Space Debris And The Law, Frans Von Der Dunk Mar 2001

Space Debris And The Law, Frans Von Der Dunk

Space, Cyber, and Telecommunications Law Program: Faculty Publications

The issue of space debris has already for some time been very high upon the agenda of scientists, worrying about the future possibilities to undertake astronomical observations from earth. Currently, these worries are increasingly spreading to the public at large, in view of the risks of damage being caused on earth— the deorbiting of Mir, in a way the largest piece of space debris ever, was a media issue for many weeks. And even commercially oriented entities are rapidly coming to realise that the growing amount of tiny objects in outer space will not just obstruct or endanger scientific exploration, …

The field of environmental toxicology, particularly as related to the area of ecotoxicology, continues to be a rapidly developing discipline of environmental science (Connell and Miller, 1984; Duffus 1980; Guthie and Perry, 1980; Hoffman et al., 1995; Moriarity 1988; Truhaut, 1977). The term ecotoxicology was introduced by Truhaut in 1969 (Truhaut, 1977) and this field is a natural extension of toxicology. It is best defined as the study of the fate and effects of toxic substances on an ecosystem and is based on scientific research employing both field and laboratory methods (Kendall, 1982; Kendall, 1992; and Hoffman et al., 1995). …

Michaelis–Menten Kinetics For Enzymatic Depolymerization Of A Linear Polyester Synthesized From Z-Protected Glutamic Acid, R. M. Tadros, Hossein Noureddini, Delmar C. Timm Feb 2001

Michaelis–Menten Kinetics For Enzymatic Depolymerization Of A Linear Polyester Synthesized From Z-Protected Glutamic Acid, R. M. Tadros, Hossein Noureddini, Delmar C. Timm

Papers in Biomaterials

A biodegradable polyester resin was polymerized from N-benzyloxycarbonyl-L-glutamic acid and ethylene glycol. Rhizopus delemar lipase was used as a biocatalyst for the rupture of ester bonds during the hydrolysis studies. Depoly-merization was observed to followa Michaelis–Menten mechanism, with the maximumrate of monomer formation dP/dtmax = 1.12 x 10-8 mol/s and the rate constant Km x 2.03 x 10-4 mol. Subject to initial conditions described by the most probable distribution and Michaelis–Menten–type depolymerization rate expressions, population density distribution dynamics of the polymeric molecules that formed the resin were explicitly described using a deterministic approach.

Comparison Of Conventional And Two-Stage Reversible Flow, Static-Bed Biodenitrification Reactors, Bryan L. Woodbury, Mohamed F. Dahab Feb 2001

Comparison Of Conventional And Two-Stage Reversible Flow, Static-Bed Biodenitrification Reactors, Bryan L. Woodbury, Mohamed F. Dahab

Department of Animal Science: Faculty Publications

This paper compares the operation of a traditional single-stage system with a two-stage, reversible flow biodenitrification system for removing nitrates from drinking water. The purpose of this study was to investigate the ability of these two-stage systems to remove nitrate and residual organics from treated water as compared to single-stage units. In the reversible flow system, the second-stage (i.e. follow) reactor is operated in series with the first-stage (i.e. lead) reactor. After a given period of operation, the flow regime is reversed so that the follow reactor becomes the lead one and vice versa. The active solids remaining in the …

Self-Assembled Fe Nanowires Using Organometallic Chemical Vapor Deposition And Caf2 Masks On Stepped Si(111), J.-L. Lin, D.Y. Petrovykh, A. Kirakosian, H. Rauscher, F.J. Himpsel, Peter A. Dowben Feb 2001

Self-Assembled Fe Nanowires Using Organometallic Chemical Vapor Deposition And Caf2 Masks On Stepped Si(111), J.-L. Lin, D.Y. Petrovykh, A. Kirakosian, H. Rauscher, F.J. Himpsel, Peter A. Dowben

Peter Dowben Publications

Linear arrays of 3 nm wide Fe stripes with 15 nm spacing are fabricated by self-assembly. They are formed by photolysis of ferrocene that is selectively adsorbed between CaF2 stripes. An ultraviolet nitrogen laser removes the organic ligands from ferrocene. Arrays of CaF2 stripes serve as masks, which are self-assembled on a stepped Si(111) surface. Scanning tunneling microscopy is used to investigate the surface morphology during growth. A generalization of this method to other wire materials is discussed.

