"Before" Evaluation Of Economic Growth Center Developmental Highway (Ky 55, Campbellsville-Lebanon), Joseph T. Farmer, Jerry G. Pigman Jul 1974

"Before" Evaluation Of Economic Growth Center Developmental Highway (Ky 55, Campbellsville-Lebanon), Joseph T. Farmer, Jerry G. Pigman

Kentucky Transportation Center Research Report

Before-and-after impact studies were selected as the means of determining the effect of reconstructing a 4.813-mile (7.744-kilometer) section of KY 55 between Campbellsville and Lebanon. The area, though still depressed in terms of per capita income and employment, has many resources available for growth. The study area is predominantly an agriculturally-oriented economy. However, manufacturing employment has increased in recent years, mainly because of industrial sites made available by local industrial commissions.

Overall, social services appear to be adequate and very near statewide averages. Recreational facilities are not highly developed and are primarily of the summer outdoor type.

Reconstruction of KY …

"Before" Evaluation Of Economic Growth Center Developmental Highway (Us 25e: Corbin-Barbourville), Joseph T. Farmer, Jerry G. Pigman

Kentucky Transportation Center Research Report

Before-and-after impact studies were selected as the means of determining the effect of reconstructing a 4.886 mile (7.862 kilometer) section of US 25E between Corbin and Barbourville. A comprehensive analysis of the "before" statistics revealed the area designated as a potential growth center suffered from social and economic mediocrity. Many characteristics considered essential for economic prosperity are lacking. Per capita income and educational achievement levels are lower than statewide averages. Transportation is dependent upon highways and many existing routes provide a very low level of service.

On the other hand, the area has adequate industrial and recreational potential to insure …

A Rock Evaluation Schema For Transporting Planning In Kentucky, C. D. Tockstein, M. W. Palmer May 1974

A Rock Evaluation Schema For Transporting Planning In Kentucky, C. D. Tockstein, M. W. Palmer

Kentucky Transportation Center Research Report

The initial goal was to devise an engineering classification system for intact rock samples based on simple index tests which could be used to categorize Kentucky surface and near-surface rock types and assist Kentucky Department of Transportation personnel in planning for transportation facilities. While conducting the literature survey, several facts become apparent:

  1. a large number of rock classification systems, geologic and technical, general and specific, already existed;
  2. an equally large number of index tests had been devised; and
  3. there was a lack of communication among those involved in specialized areas of rock-related work (geologists, civil engineers, mining engineers, etc.), and, …

Seasonal Changes In Water Quality And Primary Productivity In Doe Valley Lake, Edmond J. Bacon, Stuart E. Neff Mar 1974

Seasonal Changes In Water Quality And Primary Productivity In Doe Valley Lake, Edmond J. Bacon, Stuart E. Neff

KWRRI Research Reports

Primary productivity and water quality were studied in Doe Valley Lake, a 147-hectare impoundment on Doe Run, a spring-fed stream in Meade County, Kentucky, from 13 June 1969 to 31 July 1972. Doe Valley Lake is monomictic during most winter seasons, but it is dimictic during more severe winters because of its morphometry and location on the borderline climatic region for dimictic lakes (37° N latitude). Oxygen depletion in the hypolimnion is severe, and anaerobic conditions usually prevail by late June. A hypolimnetic areal deficit of 0.038 mg/cm2/day was calculated. Supersaturation of oxygen in the epilimnion was common, …

Recommendations For Implementation Of Uniform Project Identification From The Upi Task Force, Herbert F. Southgate Jan 1974

Recommendations For Implementation Of Uniform Project Identification From The Upi Task Force, Herbert F. Southgate

Kentucky Transportation Center Research Report

For years project identifications have been based upon county, section, subsection, and phase of work. While this system worked well in the beginning, overlay constructions, widening efforts, etc. have caused overlapping of projects to the point that identification of a given portion of a highway has become very difficult. Furthermore, each of the many separate phases of work has its own project number and may not be so readily identifiable as the succeeding work phase.

Management came to realize there was a need for a numbering identification system that would be readily understandable. The direct result was the development of …

Sociocultural Impact Of Reservoirs On Local Government Institutions, Philip Drucker, Jerry Eugene Clark, Lesker Dianne Smith Oct 1973

Sociocultural Impact Of Reservoirs On Local Government Institutions, Philip Drucker, Jerry Eugene Clark, Lesker Dianne Smith

KWRRI Research Reports

This study of the probable sociocultural impact of a proposed reservoir in central Kentucky on the institutions of local governments of a community adjacent to the reservoir utilizes anthropological concepts of social values and cultural and social change as well as anthropological research techniques. Data on observed impact on the same institutions in communities adjacent to two recently completed Kentucky reservoirs permit inferences as to probable directions and extent of reservoir-related change. Specific aspects of impact considered include: effects of reduction of the county tax base due to Federal acquisition of lands, including necessity for increased severity of taxes and …

Financial Screening In Criminal Cases—Impractical And Irrelevant, William H. Fortune

Law Faculty Scholarly Articles

In 1970 Chief Justice Burger, commenting on the work of the ABA Advisory Committee, compared the criminal justice system to a three-legged stool, one leg the judge, the second leg the prosecution, and the third leg the defense lawyer: "We concluded very quickly that that third leg in this context was as essential as the third leg of a stool. We have not quite said it ought to be jurisdictional that you have three parts to this enterprise but we have come very, very close to it." It is time to admit the overriding social need for attorney representation and …

Land Use Controls In Coastal Areas, Richard C. Ausness

Law Faculty Scholarly Articles

Prolonged exploitation of coastal resources has caused extensive ecological harm. The alarming decline in the condition of the marine environment has become a matter of serious public concern. This Article will examine some of the environmental problems of the coastal zone and the resulting institutional responses. The first part will delineate a number of problems in the nation's coastal areas. The second part will review the doctrines of property law associated with the ownership of littoral land and their relation to land-use control measures. The third part will evaluate recent coastal management legislation. The fourth part will consider constitutional restraints …
