Neutrosophic Sets and Systems
A significant degree of uncertainty surrounds security events in Mexico because of the interaction of multiple socioeconomic and political elements. Conventional probabilistic and logical approaches frequently fall short of properly handling this uncertainty. To effectively navigate and manage security incidents in Mexico, this study suggests applying neutrosophic logic, an extension of classical logic that allows for indeterminacy and partial knowledge. Neutrosophic logic provides a more adaptable framework for making decisions in uncertain contexts by simultaneously handling true, false, and indeterminate values. This dissertation examines the impacts of shale oil and gas exploration in the Permian Basin, focusing on housing, socio-demographics, petroleum exploration, and environmental effects. It addresses three key research areas: New Mexico's public finances, inter-county migration and household income, and the influence on house prices.
The introductory chapter reviews the boomtown impact model and advocates for its adaptation to current social, economic, and financial landscapes. The second chapter analyzes New Mexico's public finances from 2010-2021, emphasizing oil and gas tax revenues and the need for financial prudence due to industry volatility.

Unequal Neighbors In Diverse Neighborhoods: Accounting For Variation In The Impact Of Relative Inequality On Neighborhood Crime, Samuel A. Torres

Research demonstrates that crime rate differences across racially segregated urban communities are primarily attributable to uneven distributions of resources between neighborhoods. Less is known about the role economic inequality within neighborhoods, what I call relative inequality, plays in maintaining ethno-racial criminal disparities. In this dissertation I explore sources of variation in the impact of relative inequality on neighborhood crime by drawing on data from the 2010-2013 National Neighborhood Crime Study Panel (NNCS2-P). I find that relative inequality effects are attenuated in higher disadvantage neighborhoods and this interaction accounts for differences in effect size by neighborhood ethno-racial composition. Improving road traffic safety relies on the ability to accurately predict traffic crashes and understand the factors contributing to severe injuries. This study employs a dual approach, utilizing both statistical analysis and machine-learning methodologies. Initially, statistical analyses such as chi-squared tests and Cramer's V values are applied to a decade's worth of police report data from Albuquerque, New Mexico, to identify primary causal factors behind crashes. Subsequently, machine-learning models are developed and rigorously compared to predict the severity of traffic crash injuries. I present three essays that contribute to understanding the secondary costs and benefits associated with programs that address homelessness and substance use disorder (SUD) treatment. The first essay investigates whether homeless shelters impact property values. Despite anecdotal claims of property devaluation, endogeneity challenges limit empirical research on homelessness programs. Using data from the Department of Housing (HUD) and Seattle’s King County Department of Assessment, I address these challenges using spatial difference-in-differences methodology, revealing nuanced effects favoring permanent supportive housing. Emergency response organizations operate in an increasingly complex environment and could benefit from further understanding of culture. While there is not a single measure of culture, Social Identity Theory (SIT) examines the effect of group informed identities on individual perceptions and group participation. The purpose of this study was to explore SIT as it relates to emergency response organizations. A survey was shared with responders across the United States; a total of 397 responses were collected and analyzed. Multi-provider multi-user multi-access edge computing provides a recent market driven networking paradigm facilitating the user data offloading process. In this thesis, we introduce the AGORA framework, which employs a sophisticated multi-leader multi-follower Stackelberg game that jointly optimizes the data offloading, computing resource allocation, and computing resource pricing, all facilitated through a non-cooperative game-theoretic approach. In order to support the aforementioned modeling and approach, a novel utility function that quantifies the users satisfaction, factoring in the computing service cost, and an innovative profit function for the MEC providers is introduced, emphasizing the market penetration and the computing service provision costs. Automated Stategraft: Electronic Enforcement Technology And The Economic Predation Of Black Communities, Sonia Gipson Rankin, Melanie E. Moses, Kathy Powers

Automated traffic enforcement systems disproportionately impact Black communities in the United States. This Essay uncovers a troubling reality: while technologies such as speed cameras and red light cameras are often touted as tools for public safety by the National Highway Safety Transportation Administration, they disproportionately burden Black and Hispanic neighborhoods. The authors coin the term “automated stategraft” to describe this phenomenon—an insidious process that siphons financial resources from already vulnerable groups under the guise of law enforcement. In doing so, it exacerbates economic disparities and erodes trust in legal and governmental institutions.

Pacific salmon, the signature species of the Pacific Northwest, have declined across their range for well over a century, due to a myriad of human-caused effects on their habitat and the fish themselves. Restoration efforts—some successful, some halting—began in earnest in the late 20th century, with considerable attention focused on the Columbia Basin, where historically salmon runs were crippled by a large interconnected hydroelectric system of federal and non-federal dams. In the 1980 Northwest Power Act, Congress created an interstate agency, the Northwest Power and Conservation Council, with access to a substantial amount of ratepayer dollars; the agency has chosen …

This thesis addresses the challenge of designing of alternative Positioning, Navigation, and Timing (PNT) solutions. Inspired by the evolution of biological ecosystems, we introduce a novel symbiotic PNT solution, based on the principles of Game Theory and the exploitation of Reconfigurable Intelligent Surfaces (RISs). In this thesis, the challenge of dynamic spectrum management is treated following an economic-based perspective. In particular, a novel bioinspired spectrum allocation from the Network Service Providers (NSPs) to the users is introduced, exploiting the theory of symbiosis under the free competition. The overall objective is to determine the NSPs optimal bandwidth prices to maximize their profit, while satisfying the users bandwidth needs. Language is powerful. It can affect how we think about and treat groups of people. Poor language choices have a massive impact on immigration law, an area of the law that determines how groups of perceived “outsiders” are classified and regulated. Language and bias in judicial opinions have been studied, but less research has been done on poor language choices in immigration statutes. This Comment focuses on the harmful effects of poor language choices in immigration statutes, including the criminal terminology “arrest” and “warrant” in civil immigration apprehension statutes 8 U.S.C. What is the value of life? Courts and commentators have long debated the question of the inherent value of life in relation to the awarding of compensatory damages. The New Mexico Supreme Court’s recent decision affirming a record $165 million civil award in Morga v. FedEx again brings this debate into public view. The decision effectively shuts the door to the prospect of higher State courts overturning a jury’s noneconomic compensatory damages award based on an excessive verdict claim. Global Positioning System (GPS) is an essential part of modern life but is susceptible to same frequency jamming. GPS jamming can add excessive noise to a received low power signal and have the capability to change or completely distort information being sent through the GPS signal. Understanding jurisdiction is paramount to deciding whether federal, state, or tribal courts can exercise jurisdiction for crimes committed in Indian country. The evolution of federal Indian law has created a legal landscape that is far from consistent. For the Indian law practitioner, it is important to stay abreast of the latest case law available to understand where proper jurisdiction lies. The latest cases of McGirt v. Oklahoma and United States v. Cooley are the newest case law available that demonstrate the Supreme Court’s reasoning and analysis in determining proper jurisdiction.