Characterization Of The Laminated Layer Of In Vitro Cultivated Echinococcus Vogeli Metacestodes, Katrin Ingold, Wenjuan Dai, Robert L. Rausch, Bruno Gottstein, Andrew Hemphill

Harold W. Manter Laboratory of Parasitology: Faculty Publications

The metacestode (larval) stages of the cestode parasites Echinococcus vogeli and E. multilocularis were isolated from the peritoneal cavity of experimentally infected C57BL/6 mice and were cultured in vitro for a period of up to four months under conditions normally applied for the in vitro cultivation of E. multilocularis metacestodes. In contrast to E. multilocularis, E. vogeli did not exhibit extensive exogenous budding and proliferation but increased in size with a final diameter of up to 10 mm. Most metacestodes contained protoscoleces, singly or in groups, either associated with brood capsules or growing directly out of the germinal layer. …

Theorizing The Sojourner Student (With A Sketch Of Appropriate School Responsiveness), Edmund T. Hamann Feb 2001

Theorizing The Sojourner Student (With A Sketch Of Appropriate School Responsiveness), Edmund T. Hamann

Department of Teaching, Learning, and Teacher Education: Faculty Publications

In response to inadequate local resources (as subjectively defined) in both sending and receiving communities and in response to related local racial/ethnic discriminations, transnational families engage in transnational economic, cultural, and psychological risk-minimization strategies— the substance of a “transnationalism from below” (Smith and Guarnizo 1998)—that are discordant with the enculturative presumptions of schooling. A special type of transnational migrant described here—the sojourner student—is thus vulnerable not only to (a) the original migration-inducing conditions and (b) the limitations of opportunity in the receiving community, but also (c) to the contradictions between their response strategy and the standard suppositions of schooling. This …

Effects Of External Electric Field On The Interfacial Properties Of Weakly Dipolar Fluid, V. B. Warshavsky, T. V. Bykov, Xiao Cheng Zeng Feb 2001

Effects Of External Electric Field On The Interfacial Properties Of Weakly Dipolar Fluid, V. B. Warshavsky, T. V. Bykov, Xiao Cheng Zeng

Xiao Cheng Zeng Publications

In the framework of modified mean-field density-functional theory, effects of a uniform electric field on the interfacial properties of a model dipolar fluid are studied. Both density and orientational order-parameter profiles of the planar vapor-liquid interface are obtained as a function of the field strength. For the dipolar fluids with reduced dipole moment μ0*0*E*/T*!1) can shift the surface tension by few percent. We also find that the electric field actually reduces the thermodynamical surface tension but enhances the mechanical surface tension at the equimolar dividing surface. To detect these field effects on …

Review Of The Holocaust In American Life, By Peter Novick., Alan E. Steinweis

Department of History: Faculty Publications

The Holocaust has undeniably become a fixture in American culture. What has come to be called the "Americanization of the Holocaust" is the subject of several recent books, a lively discussion within the American Jewish community, and even a course in American history at the University of Heidelberg. Among the many attempts to document and explain how the Holocaust has been Americanized, perhaps the most ambitious and provocative is Peter Novick's The Holocaust in American Life. The book is ambitious both on account of its chronological breadth, covering the entire period from the Second World War to the present …

Global Ice And Land Climate Studies Using Scatterometer Image Data, David G. Long, Mark Drinkwater, Benjamin Holt, Sassan Saatchi, Cheryl Bertoia Jan 2001

Global Ice And Land Climate Studies Using Scatterometer Image Data, David G. Long, Mark Drinkwater, Benjamin Holt, Sassan Saatchi, Cheryl Bertoia

United States Department of Commerce: Staff Publications

Spaceborne scatterometers have provided continuous synoptic microwave coverage of the Earth for nearly a decade. Though these scatterometers were originally designed to measure oceanic surface winds, their data are also extremely useful in a broad range of ice and land applications, including the use of extensive scatterometer time series to determine seasonal and interannual variability and possible relationships to climate change. Under a NASA Earth Science Enterprise grant, the Scatterometer Climate Record Pathfinder (SCP) project has produced non-ocean scatterometer imagery and data products that are now publicly available for the first time (http://www.scp.byu.edu/).

