Comprehensive And Integrative Planning For Community Development, Ronald Shiffman, Susan Motley
Comprehensive And Integrative Planning For Community Development, Ronald Shiffman, Susan Motley
Partnerships/Community
Over the years, both the public and nonprofit sectors have moved away from comprehensive, community-based planning strategies, lured by "quick fix" of a project-by-project development strategy. Unquestionably, these projects have directly benefited some poor individuals and families. More often than not, however, they do little to increase the economic vitality of the community in which the project is developed. To deal effectively with the issues of community disorganization and poverty and to broaden participation in the community renewal process, we must examine in today's light the originally envisioned community development corporation model and its principles. We need to plan, initiate, …

Legal Issues In Combining Service And Learning, Michael B. Goldstein
Special Topics, General
A basic guide to the legal issues involved in programs that combine educational goals with direct involvement in the community - essential reading for any program administrator. The term "school" is used throughout to indicate any educational institution -elementary, secondary, or postsecondary, public or private - which may sponsor a student service-learning program. The term "agency" denotes any public or private community-based organization which may provide work opportunities or training or supervision of students at work sites. Portions of this analysis of legal issues in internships and experiential learning first appeared in Legal Issues Resource Booklet, by Michael B. Goldstein …

Occasional Paper No. 089-1: Employment Of Black And Hispanic Police Officers, 1983-1988: A Follow-Up Study, Sam Walker
Publications
Police departments in the 50 largest cities in the United States made uneven progress in the employment of black and Hispanic officers between 1983 and 1988.
Nearly half (45 percent) of the big-city police departments made significant progress in the employment of black officers. Seventeen percent, however, reported a decline in the percentage of black officers. A similar pattern exists in the employment of Hispanic police officers. Forty-two percent of the departments reported significant increases in the percentage of Hispanic officers employed. Nearly 11 percent (10.6 percent) reported a decline, however, while 17.0 percent reported no change.

Reciprocity: A Major Paradigm Shift, John A. Calhoun
Reciprocity: A Major Paradigm Shift, John A. Calhoun
Special Topics, General
It is not news to the youth-serving community that something new is afoot regarding how we think about and work with youth.
Well known is the stir on the national level: President Bush's YES initiative; numerous pieces of congressional legislation whose proposals range from school-based programs through conservation and urban corps to mandated national service. Locally, projects of various sorts are springing up in schools, youth-serving agencies and in other organizations whose functions impinge on youth.
Not so well known-or fully understood-is a key notion that could well be lost amid the legitimate clamor and enthusiasm for the concept, namely, …

Violence, Youth And A Way Out, John A. Calhoun
Special Topics, General
It is a conviction shared by those who care for young people and their families that violence among youth has reached intolerable levels and that a response is demanded. The homicide statistics are chilling: In 1986, four to five people under age 18 were murdered per day, 10 percent more than in 1985. Equally chilling, three to four people under 18 were arrested for murder every day, a seven percent increase over 1985.

Women Sociologists In The Midwest: A Status Update, Mary Ann Lamanna, Baila Miller, Helen A. Moore
Women Sociologists In The Midwest: A Status Update, Mary Ann Lamanna, Baila Miller, Helen A. Moore
Sociology and Anthropology Faculty Publications
In this article, an earlier study of the status of academic women sociologists in the Midwest that was extended to 1984-1985 is discussed. Type of appointment, rank, and chairpersons, as well as position in a Ph.D. rather than an M.A. program were used in the study as indicators of employment status. Midwest Sociological Society (MSS) leadership positions and participation in the annual MSS meeting served as indicators of professional participation. The results show that gains in employment status for women slowed in the 1980s. Employment of women in sociology department positions, especially in full-time positions and higher ranks, continued to …

Microcomputers In City Hall: Case Studies Of Their Uses And Effects, Donald F. Norris, Vincent J. Webb
Publications
Microcomputers first appeared on the commercial marketplace in 1976. Since then, an estimated 40 million microcomputers have been sold and more are being sold each day. A survey conducted in 1982 found that 13 percent of American cities owned microcomputers and that 35 percent planned to buy one or more microcomputers within two years (Norris and Webb, 1984). A follow-up survey conducted three years later found that between 75 percent and 90 percent of city governments owned microcomputers (Scoggins, 1986).

Use Of The Analysis Of Variance Model For Investigating Disposition Decisions Of Judges And Probation Officers, William E. Reay
Use Of The Analysis Of Variance Model For Investigating Disposition Decisions Of Judges And Probation Officers, William E. Reay
Student Work
The Analysis of Variance model was used to investigate differential disposition decisions from least restrictive to most restrictive court placement based on juvenile and family characteristics. Eight Juvenile and County Court Judges in Experiment I and 20 State Juvenile Probation Officers in Experiment II judged six behavioral-emotional signs in various combinations of presence or absence. The results were consistent with previous findings that a linear model more than adequately accounts for the variability of the subjects responses. The high interjudge agreement correlations and test-retest reliability estimates strongly suggest that Judges and Probation Officers can render reliable and consistent judgments, and …

From Victim To Aggressor: The Impact Of Child Abuse On Violent Juvenile Delinguency, Mary-Elizabeth Lynn Pate
From Victim To Aggressor: The Impact Of Child Abuse On Violent Juvenile Delinguency, Mary-Elizabeth Lynn Pate
Student Work
Two of the major social issues demanding attention from the criminal justice system today are violent juvenile crime and the abuse of children. Neither of these problems shares in the general declining trend of other forms of crime. For the five-year period from 1980-84, arrests for crimes of violence increased by four percent, while index crime arrests as a whole decreased (Federal Bureau of Investigation, 1985). Among juveniles aged 16 through 18, 1983 arrest rates for violent crimes showed an increase over the two previous years. Estimates of the incidence of child abuse vary from 200,000 to 1 1/2 million …
