Connecting Stakeholders To Water Information : An Assessment Of New Mexico's Leading Water Resources Websites, Kathryn Cydne Schulte May 2015

Connecting Stakeholders To Water Information : An Assessment Of New Mexico's Leading Water Resources Websites, Kathryn Cydne Schulte

Water Resources Professional Project Reports

The State of New Mexico is in the process of developing a 2015 Water Plan. Water resource planners, managers, and other stakeholders are looking to the internet for pertinent information to aid in the planning process. However, a multitude of stakeholders historically lack a voice to participate in the wide array of water-sharing agreements. Through internet communication, government agencies and non-governmental organizations can utilize their websites to communicate, negotiate, and collaborate with stakeholders. This study applies Senecah's Trinity of Voice Theory (2004) as the basis to evaluate access to information on websites through website performance usability and design to promote …

From Rural Street Theater To Big City Extravaganza: The Meaning Of The Manaus Boi-Bumbá In An Urbanizing Brazil, Margaret Kathleen Watson May 2015

From Rural Street Theater To Big City Extravaganza: The Meaning Of The Manaus Boi-Bumbá In An Urbanizing Brazil, Margaret Kathleen Watson

Anthropology ETDs

This is an ethnographic study of the boi-bumbá festival of Manaus, capital of the Brazilian state of Amazonas. I examine this traditional Brazilian folkloric performance as it is being reworked to express a modern, global identity for urban Amazonians. Long seen as a key site to understand racial relations in Brazil, the boi-bumbá festival tells the story of the death and resurrection of a ranchers beloved bull. The earliest recorded versions of the Brazilian bull festival portray the economic and social relations on an 18th century colonial cattle ranch in the country's northeast. When the festival came to be performed …

Assessing Nitrate Levels In The Private Well Water Of The Albuquerque And Espanola Basins, Meredith Porter May 2015

Assessing Nitrate Levels In The Private Well Water Of The Albuquerque And Espanola Basins, Meredith Porter

Water Resources Professional Project Reports

This study analyzed the nitrate-nitrogen readings from three decades of data provided by the New Mexico Environment Department, New Mexico Tech, Bernalillo County, and the USGS. The purpose of this study was to assess the nitrate-nitrogen levels in the groundwater of the Albuquerque and Española Basin. First the data were compared to a USGS model on nitrate-nitrogen in aquifers of the southwest United States (which include the Albuquerque and Española Basins). Next the data were run through an interpolation model where nitrate-nitrogen levels were calculated for areas of the Albuquerque and Española Basin that had not previously been sampled. Finally, …

The Good And (Breaking) Bad Of Deceptive Police Practices, Elizabeth N. Jones Apr 2015

The Good And (Breaking) Bad Of Deceptive Police Practices, Elizabeth N. Jones

New Mexico Law Review

This Article questions whether a nexus exists between Breaking Bad, the popular series that regularly depicts strategic police deception, and the systemic abuse of force infecting the actual police department featured on that show. First, it focuses on investigative “strategic police deception” depicted in Breaking Bad as a potential gateway to the unreasonable use of force. The recent transgressions perpetrated by the APD evidence this concern. The show demonstrates the multi-faceted complexities of such police practices—from questionable discretionary decisions and psychological coercion, to deliberate deception and outright lies. Much of the policing depicted on Breaking Bad passes technical legal muster, …

The Political Geography Of Plea Bargaining In Federal Death Penalty Cases, Greg Goelzhauser Apr 2015

The Political Geography Of Plea Bargaining In Federal Death Penalty Cases, Greg Goelzhauser

New Mexico Law Review

This Article employs the Breaking Bad counterfactual to motivate a preliminary empirical analysis of plea bargaining outcomes in federal capital cases. Given the Justice Department’s express commitment to applying the federal death penalty uniformly across states, New Mexico’s lack of a death penalty should be immaterial in determining whether Walt and other characters would have faced the federal death penalty. Nonetheless, scholars have demonstrated that there is considerable geographic variation in the federal death penalty’s administration. Moreover, scholars have devoted considerable attention to illuminating the “[s]ignificant federalism and state sovereignty issues lurk[ing] beneath the surface of a nationally uniform federal …

Optimizing Reservoir Operations To Adapt To 21st Century Expectations Of Climate And Social Change In The Willamette River Basin, Oregon, Kathleen M. Moore Apr 2015

Optimizing Reservoir Operations To Adapt To 21st Century Expectations Of Climate And Social Change In The Willamette River Basin, Oregon, Kathleen M. Moore