Field-Scale Remediation Of A Metolachlor-Contaminated Spill Site Using Zerovalent Iron, Steven Comfort, Patrick J. Shea, Thomas A. Machacek, H. Gaber, B.-T. Oh

School of Natural Resources: Faculty Publications

Pesticide spills are common occurrences at agricultural cooperatives and farmsteads. When inadvertent spills occur, chemicals normally beneficial can become point sources of ground and surface water contamination. We report results from a field trial where approximately 765 m3 of soil from a metolachlor [2-chloro-N-(2-ethyl-6-methylphenyl)-N-(2-methoxy-1-methylethyl) acetamide] spill site was treated with zerovalent iron (Fe0). Preliminary laboratory experiments confirmed metolachlor dechlorination by Fe0 in aqueous solution and that this process could be accelerated by adding appropriate proportions of Al2(SO4)3 or acetic acid (CH3COOH). The field project was …

Argues for a judicial interpretation of ERISA that encourages employers to select a default investment option for automatically enrolled participants that is broadly diversified in the equity markets, rather than a low-earning money market fund. Another potential conflict of interest arises when an employer includes company stock as an investment option, which can lead to potential breaches of the employer's duty of loyalty under ERISA. The question presented to the federal court is whether Employer has satisfied its fiduciary duty of prudence by selecting company stock as an investment option. Policy Analysis: Employer's Duty of Prudence in Selecting Company Stock …

Securities Regulation And Small Business: Rule 504 And The Case For An Unconditional Exemption, C. Steven Bradford Jan 2001

Securities Regulation And Small Business: Rule 504 And The Case For An Unconditional Exemption, C. Steven Bradford

Nebraska College of Law: Faculty Publications

Small businesses are an important part of the U.S. economy. When small businesses need to raise capital from the public, they must comply with securities laws and regulations. Most operators of small businesses are unfamiliar with the intricacies of securities law. As a result, they are likely to unwittingly violate these laws. This, combined with the high relative cost to small businesses of registering securities, led the Securities and Exchange Commission (SEC) to create several exemptions, including Rule 504 of Regulation D. Until recently, Rule 504 was a virtually unlimited exemption from the federal registration requirement for offerings of under …

Securities Regulation And Small Business: Rule 504 And The Case For An Unconditional Exemption, C. Steven Bradford

Nebraska College of Law: Faculty Publications

Small businesses are an important part of the United States economy. In 1996, there were about 5.5 million small businesses in the United States employing between zero and five hundred workers, about 99% of all non-farm U.S. businesses. Businesses with five hundred or fewer employees employ 53% of the private non-farm work force in the United States, account for 47% of all sales, and are responsible for 51% of the private gross domestic product. During the period 1992 to 1996, small firms with fewer than five hundred employees also created virtually all of the net new jobs in the U.S. …

On Liberty And Life In Babylon: A Pilgrim's Pragmatic Proposal, Richard F. Duncan Jan 2001

On Liberty And Life In Babylon: A Pilgrim's Pragmatic Proposal, Richard F. Duncan

Nebraska College of Law: Faculty Publications

My purpose here is not to present a grand theory of the role of Christians in society. Nor is my goal to convince you that Christians should embrace libertarianism as a political theory or Biblical principle for all times and all places. I am neither a theologian nor a political scientist. I write as a sinner who has accepted Christ as Savior and as Lord, as a husband of a Christian wife, as a father of five children, and as an academic lawyer who teaches and writes about constitutional law. Although this essay is addressed to fellow "pilgrims" wandering in …

Honors Collaborations: The Presidency In Speech And Composition, Sandy Feinstein, Jeff Kurtz Jan 2001

Honors Collaborations: The Presidency In Speech And Composition, Sandy Feinstein, Jeff Kurtz

Innovations in Undergraduate Research and Honors Education: Proceedings of the Second Schreyer National Conference 2001

