The purpose of the present study was to evaluate the impact of gender and the interaction of gender and race on juvenile court processing. Specifically, this thesis examined whether males and females received differential treatment within the juvenile justice system in three counties in Iowa. Moreover, the current study addresses the possibility that gender differences in case outcome may be confounded by the race of the juvenile. The five stages of the juvenile justice system included in the study were: intake, petition, initial appearance, adjudication, and judicial disposition. This thesis was undertaken to assess the influence of race on juvenile justice decision making. More specifically, the research examines the extent to which race and other extralegal factors as well as legal factors influence the use of release, informal adjustment, and further court processing via the petition, at the intake stage in juvenile justice proceedings. More importantly, this thesis focuses on the factors related to the type of diversion engaged in by youth receiving an informal adjustment at the intake stage. The purpose of this study was to examine the compatibility of personality disorder diagnoses made by a self-report questionnaire (Millon Clinical Multiaxial Inventory, MCMI-II) and a standardized interview (Structured Clinical Interview for DSM-III-R, Axis II, SCID-II). A Validation Study Of The Nebraska Department Of Corrections Inmate Classification Model, Jon L. Proctor

Inmate classification models have recently shifted from subjective criteria to objective classification. With this change, classification has moved away from reformation of inmate behavior to managing prison populations. Objective classification seeks to accomplish two functions. First, the models attempt to make decisions that are rational, consistent, and fair. Second, variables used in objective models attempt to predict which offenders will have institutional adjustment problems. The present study assesses Nebraska's inmate classification model for its objectivity and its predictive capacity. A sample of 458 males offenders admitted into Nebraska Prisons in 1990 was used. Innovations In Sentencing: The Use Of Scarlet Letter Dispositions, Catherine A. Elwell

Scarlet letter sentencing dispositions are innovative alternatives to incarceration posited as special probation conditions granted to offenders deemed able to live in the community. These sanctions resemble scarlet letter punishments of the Seventeenth Century as illustrated in Nathaniel Hawthorne’s Scarlet Letter for Hester Prynne. They are designed as bumper or windshield stickers, yard signs, screen prints on T-shirts, and public apologies. This study investigates the proliferation of these innovative penalties created by judges to require drunk drivers, sex offenders, thieves/burglars, white-collar criminals, and drug offenders to publicly disclose the nature of their crime and identify themselves as perpetrators. Civilian Oversight Of The Police: A National Survey, Victor W. Bumphus

This thesis examines civilian oversight of the police in the 50 largest U.S. cities. Data on the nature and organization of civilian oversight was collected via phone surveys. Local mandates on civilian oversight were obtained through mailed-in responses (i.e., statutes, ordinances, and annual reports). The present research was utilized to determine the prevalence, trends, and variety of civilian review of the police. A classification schemata was developed which categorized civilian oversight agencies into one of three classes. Pursuant to this research, it was discovered that the majority (60%) of the 50 largest cities have some form of civilian review. Based …

Effects Of Resistance Strategies On Rape, Janice M. Zoucha-Jensen

To determine what was the most effective resistance strategy to avoid rape and the relationship of resistance to additional physical injury, data were examined from 179 sexual assault police report forms. Data were gathered from June 1, 1988 to May 31, 1989 in Omaha, Nebraska. Victims under the age of 13, male victims, incest cases and assaults avoided due entirely to outside intervention were excluded from this study. 115 of the 179 were raped and 64 were rape avoiders. A total of 103 of the 179 were treated in a local hospital emergency rooms. None of the injuries resulted in …

Proceedings from a conference to explore issues in moving toward a new institution for national youth service are presented in this booklet. Chapter 1 presents a historical overview of youth participation in the United States, focusing on trends in the labor market, schooling, incarceration, and social problems. The assertion is made that due to population and technological influences on labor supply and demand, schools no longer effectively socialize or control youth. Therefore, the development of alternative institutions, such as a diverse and voluntary national youth service,must be considered. Perceptions Of Fairness In The Frustration Effect: An Attributional Analysis, David T. Van Dyke

Theories of both distributive (Adams, 1963) and procedural justice (Thibaut & Walker, 1975) have been demonstrated to be accurate in describing subjective evaluations of fairness in a wide variety of circumstances. However, a phenomenon known as the frustration effect (e.g. Folger, 1977) results in perceptions of fairness that are incongruent with the predictions of these two theories. This study attempts to explain the discrepant results in terms of attribution theory as it was proposed by Weiner (1985). By manipulating and measuring the attributions made by subjects, the attributional explanation was tested. The results of this experiment were not supportive of …

Nebraska Department Of Social Services' Child Support Enforcement Unit Demonstration Project: Final Evaluation Report, Chris Marshall, Vincent J. Webb

In July 1987, the Nebraska Department of Social Services successfully applied to the U.S. Family Support Administration's Office of Child Support Enforcement for funds to conduct a Demonstration Project. This Demonstration Project, "The Nebraska IV-D/IV-A Intake and Phone Collection Project," was designed to increase telephone activities and improve intake practice as part of the ongoing child support collection activities. It was expected that such improvements would result in an increased level of absent parent location and an increased level of child support payment.
