Understanding And Efficiently Managing Right-To-Take Challenges In Kentucky, Pam Clay-Young, Steve Waddle, Bryan Gibson
Understanding And Efficiently Managing Right-To-Take Challenges In Kentucky, Pam Clay-Young, Steve Waddle, Bryan Gibson
Kentucky Transportation Center Research Report
Executive Summary
Kentucky constitutional and statutory law requires that a fair process be in place to let a property owner challenge a condemnor’s right to acquire private property, including a right to appeal the initial decision. Property acquired by a condemnor must be for public use, and property owners have the right to an immediate and expedited hearing on right-to-take. Two of these requirements will remain in place regardless of statutory revisions: the requirement that property must be needed (i.e., not arbitrary) for public use, and the right to one appeal. Only an amendment(s) to the Kentucky Constitution would alter …

How Association With Physical Waste Attenuates Consumer Preferences For Rescue-Based Food, Anna De Visser-Amundson, John Peloza, Mirella Kleijnen
Marketing & Supply Chain Faculty Publications
In an effort to combat food waste, many firms have introduced rescue-based foods (RBFs), which are made from ingredients that are safe to eat but would otherwise be wasted, often due to aesthetic issues or oversupply. Although the benefits of RBF are varied, some firms adopt strategies that highlight RBF’s waste-reduction benefits, such as reduced landfill use or lower environmental impact. This research posits that when firms adopt strategies that highlight associations between physical waste and RBF, those associations can generate negative mental imagery, which can trigger disgust and mitigate positive consumer attitudes toward RBF. When such associations are not …

Insights Into The Molecular Evolution Of Fertilization Mechanism In Land Plants, Vijyesh Sharma, Anthony J. Clark, Tomokazu Kawashima
Plant and Soil Sciences Faculty Publications
Land plants have evolved successive changes during their conquest of the land and innovations in sexual reproduction have played a major role in their terrestrialization. Recent years have seen many revealing dissections of the molecular mechanisms of sexual reproduction and much new genomics data from the land plant lineage, including early diverging land plants, as well as algae. This new knowledge is being integrated to further understand how sexual reproduction in land plants evolved, identifying highly conserved factors and pathways, but also molecular changes that underpinned the emergence of new modes of sexual reproduction. Here, we review recent advances in …

Kentucky’s Division of Driver Licensing maintains the driver history records for all licensed drivers in Kentucky. It serves as the state driver licensing agency and is the locus for meeting the federal CDL requirements under 49 CFR 384. Kentucky relies on FMCSA’s Commercial Driver’s License Program Implementation (CDLPI) grant funding to subsidize salaries for Federally Funded Temporary Labor (FFTL). FFTLs verify and process documents as well as field phone calls from customers. DDL administrators say they cannot meet the CDL reporting timeframes without FFTL labor, but the agency is not able to fund temporary or full-time staff members on its …

Evaluation Of The Kentucky Transportation Cabinet’S Maintenance Rating Program, Bryan Gibson, Rachel Catchings, Vinh Dao, Doug Kreis
Kentucky Transportation Center Research Report
The Kentucky Transportation Cabinet (KYTC) relies on its Maintenance Rating Program (MRP) to systematically measure conditions on state-owned roads and rights of way. Every year, the Cabinet evaluates 300-400 road segments in each of its highway districts. Segments receive aggregate scores ranging from 0 to 100, with the target score being 80. This report appraises the MRP and discusses potential strategies for its improvement. Compared to asset management programs established at other state transportation agencies, KYTC’s performs quite well. Between 1999 and 2019, MRP data show that scores improved across all road types. In 2011, the average score for all …

Economic And Environmental Benefits Of A Reduced Roadside Mowing Program For Kentucky Highways, Chris Van Dyke, Candice Wallace, Doug Kreis
Kentucky Transportation Center Research Report
A growing number of state departments of transportation (DOTs) are introducing conservation mowing programs that aim to reduce the frequency of roadside mowing while expanding the footprint of pollinator habitat. Wanting to get a better handle on the utility conservation mowing, the Kentucky Transportation Cabinet (KYTC) funded this study to explore the economic and environmental benefits that accrue from mowing less often. This report presents a synthesis of best conservation mowing practices based on a review of landscape management policies, programs, and procedures in use at 15 state DOTs. Most agencies divide the roadside into discrete management zones. While they …

State transportation agencies (STAs) strive to deliver highway projects on time and on budget. Utility relocations are frequently cited as a primary reason for delays. This report describes a new approach for enhancing the alignment of utility coordination and design. Researchers crafted this new approach based on the findings of a literature review, an evaluation of how utility coordination milestones and project development milestones are currently aligned at the Kentucky Transportation Cabinet (KYTC), and the experiences of other STAs. KYTC should use this guidance to facilitate implementation of the new approach and an associated Utility Coordination Training and Certification Program. …

BACKGROUND: Recommended annual diabetic retinopathy (DR) screening for people with diabetes has low rates in the USA, especially in underserved populations. Telemedicine DR screening (TDRS) in primary care clinics could expand access and increase adherence. Despite this potential, studies have observed high variability in TDRS rates among clinics and over time, highlighting the need for implementation supports. Previous studies of determinants of TDRS focus on patients' perspectives, with few studies targeting upstream multi-level barriers and facilitators. Addressing this gap, this qualitative study aimed to identify and evaluate multi-level perceived determinants of TDRS in Federally Qualified Health Centers (FQHCs), to inform …

Patients with advanced-stage gastroenteropancreatic neuroendocrine tumors (GEP-NETs) have a poor overall prognosis despite chemotherapy and radiotherapy (e.g., peptide receptor radionuclide therapy (PRRT)). Better treatment options are needed to improve disease regression and patient survival. The purpose of this study was to examine a new treatment strategy by combining PI3K/mTOR dual inhibition and radiotherapy. First, we assessed the efficacy of two PI3K/mTOR dual inhibitors, PF-04691502 and PKI-402, to inhibit pAkt and increase apoptosis in NET cell lines (BON and QGP-1) and patient-derived tumor spheroids as single agents or combined with radiotherapy (XRT). Treatment with PF-04691502 decreased pAkt (Ser473) expression for up …

Centralized Thermal Stress Oriented Dispatch Strategy For Paralleled Grid-Connected Inverters Considering Mission Profiles, Luocheng Wang, Tiefu Zhao, Jiangbiao He
Electrical and Computer Engineering Faculty Publications
One of the major failure causes in the power modules comes from the severe thermal stress in power semiconductor devices. Recently, some local control level methods have been developed to balance the power loss, dealing with the harsh mission profile, in order to reduce the thermal stress. However, there is not any specific system level strategy to leverage these local control level methods responding to the multiple inverters situation. Besides, the impacts of these methods on the thermal cycle and lifetime of the power modules in the long-term time scale have not been evaluated and compared yet. Hence, in this …

Formins Control Dynamics Of F-Actin In The Central Cell Of Arabidopsis Thaliana, Mohammad F. Ali, Tomokazu Kawashima
Plant and Soil Sciences Faculty Publications
In the female gamete of flowering plants, sperm nuclear migration is controlled by a constant inward movement of actin filaments (F-actin) for successful fertilization. This dynamic F-actin movement is ARP2/3-independent, raising the question of how actin nucleation and polymerization is controlled in the female gamete. Using confocal microscopy live-cell imaging in combination with a pharmacological approach, we assessed the involvement of another group of actin nucleators, formins, in F-actin inward movement in the central cell of Arabidopsis thaliana. We identify that the inhibition of the formin function, by formin inhibitor SMIFH2, significantly reduced the dynamic inward movement of F-actin …
