Service was provided to clients from local and state governments and to non-profit organizations as well as private industry. Communities across Nebraska were the recipients of CAUR assistance. These included Omaha, Lincoln, Grand Island, Nebraska City, Wayne, Gothenburg, and Scottsbluff. State agencies served included the Nebraska Crime Commission, the Department of Social Services, and the Equal Opportunity Commission. Employment of black and Hispanic police officers in the 50 largest cities in the United States falls short of desirable levels. For both racial groups, employment levels are only half of a hypothetical ideal level. Only two of 50 police departments have achieved a high level of equal employment opportunity compliance with respect to both racial groups. Several police departments have made significant progress in minority employment in recent years, either as a result of voluntary or court-ordered affirmative action plans. …

Past users of CUAR services continued to seek assistance in the areas of applied research, service/technical assistance, and training. During the past few years, real estate markets have . undergone many adjustments. High interest rates, inflation, and competition for investment capital necessitated major changes. On a national level, the subject of housing sales has received considerable commentary. The ability of sellers in Omaha to exchange their units has probably been curtailed as well. This study attempts to examine real estate listings within the Omaha/Douglas County Multiple Listing Service areas (see Map 1) and describe some of the changes.

In 1972 the Goodrich Amendment to the state appropriation for the University of Nebraska at Omaha gave the University an "unparalleled opportunity" to develop further its educational offerings and services to students from low-income backgrounds. The intent of the amendment was to make funds available "for a program to get economically deprived young people in and through UNO." Named for State Senator Glenn Goodrich who introduced the legislation, the program was designed to provide an intellectually stimulating academic course of study augmented by whatever supportive services were needed. Recruit training is a key element in police personnel management in the United States. Modern police managers easily recognize the importance of recruit training in terms of job performance and police professionalism. The improvement of recruit training was given special emphasis as a result of the civil disorders of the 1960's. Following a national trend, legislation requiring mandatory training of all police officers was enacted in Nebraska in 1969.

The demographic composition, especially the age structure of criminal justice faculty, is of interest to students in criminal justice education for a number of reasons. First, an overall assessment provides some gauge of the relative age of the faculty in the field. Second, observations of changes in the composition of the age structure over time provide insight into the aging process and attendant developmental process of the field itself. This study examined data on crime and the criminal justice system in Grand Island and Hall County, Nebraska. It was designed to address some of the questions raised by a Grand Island Chamber of Commerce task force on crime and the criminal justice system.

This report is composed of three parts. The first part analyzes data on crime and juvenile delinquency, the second examines data on the criminal justice system, and the third section summarizes the results of a telephone survey of Grand Island area residents' perceptions of crime.

During this timeframe, the researcher had frequent contact with numerous small, rural police departments which generally varied in size from one to ten officers. The Center for Applied Urban Research continued to fulfill its mission of applied research, community service and training during 1980-81. Two major events that took place during the past year have greatly strengthened the ability of CAUR to carry out this mission. In October, CAUR moved into new quarters at the Peter Kiewit Conference Center at 1313 Farnam on the Mall in downtown Omaha. The Center for Applied Urban Research provides professional services in applied research, training, and community service. Primarily these services are provided to state provided and local governmental units in Nebraska, though some activities may be national or international in scope. To a lesser extent, services are provided to private groups and agencies. CAUR, a unit within the College of Public Affairs and Community Service at the University of Nebraska at Omaha, was initially established in 1963 as the Urban Studies Center at the Municipal University of Omaha.
