused solely on the welfare of children. Mothers writing to the federal government for motherhood advice was a phenomenon that was completely new to twentieth century mothers. Women took pride in their roles as mothers, particularly when it came to child health matters. Cation-disordered rock-salt (DRX) cathodes provide a highly tunable platform for next-generation Li- and Na-ion batteries, but their electrochemical behavior is strongly influenced by local structural features hidden in average crystal structures. This dissertation systematically investigates local cation ordering in Li- and Na-based DRX cathodes to understand its effects on Li+/Na+ transport, redox activity, structural evolution, and electrochemical performance. In Li-based systems, Raman spectroscopy and electrochemical analysis reveal that local layered cation ordering in Mn- and Fe-based DRX cathodes is closely correlated with electrochemical behavior. Early life adversity (ELA) increases lifelong neuropsychiatric vulnerability. Yet how ELA reorganizes brain-wide activity and circuit coordination across later experience remains unclear. This dissertation tests the hypothesis that ELA alters adult brain-wide activity and responses to threat through disrupted coordination among neural systems that regulate emotional experience, including prefrontal-limbic and monoaminergic systems. Longitudinal manganese-enhanced MRI of adult mice exposed to standard or fragmented early care, combined with computational processing and statistical modeling, quantified brain states before, during, and long after innate predator threat. These studies established that acute threat evokes large-scale, distributed brain activity that evolves over time. ELA potentiates …

This dissertation combines meta-omics, microbial ecology, and hydrodynamic analysis to explore mechanisms of enhanced biological phosphorus removal (EBPR) and aerobic granular sludge (AGS) in municipal wastewater treatment. Metagenomic and functional gene profiling of a laboratory sequencing batch reactor fed with amino acids and proteins, and with a low abundance of known polyphosphate-accumulating organisms (PAOs), revealed abundant Herpetosiphonaceae and Dermatophilaceae families possessed key PAO metabolic traits, including phosphate scavenging, anaerobic carbon pathways, and ppk2 gene variants aligned with established PAOs. Common ground between two people consists of the things they both know, that they know they both know. This body of knowledge grows in conversation, through both verbal and nonverbal responses. Responses communicate whether what has been said was accepted into the common ground, and return responses acknowledge this acceptance in turn (H. H. Clark, 1996). In addition to the semantic content of utterances, stance is communicated through a variety of means, and alignment with that stance is also communicated through responses.

This dissertation investigates changes in the gendered division of labor among potters in the Middle Rio Grande Valley, New Mexico (MRG) between A.D. 1100 and 1500. During this time, diverse groups coalesced into some of the largest communities seen in the region until the industrial era. New architectural, technological, religious, and trade practices emerged to help knit these communities together during a dynamic period of change. Pottery making practices changed alongside other developments transforming from manufacture for local consumption to surplus production for exchange. Asymptotic giant branch (AGB) stars are among the final evolutionary stages of low- and intermediate-mass stars and among the most luminous cool stellar populations in the Milky Way (MW). Their strong infrared emission allows them to be observed through regions of high interstellar extinction, making them useful tracers of the inner MW. However, their use is limited by unreliable distances because many are dust-obscured and variable, while geometric parallaxes are often unavailable or uncertain. This thesis develops statistical distance-estimation methods for large samples of oxygen-rich AGB stars. This dissertation investigates how cold exoplanets can be identified despite the strong observational bias of exoplanet surveys toward short-period systems. Planets at wider orbital separations remain comparatively poorly constrained, limiting tests of planetary-system formation and the prevalence of outer architectures beyond compact systems. To address this gap, I use two complementary approaches. First, I develop a transit-search pipeline for TESS Full-Frame Images that identifies both isolated and repeated transit-like signals around nearby M dwarfs and characterizes the dominant false-positive classes that limit sensitivity in this regime. This dissertation explores the intersection of sovereignty and development among the Nakoda (Assiniboine) and Oc̣eti Ṡaḳowiŋ (Sioux) Tribes of the Fort Peck Indian Reservation during the late nineteenth and early twentieth centuries. Methodologically, it draws on a critical reading of archival sources in conjunction with community input. It traces the emergence of reservation policy, government sponsored education, the imposition of allotment policy and private landownership, and the impact of state-sponsored irrigation and other development projects. I argue that the Tribes forged webs of affiliation and kinship to both assert their nationhood and navigate their involvement in such projects. These expressions …

