The Dynamic Geomorphic Setting Of The Late Pleistocene Hartley Mammoth Site: Burial And Skeletal Preservation In A Slump-Block Depression Near Abiquiu, New Mexico, Jennifer K. Muus

Near Abiquiu in northern New Mexico, the skeletal remains of two mammoths were discovered in the summer of 2014 in the near-surface deposits of a very small alluvial channel. The channel occupies a depression on the backtilted top of a Toreva slump block, a highly unusual setting for a mammoth burial. Geomorphological investigation of the site has provided insight into processes leading to burial and preservation of the remains, as well as local environmental change. Field mapping of sediment sources and LiDAR scans of the contributing slope basin and slump bench provided a map of geomorphic features and surficial geologic …

Mechanisms Of Thymic Toxicity Induced By Environmentally Relevant Concentrations Of Arsenic, Huan Xu

Arsenic, a ubiquitous environmental contaminant, is known to cause immunotoxicity. However, the mechanisms of arsenic induced immunotoxicity are still not clear. Arsenite (As+3), the trivalent inorganic form of arsenic, was found to increase DNA damage and inhibit PARP activity in thymus cells at 50 nM in vitro. Oxidative stress and double strand breaks (DSBs) formation occurred in thymus cells exposed to As+3 at 500 nM. The genotoxicity was found to be related to As+3 exporter expressions and reversed by zinc supplement. IL-7 signaling, the critical cytokine signal for the early DN thymic T cell proliferation, …

Valuing Sacred Tribal Waters Within Prior Appropriation, Michelle Bryan

Throughout the world water plays a central role in the spirituality of indigenous peoples. Focusing on the American West, this article first describes how tribal water needs touch upon the sacred and then explains how both federal law and state prior appropriation doctrine fail to adequately protect these important sacred views of water. Pivoting away from the classic federal law arguments, the article then advocates for an evolution in state water law regimes to provide yet unrecognized protections for tribal sacred waters. Because international law plays an increasing role in this issue, the article also explores case studies from Ireland, …

Trial And Error: How Courts Have Shaped Prior Appropriation In New Mexico, Matthew G. Reynolds

This systematic review of New Mexico prior appropriation case law from 1883 to the present employs a thematic chronology in four parts spanning approximately three decades each, including the following topics. Part One covers the initial conflict between prior appropriation and riparian common law and early interpretations of the 1907 Water Act. In Part Two, courts contrast the 1907 Act with the old arid region doctrine and justify the integration of groundwater into prior appropriation. Diminishing supplies and increasing usage drive Part Three’s concentration on proceedings to change places of use and points of diversion, at times deferring issues of …

Formal legal systems comprise a major part, but not the only part, of the “rules of the game” that structure social and socialecological interactions. Throughout the twentieth century, centralization and consolidation of legal authority were dominant themes among many, if not all, legal systems. That process may have been successful in some cases, but in others the presumed economies of scale from consolidation and centralization either did not materialize or were offset by other social costs, including the failure to accommodate local knowledge, expertise, and preferences. "There Was Nothing There For Us”: Environment And The People At Bosque Redondo, Kaveh K. Mowahed

The Bosque Redondo Indian reservation held nearly 10,000 Native prisoners through much of the 1860s. Navajo captives outnumbered the Mescalero Apaches who were imprisoned there by about ten to one, until the Mescaleros escaped in November, 1865. Americans interned the Navajo at Bosque Redondo for another three years before negotiating a treaty that allowed for their release and return to their homeland, Dinétah.
The physical environment’s role was seemingly all encompassing for Natives confined on the Bosque Redondo reservation. However, the environments in their homelands were different; they were distinct landscapes that illustrated the intimate connections people have with place. …

It has been known for long time that the cosmic sound wave was there since the early epoch of the Universe. Signatures of its existence are abound. However, such an acoustic model of cosmology is rarely developed fully into a complete framework from the notion of space, cancer therapy up to the sky. This paper may be the first attempt towards such a complete description of the Universe based on classical wave equation of sound. Performance-enhancing drugs and substances have been an integral part of athletics and society. The immense popularity and financial compensation associated with success in sports often results in a desire to win at all costs, which stimulates a never-ending appetite for use of ergogenic aids. Athletes have experimented with these substances (ranging from over-the-counter supplements to anabolic-androgenic steroids and beyond) if a possibility of advantage exists, whether scientifically or theoretically supported. As the technology to create new designer drugs becomes more available, the ability to test for the presence of these substances lags slightly behind. Background: This study sought to determine if developing suturing workshops based on modern educational theory would lead to a significant increase in third-year medical students’ confidence and preparedness as compared to before the workshop.
Methods: A group of pre-clinical, third-year medical students (n = 20) were voluntarily recruited. The workshop consisted of an interactive didactic session, a hands-on suturing session, and a question-answer session with surgeons. The nine-point Likert scale surveys were given pre-and post-workshop to 17 participants. Total scores of “confidence” and “preparedness” were analyzed using the Student t-test. Transforming Societies After Violence: Conceptualizing And Contextualizing Transitional Justice In Africa, Jennifer Moore

This chapter first analyses three facets of transitional justice -- the criminal-retributive, the historical-reconciliative, and the social-redistributive -- and identifies some of the synergies and tensions among them. The second section shines a spotlight on the post-independence, conflict, and post-conflict histories of Uganda, Sierra Leone, and Burundi, generally characterizing their distinct approaches to transitional justice, and the differing degrees of attention they devote to the various strands of justice. For each of the three countries, the text points to the work of a community-based civil society organization, and spotlights its approach to post-conflict transition in that country. This Article begins by reviewing the purposes for federal water projects, and identifies some of the trade-offs involved in operating projects for certain purposes. It then addresses the legal factors that determine or influence project operations, beginning with project authorizing statutes and ending with federal environmental laws. The Article examines Corps and Bureau policies regarding project operating plans, the reasons for agency reluctance to review and revise their plans, and some of the factors that prompt the agencies to proceed with reviews. It then summarizes periodic review requirements in two analogous contexts—federal land management plans, and hydropower project licenses—and considers …

The war on drugs continues to intensify and experience-based expert testimony by law enforcement officers has become an integral part of the prosecution of suspected drug traffickers. Most recently, prosecutors have sought to qualify officers as experts to testify about the religious practices of individuals involved in the illegal drug trade. During the process of adaptation of a being (plant, animal, or human), to a new environment or conditions, the being partially evolves, partially devolves (degenerates), and partially is indeterminate i.e. neither evolving nor devolving, therefore unchanged (neutral), or the change is unclear, ambiguous, vague, as in neutrosophic logic. Thank to adaptation, one therefore has: evolution, involution, and indeterminacy (or neutrality), each one of these three neutrosophic components in some degree.
