POD Quarterly: The Journal of the Professional and Organizational Development Network in Higher Education

The evaluation models described in previous issues of the Quarterly represent some of the major paradigms of educational program evaluation; they have been used to guide many evaluations and they have influenced the thinking of many practicing evaluators. Models provide a broad base for designing evaluation activities by offering a framework and conceptualization that guides both the focus of the evaluator and the orientation of the evaluation. But models do not provide strategies for implementation. Guidelines are provided by the design, which establishes the conditions and procedures for collecting the data required to answer the questions of concern. The design …

At the turn of the century the University of Nebraska was one of the four leading centers of sociology in the United States. Despite this auspicious start, Nebraska has remained relatively obscure in the accounts of the history of Sociology. This is partially a result of its size: until 1959 the faculty consisted of only five members and was oriented to a small but quality graduate program. The position developed in this chapter resembles that taken by Aristotle more than that taken by most modern psychology theorists, for our discipline has tended to approach moral behavior and thought as if two quite different topics were at issue. Modern psychological approaches to moral behavior have tended to focus almost entirely on the emotional mediation of avoidance and upon avoidance behavior, whereas moral judgment theorists have tended to isolate themselves from both emotion and behavior, concentrating instead on verbal expressions of moral judgments. There are two popular myths concerning the eminent philosopher and social psychologist George Herbert Mead: that he published little during his lifetime and that Mind, Self, and Society is his most important sociological work. This misrepresentation of Mead's contributions is partially grounded in the neglect of his work and writings on social reform. The misrepresentation of the significance of the almost seventy articles Mead wrote during his lifetime distorts the meaning of his concepts and has profound implications for symbolic interactionists who claim Mead as one of their founding fathers.

The value system of a society defines and grades the ends actors seek. The ends sought in the economic sphere must be consonant with, or complementary to, goals in other spheres. Economic activity derives its meaning from the norms of the society, and people engage in economic activity for rewards often extrinsic to the economy itself. In any community (society) the norms and values used to define a resource, a commodity, control over certain goods and services, the distributive process, and standards of economic behavior are norms governing most social interaction. The Culture Of Poverty Debate: Some Additional Data, Barbara E. Coward, Joe R. Feagin, J. Allen Williams Jr.

In this paper we briefly review relevant research on the culture of poverty and set our findings within the general context of culture of poverty arguments. Data from a community survey in a Southwestern city are analyzed using Oscar Lewis’ four major culture of poverty dimensions: 1) the individual, 2) the family, 3) the slum community, and 4) the community’s relation to society. In our study a sample of 271 black respondents was divided into two groups, here termed the “poor” and the “non-poor.” In noting all the broad traits studied in all dimensions taken together, some support for Lewis’ …

This report concerns Malone, a problem area of Lincoln, Nebraska, that is undergoing considerable change as a result of external influences from the city and the university. In 1971, a graduate Seminar in Urban Geography devoted a semester to the spatial aspects of blight In cities and as a part of this course prepared short reports on specific aspects of Lincoln's example of a blighted zone. The purpose of this paper is to briefly analyze two levels of potential and actual interrelationship between psychoanalytic insights and legal working. The first is psychoanalysis as a total philosophy of man, descriptive of man and all his institutions including legal ones; the second is psychoanalysis as a tool for the law where legal institutions seek for value reasons to intervene in a particular situation where the psychology of an individual(s) is at issue. The administration of criminal justice consists of four major areas: the arrest and charge of the commission of the offense; the trial and appeal; the disposition after a verdict of guilty; and finally the implementation of the judgment. Criminal law has traditionally been treated lightly by most law schools, practicing lawyers, and even the bench. Eleanor K. Taylor, in her book Public Accountability of Foundations and Charitable Trusts sketches the regulatory machinery in some twelve states and England and Canada, with a glance at the federal machinery in the form of the Internal Revenue Code and the Service which administers it. In the preparation of her study, a questionnaire was sent to the attorneys general of 48 states and two territories inquiring into the legal machinery in their states for the performance of the attorney general's ancient duty of representing the public interest in connection with charitable trusts.
