Alaska, often referred to as “The Last Frontier”, is a vast, geographically diverse and sparsely settled landscape. Although many popular reality shows tend to exaggerate and dramatize life in Alaska, they do point to an important fact: when an emergency occurs, or someone experiences serious health complications, immediate access to sufficient medical services may not be available. Much of the state’s population faces barriers to accessing needed medical care due to large distances between communities and limited road networks due to coastal locations or challenging terrain.

The act of dismembering a body leaves identifiable marks on the bone. These marks, whether they be from knives, saws, axes, or any other tool, can help provide law enforcement with information about the type of tool they should be looking for. While there has been considerable research done on the marks left by different types of weapons, a factor that has not been examined is the differences in tool marks based on the condition of the body at the time of dismemberment. Urban sprawl reflects an inefficient use of land that diminishes both rural landscapes and quality of life turning farms, ranches and open space into siloed suburban communities. This results in less walkable cities with more traffic and air pollution, among other negative consequences. Farmland constitutes a particularly important resource that often faces degradation or loss due to sprawl. Higher quality agricultural soils are particularly desirable for development because they are flat and well-drained. This Article submits that any meaningful discussion of bail reform at the state level must be jurisdiction-specific, and it must account for the practical, historical, and philosophical aspects of the state constitutional right to bailability. Part II of this Article is an overview of the origins and history of English and American bail law. Part III describes the role and regulation of commercial bail bonding in the United States. Part IV traces the history and current state of bail reform in the United States. Existing fire policy encourages the maintenance of ecosystem integrity in fire management, yet this is difficult to implement on lands managed for competing economic, human safety, and air quality concerns. We discuss a fire management approach in the mid-elevations of the Sierra Nevada, California, USA, that may exemplify similar challenges in other fire-adapted regions of the western USA. We also discuss how managing for pyrodiversity through mixed-severity fires can promote ecosystem integrity in Sierran mixed conifer and ponderosa pine (Pinus ponderosa Laws) forests. To illustrate, we show how coarse-filter (landscape-level) and complementary fine-filter (species-level) approaches can enhance forest management …

For the last 500,000 years, the world climate has been in transition from warm to cold and vice versa. However, recent human-caused climate change has increased the rate of change in extreme and average climate conditions. Globally, people are facing higher than average temperatures as well as accelerated rates of drought and flooding. According to the Intergovernmental Panel on Climate Change (IPCC,) natural systems around the globe are being affected by regional climate change, mainly temperature increases. Police decisions can have a direct impact on juvenile outcomes. These decisions are especially impactful in Montana as Montana law enforcement officers are provided statutory discretion pertaining to the decision to arrest and initially detain a youth. The goal of this study is to understand police officer decision-making as it pertains to the initial detention of juveniles and to inform future theory and policy. The research was guided by a focused hypothesis: The factors identified by law enforcement will be significant predictors of the factors associated with the likelihood of initial detention. Electrokinetic chromatography (EKC) is a powerful analytical technique that uses the instrumentation of capillary electrophoresis (CE) and the principles of chromatography to separate ionic and neutral analytes. A capillary is filled with background electrolyte (BGE), and when a voltage is applied ionic species migrate to the electrodes. Neutral compounds have no mobility, so a pseudo-stationary phase (PSP) is added to the BGE that consists of an ionic group to provide mobility and a hydrophobic group to interact with analytes. Analytes interact with the PSP which changes their apparent mobilities, leading to a separation. It is possible to coat the negatively …

Evidence suggests that cougars (Puma concolor) are beginning to recolonize their traditional range in the Midwestern and Eastern US, returning to a landscape and a social environment that have changed drastically in a century of absence. Any hope of the cougar’s persistence depends on both human tolerance of their presence and on cougar tolerance of disrupted habitat. In this thesis, we took advantage of diverse cougar policy in place in the Western US to explore variation in human attitudes and acceptability of cougars and in the cougar stress response. Of the 150 million tax returns filed each year, approximately fifty-six percent are prepared with the help ofa paid preparer. Although state-licensed lawyers and certified public accountants may prepare tax returns for clients, the vast majority ofpaid tax return preparers are completely unregulated. For low-income taxpayers who are eligible for refundable tax credits, these unregulated tax return preparers do more than just fill out tax returns. Return preparers who serve low-income taxpayers often also market consumer credit products, such as refund anticipation loans or checks. Government agencies and consumer advocates have documented widespread problems with the tax return preparer industry. …

In MEIC II, the Montana Supreme Court held MEIC’s claims regarding the extent of reclamation required under the MMRA were procedurally barred. In affirming application of issue preclusion to two of MEIC’s three claims, the Court relied on a 2011 district court decision resolving, arguably, identical claims against MEIC. The Court found that, even though MEIC had not raised its statutory argument before, the claim was barred because its consideration would require the court to revisit the previously litigated constitutional issue. Ultimately, the Court upheld the reclamation plan adopted by the DEQ in conjunction with the expansion of an …

Record blazes swept across parts of the US in 2015, burning more than 10 million acres. The four biggest fire seasons since 1960 have all occurred in the last 10 years, leading to fears of a ‘new normal’ for wildfire. Fire fighters and forest managers are overwhelmed, and it is clear that the policy and management approaches of the past will not suffice under this new era of western wildfires. In recent decades, state and federal policymakers, tribes, and others are confronting longer fire seasons (Jolly et al. 2015), more large fires (Dennison et al. 2014), a tripling of homes …
