While adaptive management (AM) is becoming a preferred natural resource management approach, the conditions necessary to engage in AM are not always present. In order for AM to work, there must be an ability to engage in experimentation and then incorporate what is learned. Just as few rivers are unequivocally either "runnable" or "unrunnable" by a whitewater boater, successful AM depends on a number of factors, including legal frameworks and requirements, resource allocation regimes, and existing infrastructure. We provide a classification framework for assessing the physical and institutional capacity necessary for AM using the international classification for whitewater. We then …

Climate models predict that water limited regions around the world will become drier and warmer in the near future, including southwestern North America. We developed a large-scale experimental system that allows testing of the ecosystem impacts of precipitation changes. Four treatments were applied to 1600 m2 plots (40 m × 40 m), each with three replicates in a piñon pine (Pinus edulis) and juniper (Juniper monosperma) ecosystem. These species have extensive root systems, requiring large-scale manipulation to effectively alter soil water availability. Treatments consisted of: 1) irrigation plots that receive supplemental water additions, 2) drought plots that receive 55% of …

The application of the Endangered Species Act to water resources has generated much controversy in the American West. In several western river basins, however, Recovery Implementation Programs (RIPs) provide an alternative, collaborative approach to ESA compliance. These programs offer an enhanced role for states and stakeholders in ESA decisionmaking, and increased certainty that ESA requirements will not disrupt ongoing water project operations and established uses. This Article examines the origins, purposes, and elements of various RIPs, with particular emphasis on these programs' approach to compliance with the requirements of ESA section 7 for federal agency actions. This article addresses Recovery Implementation Programs (RIPs) for endangered species in the context of four western river basins where the U.S. Bureau of Reclamation (USBR) is a key water supplier and manager. Rather than focus in detail on any particular program, this article addresses these RIPs as a group, representing an alternative approach to Endangered Species Act (ESA) compliance that has taken root in the western water context. Water Matters!

The Ute Pipeline Project (Project), officially known as the Eastern New Mexico Rural Water System (ENMRWS),is a 151-mile-long pipeline project to provide a sustainable municipal and industrial water supply for several eastern New Mexico communities and a military base. The Congress authorized major federal funding for the Ute Pipeline in the Omnibus Public Land Management Act of 2009. This important milestone for the project was reached after about 45 years of effort.Attention now shifts to myriad details involved in actually constructing, financing,and administering the project.

Prenatal energy balance and postnatal psychosocial experiences have been linked by separate literatures to maturational timing, adult body composition (e.g., height, skeletal muscle mass), and life-long differences in metabolic physiology. This dissertation examines the potential influences of prenatal energy balance and postnatal psychosocial experiences in simultaneous analyses designed to test whether they exert additive or interacting influences on adult body composition (chapters 2 and 4), metabolic physiology (chapter 3), and age at menarche (chapter 4) among samples of U.S. men and women. Evolutionary models that address human developmental plasticity are explored as possible explanations for the observed relationships.

Conflicts between energy development and conservation of sympatric wildlife are becoming more acute as demand for energy increases. Resolving these conflicts is complex-- solutions must address the role of location, scale, and connectivity in persistence of populations. In Chapter 1, I use the MaxEnt species distribution model and pertinent climate variables to predict the natural distribution of the Lesser Prairie Chicken (LPC) (Tympanuchus pallidicinctus), a prairie grouse adversely affected by habitat loss from energy development. Climate change has increasingly become an area of concern in relation to ecological communities. In this study, climatic signals were investigated to determine whether bird diversity indices in the Breeding Conservation Region (BCR) of the Mojave and Sonoran Deserts were related (1) to the oceanic/atmospheric systems El Nino Southern Oscillation (ENSO), the Pacific Decadal Oscillation (PDO), and/or the Atlantic Multidecadal Oscillation (AMO); (2) to regional moisture influences determined by the Palmer Drought Severity Index (PDSI); and (3) to local precipitation and temperature. Populations of invasive species are often characterized as genetically depauperate, an inherent consequence of the colonization process. It has also been suggested that species that are able to avoid these reductions in genetic diversity may be better able to adapt to their introduced range. The aryl hydrocarbon receptor (AHR) is a ligand-activated transcription factor involved in the metabolism of environmental pollutants including halogenated aromatic hydrocarbons, for example, 2,3,7,8-tetrachlorodibenzo-ρ-dioxin (TCDD). The AHR and its downstream target gene cytochrome P4501A1 (CYP1A1) are also involved in cardiovascular development. AHR knockout (KO) mice are hypotensive, with cardiac hypertrophy. Additionally, CYP1A1 is involved in the production of potent vasodilator metabolites from omega-3 polyunsaturated fatty acids (n-3 PUFAs) metabolism. Thus, we hypothesize that the AHR and its downstream target gene, CYP1A1, both contribute to normal vascular reactivity of blood vessels and to blood pressure (BP) regulation. The performance of ID systems depends primarily on the quantity of input data and complexity of detected patterns. We present a stochastic model and numerical simulation framework for a synthetic nanoscale walker that can be used to transport materials and information at superdiffusive rates in artificial molecular systems. Our \emph{multivalent random walker} model describes the motion of a walker with a rigid, inert body and flexible, enzymatic legs. A leg can bind to and irreversibly modify surface-bound chemical substrate sites arranged as nanoscale tracks. As the legs attach to, modify, and detach from the sites, the walker moves along these tracks. The KH-type splicing regulatory protein (KSRP) promotes the decay of AU-rich element (ARE) containing mRNAs. Although KSRP is expressed in the developing and mature nervous system, very little is known about its role in regulating gene expression in the brain. In this study, we utilized in vitro binding and decay studies to examine whether KSRP regulates the stability of the GAP-43 transcript, an ARE-containing neuronal mRNA whose protein product plays a role in axonal growth and synaptic plasticity. We found KSRP destabilizes GAP-43 mRNA by binding to the GAP-43 ARE, a process that depends on the presence of the fourth …

This thesis investigates the concept of ecocentrism and how an emerging ecocentric worldview might uniquely shape the built environment. This thesis is particularly interested in the role of sacred space in urban development, and how the notion of sacredness, unique to an ecocentric worldview, might affect various aspects of the built environment. This dissertation proposes an approach to creating robust communication systems in wireless sensor networks, inspired by biological and ecological systems, particularly by evolutionary game theory. In this approach, a virtual community of agents live inside the network nodes and carry out network functions. The agents use different strategies to execute their functions, and these strategies are tested and selected by playing evolutionary games. Over time, agents with the best strategies survive, while others die.