Typically at Penn State University, Honors English Composition (30) is offered fall semester as a pre-requisite for Honors Speech Communication 100, offered in the spring. This arrangement may reflect the intellectual shifts within these disciplines, implicitly signifying the distance that has grown ~etween them and casting in relief the question of who "owns" rhetoric. In developing our courses in Speech and Composition, we sought to close this rift and in so doing create a community for our students in which issues in speech are explicitly recognized as issues in writing and vice versa. In addition, we wanted to create a …

Leaving Home With It: Using Information Technology To Create Crossnational Design Teams, Richard Devon, Pierre Buvat

Innovations in Undergraduate Research and Honors Education: Proceedings of the Second Schreyer National Conference 2001

This paper describes a five-year use of information technology to create cross-national design teams in an engineering design class. The program features robust, interdisciplinary, industry-sponsored projects that are presented and solved using a wide array of inexpensive, readily available technology. The structure should not be viewed simply as providing an alternative to actual travel. On the contrary, it raises the likelihood that the exposed students actually will travel.

How (Or Whether?) To Integrate Research Into Classroom Teaching For All Students And All Higher Education Institutions, Alan Jenkins

Innovations in Undergraduate Research and Honors Education: Proceedings of the Second Schreyer National Conference 2001

The chapter starts by posing a range of questions re teaching/research relations and, in particular, asks whether such is only for selected students in elite/wealthy institutions. The issues are complex and before considering the evidence some of this complexity is discussed-for our answers to the chapter'~ central questions depend in part on how we 'define' 'undergraduate research' or 'linking teaching and research.' The arguments, including research evidence that undergraduate research should be for selected students, are then presented, including a major review of the research which concludes that the 'common belief that teaching and research are inextricably intertwined is an …

Diversity Issues & Honors Education, Anthony A. Pittman

Innovations in Undergraduate Research and Honors Education: Proceedings of the Second Schreyer National Conference 2001

Are honors programs across the country obligated to increase the percentages of minority students enrolled in their programs? Is it necessary that honors programs prepare their members to work in a global economy with its many facets and features? The answers to both of these questions may seem obvious. However, very little research has been done to examine why there is such a disparity between whites and students of color enrolled and actively participating in honors programs at majority institutions across the United States. Consequently, many college and university honors programs fail to experience the benefits and advantages that may …

Ancient Myths In A Modern World: A Multi-Media Approach To Honors Education And Undergraduate Research, Richard Ernest Walker

Innovations in Undergraduate Research and Honors Education: Proceedings of the Second Schreyer National Conference 2001

This Honors seminar examines a number of myths generated by diverse cultural groups (American Indian, Central and South American, African, and Asian) both in their ancient context and, wherever possible, in their actualizations in modem society. The title of the seminar should be viewed rather as a question than as a statement: Can we observe the traces of myths and/or forms of mythic thinking in the various structures, activities, and beliefs of modem societies? The scope and the diversity of cultural content makes the course appropriate as a general education course; it requires the student to think critically and analytically …

We report results on the magnetic properties of nanocomposite films of the form (Co86Cr14)xPt1-x:C, which were prepared by magnetron sputtering and subsequent annealing. X-ray diffraction shows that these films consist of CoPtCr grains with the face-centered-tetragonal structure embedded in an amorphous C matrix. Magnetic properties such as coercivity (Hc), remanence ratio (S), and coercive squareness (S*) are strongly dependent on the Pt and C composition and annealing temperatures. Compared with previously reported CoPt:C films with a equiatomic Co and Pt ratio, lower exchange coupling and …

The recent media attention on outbreaks of foot-and-mouth disease in the United Kingdom, pseudorabies in Nebraska and other livestock-related diseases reminds us of the costly consequences of livestock diseases. Most diseases, including foot-and-mouth disease and pseudorabies, cannot be transmitted from animals to humans. Even though these diseases do not present any direct risks to humans, human contact and attendance at fairs can help spread these diseases to other livestock herds. Livestock disease outbreaks can be economically devastating to your family, your community and the state, which derives a large portion of its income from the livestock industry. Some diseases, such …