This qualitative study aimed to illuminate the ways in which fifth and sixth-year high school students engaged emotionally, socially, and cognitively as they persisted in their education at a large, comprehensive high school. High school in the United States is traditionally a four-year educational experience. For some students, however, high school extends into a fifth and sixth year. Quantum sensors achieve exceptional measurement sensitivity through coherent, well-isolated quantum systems, but practical deployment is hindered by destructive readouts that require repeated state preparation and create long system dead times. Optical cavities enable continuous, nondestructive measurements with minimal back-action, yet integrating high-finesse cavities into scalable quantum devices remains limited by existing fabrication methods. To overcome these constraints, an adaptive CO₂ laser-milling platform was developed. Guided by glass thermodynamics and melt dynamics, this closed-loop system uses in-situ phase-shifting interferometry to sculpt complex fused-silica surfaces with sub-nanometer root-mean-square roughness. The expansion of civilian alternative first responder models reflects a national shift toward community-based approaches to crisis intervention. Grounded in Albert Bandura’s social learning theory, this study examined the extent to which demographic characteristics are associated with crisis self-efficacy, explored how perceptions of the responder role relate to confidence, and identified supports necessary for effective crisis response. A convergent parallel mixed-methods design was employed with civilian first responders in Albuquerque, New Mexico. Quantitative data were collected with the Crisis Self-Efficacy Scale, and semi-structured interviews gathered qualitative data. Photoionization is a key mechanism governing the formation and propagation of streamer discharges in air by generating electron-ion pairs ahead of the streamer front. Accurate and computationally efficient modeling of this non-local process is essential for reliable plasma simulations. However, the widely used Zheleznyak photoionization model relies on empirical assumptions and requires computationally expensive domain-wide integration.

Multi-robot systems can extend manipulation capabilities beyond the limits of a single robot, particularly for tasks involving large, flexible, delicate, or free-floating payloads. Reliable cooperative manipulation, however, remains difficult when payload dynamics, contact geometry, compliance properties, deformation-induced forces, and external disturbances are only partially known, and when safety constraints must be enforced during physical interaction. This dissertation develops a two-layer control framework for resilient multi-robot manipulation under uncertainty, with emphasis on space servicing, satellite stabilization, aerial transportation, and cooperative manipulation of free-floating structures.

The film follows retired general Enrique Monteverde, modeled after Guatemalan dictator Efraín Ríos Montt, as he is tried for genocide against the Maya Ixil people. Although Congress bears primary responsibility for the convoluted nature of America’s immigration laws, immigration law has been rendered even more incoherent through inconsistent interpretation. During the reign of Chevron deference, the federal courts, the Board of Immigration Appeals and various Attorneys General pushed in different directions, with textualist, libertarian, and restrictionist impulses holding sway on different major interpretive questions. This article aims to reframe the scholarly discussion about securitizations—transactions in which multiple passive investors use a special purpose entity to take passive fractional ownership shares in one or more assets—in the context of residential real property interests. Residential real property securitizations (including mortgage-backed securities and real estate investment trusts) are relatively modern financial instruments and so are relatively underexamined from a policy perspective, and this article seeks to evaluate whether residential real property interests are amenable to securitization at all, concluding that they are not. Social media accounts have become valuable business assets, yet courts remain divided on how to resolve disputes over their ownership. In employer-employee contexts, some courts have adopted multi-factor tests to determine whether an account belongs to the business or the individual. However, these tests create inconsistent and unpredictable results, leaving businesses and employees uncertain about their rights. Courts should reject ad hoc multi-factor tests and instead rely on traditional legal frameworks, specifically property, contract, and agency law, to resolve social media ownership disputes. The landmark United States Supreme Court case, Miranda v. Arizona, protects individuals’ constitutional rights in coercive environments, like custodial interrogations, where law enforcement officers apply immense psychological pressure through specialized techniques. However, subsequent caselaw distorts Miranda’s intent to enable prosecutors to comment on silence. Doing so divorces Miranda from the reason the United States Supreme Court established Miranda warnings in the first place. This subsequent caselaw narrows individuals’ constitutional right against having their silence used against them in later criminal proceedings to imply guilt based on the custodial framework established in Miranda. The New Mexico Inspection of Public Records Act (IPRA) is a powerful mechanism for government transparency. Although private companies that contract with state agencies are subject to IPRA, the New Mexico Corrections Department and its contractors continually flout their IPRA obligations. Newsome v. Centurion Correctional Healthcare highlights a tension between IPRA’s robust enforcement provisions and its practical application to government contractors. What’S Past Is Prologue: Prior Convictions As Evidence Of Dangerousness In State V. Romero, Alexander Guel-James

State v. Romero marked the first time the New Mexico Court of Appeals considered whether a New Mexico law disarming every person with a state felony conviction was unconstitutional under the Second Amendment. The court upheld the law, but only to the extent that it disarmed dangerous felons. The court found that the appellant was dangerous because he was previously convicted of dangerous crimes. This note questions whether prior convictions alone are sufficient to prove dangerousness. Criminal justice data and constitutional theory caution against dangerousness findings based on criminal history alone. Courts should determine dangerousness under the disarmament law using …