Publications

Reservoir systems in the western US are managed to serve two main competing purposes: to reduce flooding during the winter and spring, and to provide water supply for multiple uses during the summer. Because the storage capacity of a reservoir cannot be used for both flood damage reduction and water storage at the same time, these two uses are traded off as the reservoir fills during the transition from the wet to the dry season. Climate change, population growth, and development in the western US may exacerbate dry season water scarcity and increase winter flood risk, creating a need to …

An Assessment Of Health Insurance Features As Predictors Of Colorectal Cancer Screening, Alex L. Woersching Jan 2015

An Assessment Of Health Insurance Features As Predictors Of Colorectal Cancer Screening, Alex L. Woersching

Pharmaceutical Sciences ETDs

Health insurance design influences whether a person will receive health services, including colorectal cancer (CRC) screening, although how insurance design influences utilization is not fully explained. By disaggregating types of insurance into discrete organizational and financial features, specific influential factors may be identifiable. This study evaluated insurance features as predictors of CRC screening using data from the 2009, 2010, and 2011 Medical Expenditure Panel Survey. Studied insurance features included three organizational features: whether a persons insurance defined a provider network (DPN), used gatekeeping, and restricted coverage to a DPN; and two financial features: whether a person had a Flexible Spending …

Boarding Patients Who Require Involuntary Mental Health Examinations In Florida, Laura H. Brennaman Jan 2015

Boarding Patients Who Require Involuntary Mental Health Examinations In Florida, Laura H. Brennaman

Nursing ETDs

This study addressed the gaps in knowledge about psychiatric boarding with the aims of (a) determining the extent of psychiatric boarding in Florida hospitals for individuals meeting criteria for involuntary psychiatric examination and (b) explaining what health services system resources and individual patient determinants contribute to psychiatric boarding. Individuals who go to general hospital emergency departments (EDs) in need of involuntary mental health examinations sometimes must wait in EDs for admission to inpatient units because of the critical shortage of inpatient or crisis mental health services. The process of keeping patients in the ED who are waiting 4 hours or …

Agriculture, Labor Intensive Growth, And Structural Change: East Asia, Southeast Asia, And Africa, Richard Grabowski Jan 2015

Agriculture, Labor Intensive Growth, And Structural Change: East Asia, Southeast Asia, And Africa, Richard Grabowski

Development Journal of the South

In this paper, it is argued that physically abundant labor is not necessarily cheap labor. The latter depends upon the cost of food staples. Given the non tradability of the latter, rapid growth without rapid agricultural productivity growth will make labor increasingly costly. This will make the transition to labor intensive manufacturing and the exportation of such products very difficult. More importantly, it results in a structural change process in which the economy skips manufacturing and instead shifts in to capital intensive services. The experiences of Taiwan, Indonesia, and Uganda are used to illustrate these ideas.

China's Obligation To Conduct Transboundary Environmental Impact Assessment (Teia) In Utilizing Its Shared Water Resources, Nadia Sanchez Castillo, Yongmin Bian Jan 2015

China's Obligation To Conduct Transboundary Environmental Impact Assessment (Teia) In Utilizing Its Shared Water Resources, Nadia Sanchez Castillo, Yongmin Bian

Natural Resources Journal

New water development projects in China threaten the environment of international rivers. Chinese law, however, does not require developers to assess the effects of proposed projects on the environment outside China’s borders. Nevertheless, examples of transboundary cooperation and international agreements provide a basic legal foundation that allows China to implement transboundary environmental impact assessments (TEIA) as a standard practice. This article explores China’s customary law obligation to conduct TEIA by examining relevant treaties and instances of joint action. The article finds that a basic legal structure is already in place to support carrying out environmental impact assessments in a transboundary …

An Econometric Test Of Water Market Structure In The Western United States, Kristiana Hansen, Richard Howitt, Jeffery Williams Jan 2015

An Econometric Test Of Water Market Structure In The Western United States, Kristiana Hansen, Richard Howitt, Jeffery Williams

Natural Resources Journal

Water markets form differently across the western United States, depending on the relative importance of water supply uncertainty and impediments to water transfers. In many locations, trades take the form of short-term leases of water, allowing the underlying property rights to remain unaffected. In other regions, water right transfers predominate. We quantify the relative effects of economic, hydrologic, and state-level institutional variables on a water agency’s decision whether to lease or purchase water rights. Econometric analysis of 3,806 transactions reported in the Water Strategist over 1990 supports the conclusion that market structure varies across states in accordance with local hydrologic …

Should Agencies Enforce?, Max J. Minzner Jan 2015

Should Agencies Enforce?, Max J. Minzner

Faculty Scholarship

This Article explores an important but understudied structural choice: the decision to vest enforcement authority in administrative agencies. Each year, agencies routinely bring enforcement actions producing billions of dollars in civil penalties and industry-reshaping consent decrees. Where do they get this power? Congress grants enforcement authority to administrative agencies because it believes that agency subject matter expertise will generate appropriate enforcement choices. Similarly, the Supreme Court has strongly deferred to agency enforcement because it sees it as intimately intertwined with other agency regulatory decisions. Scholars have also generally taken for granted that specialist agencies will be enforcement experts because they …

Continental-Scale Isotope Hydrology, Scott Jasechko Dec 2014

Continental-Scale Isotope Hydrology, Scott Jasechko

Earth and Planetary Sciences ETDs

Providing sustainable sources of fresh water for a growing population of 7 billion people is one of the grand challenges of the 21st century. This dissertation outlines several applications of isotope hydrology to address four previously unknown questions involving surface- and ground-water resources at regional- to continental-spatial scales over contemporary- to millennial-temporal scales. The four chapters in this dissertation investigate (1) the rate of plant transpiration, (2) the seasonality of groundwater recharge, (3) the climate of the last ice age, and (4) the chemistry of Ugandan waters. (1) Chapter one presents a new global compilation of lake water isotopic data, …

We Put Down Our Guns And Picked Up Microphones: Community Radio As A Conduit For Community Development In Guatemala, Elizabeth Halpin Dec 2014

We Put Down Our Guns And Picked Up Microphones: Community Radio As A Conduit For Community Development In Guatemala, Elizabeth Halpin

Latin American Studies ETDs

The intent of this thesis is to explore how community radio in Guatemala is used as a tool for community development. The concept of development I use is based off the idea that in order to build and maintain a sustainable quality of life there must be a solid community foundation for social capacity. Approaching radio as a conduit for change, I examine the various roles the radio takes on in order to enhance the overall quality of life by serving as (1) a channel for community knowledge; (2) a platform for indigenous rights; (3) a pillar for community solidarity; …

Afro-Colombians And The Encroachment Of Paramilitaries On The African Palm Oil Sector, Stacie Hecht Dec 2014

Afro-Colombians And The Encroachment Of Paramilitaries On The African Palm Oil Sector, Stacie Hecht

Anthropology ETDs

The African palm oil industry in Colombia has burgeoned in the last decade, with state-sanctioned promotions and new developmental productions for the expansion of these plantations seeking to provide economic stability for the country. In addition, with the passing of the Free Trade Agreement between the United States and Colombia in 2011, as well as deals with several European countries for the exportation of the product, comes an even greater demand than previously known for the industry. However, the continuation of this endeavor will lead to the devastation of the bio-diverse lands being used for economic gains. Furthermore, palm oil …

The Paradoxes Of Poverty: Urban Space And Ideologies Of Intervention In The "Compassionate" City Of San Francisco, Andrea M. Lopez

Anthropology ETDs

This dissertation examines a subset of urban poor women who live at the nexus of poverty and housing instability and who are exposed to multiple forms of violence and intense bodily suffering. I conducted two years of ethnographic research with a cohort of unstably housed women who have long histories of illicit drug use and who cycle between multiple single room occupancy hotels in two San Francisco neighborhoods. In this dissertation, I take as my analytic object the examination of the key institutional sites (what I call the local geography of hypermarginality) and the strategies for intervention deployed by the …

Community Ecology, Climate Change And Ecohydrology In Desert Grassland And Shrubland, Matthew Daniel Petrie Dec 2014

Community Ecology, Climate Change And Ecohydrology In Desert Grassland And Shrubland, Matthew Daniel Petrie

Biology ETDs

This dissertation explores the climate, ecology and hydrology of Chihuahuan Desert ecosystems in the context of global climate change. In coming decades, the southwestern United States is projected to experience greater temperature-driven aridity, possible small decreases in annual precipitation, and a later onset of summer monsoon rainfall. These changes may have profound consequences for ecological systems in the Chihuahuan Desert, which are intensely water-limited and respond to even small pulses of moisture availability. The first chapter (Chapter 2) compares change in the properties of monsoon season precipitation from 1910-2010 in the northern Chihuahuan Desert region to local variability in monsoon …
