Citizen participation is a manifestation of people empowerment, an effort to improve people’s ability in decision making, as well as an attempt to control society’s own future. Local government in Semarang is aware of such urgency of participation and thus establishes the Center of Public Service Complaint Management (CPSCM) as an institution to coordinate, implement, and manage people’s complaints of public service. This research uses qualitative approach with Amstein’s ladder of citizen participation, and Burns, Hambleton & Hogget’s ladder of citizen empowerment as the main theories. This research aims to analyze factors that influence the effectiveness of CPSCM as an …

Time Perspective And Psychological Problems Among Adolescents Affected By Violent Conflict In Indonesia, Sherly Saragih Turnip
Makara Human Behavior Studies in Asia
Conflicts and wars in several areas in Indonesia have caused a large number of Internally Displaced Persons (IDPs). IDPs adolescents are a vulnerable group for developing psychological problems. There was a concern about the form of time perspective that these adolescents have and its relationship with the occurrence of psychological problems in the future. However, there is a lack of studies of internally displaced persons that assess the relationship between psychological distress and time perspective in low income countries. The study aim was to assess psychological status and time perspective of adolescents who were affected by violent conflict in Indonesia. …

Ionic Liquids: Preparations And Limitations, Ahmad Adlie Shamsuri, Dzulkefly Kuang Abdullah
Makara Journal of Science
Ionic liquids are considered as an ideal alternative to volatile organic solvents and chemical industries in the future, because they are non-volatile. Ionic liquids are also considered as new novel chemical agents and widely regarded as a greener alternative to many commonly used solvents. Ionic liquids have been studied for a wide range of synthetic applications and have attracted considerable interest for use as electrolytes in the areas of organic synthesis, catalysis, solar cell, fuel cells, electrodeposition and supercapacitors. However, some ionic liquids suffer from more or less some drawbacks such as toxicity, preparation and high cost in the process …

Isolation of cDNA Fragment of Gene Encoding for Actin from Melastoma malabthricum. M. malabathricum grows well in acidic soil with high Al solubility, thereby it can be used as a model plant for tolerance to aluminum and acid stresses. Actin is housekeeping gene used as an internal control for gene expression analysis. The objective of this research was to isolate and clone the cDNA fragments of MmACT encoding for actin of M. malabathricum. Total RNA was isolated and used as the template for cDNA synthesis by reverse transcription. Four cDNA fragments of MmACT, called MmACT1, MmACT2, MmACT3, and MmACT4, had …

Computation Of Natural Convection In A Porous Parallelogrammic Enclosure With A Magnetic Field, Habibis Saleh, Sri Basriati, Ishak Hashim
Makara Journal of Science
Detailed numerical calculations are presented in this paper for natural convection in a porous parallelogrammic enclosure with a magnetic field. The inclined walls are maintained isothermally at different temperatures. The top and bottom horizontal straight walls are kept adiabatic. To simplify the effort in matching the grid mesh with the inclined walls of the parallelogrammic region/geometry, the computational domain is mapped onto a rectangular shape using a non-linear axis transformation. Transport equations are modeled by a stream-vorticity formulation then expressed in the new coordinate system and solved numerically by a finite difference method. Based upon the numerical predictions, we found …

The visualization of plant growth modeling using computer simulation has rarely been conducted with Lindenmayer System (L-System) approach. L-System generally has been used as framework for improving and designing realistic modeling on plant growth. It is one kind of tools for representing plant growth based on grammar sintax and mathematic formulation. This research aimed to design modeling and visualizing plant growth structure generated using L-System. The environment on modeling design used three dimension graphic on standart OpenGL format. The visualization on system design has been developed by some of L-System grammar, and the output graphic on three dimension reflected on …

Remote Sensing and Geographical Information System to Identify Drought Potency. Kebumen regency was drought in year 2008, community clean water shortages and irrigation water following a decline in water resources. The use of remote sensing data and GIS can be used to identify the potential for drought-prone areas. Transformation of Landsat TM satellite imagery to obtain the brightness index, wetness index and vegetation index used to determine surface conditions in relation to drought. Brightness index and wetness index derived from the tasseled cap modifications, while the vegetation index derived from normalized difference vegetation index (NDVI) values. Other parameters such as …

Climate And Culture Changes, Lessons, And Challenges, Yunita T. Winarto
Wacana, Journal of the Humanities of Indonesia
From generation to generation over the centuries, people in all parts of the world have developed adaptive social-cultural institutions and strategies of natural resource management based on the intimate relationship they had with their environment. At present, recent global warming is threatening people's lives. Unfortunately, climate change is a natural phenomenon which is neither easy to observe, nor to predict and anticipate accurately. In many places, local people can no longer rely on earlier experiences and existing socio-cultural institutions to adjust to unprecedented changes. We are in urgent need of specific efforts to re-interpret and enrich our knowledge of this …

Data For Lexicography; The Central Role Of The Corpus, Allan F. Lauder
Wacana, Journal of the Humanities of Indonesia
This paper looks at the nature of data for lexicography and in particular on the central role that electronic corpora can play in providing it. Data has traditionally come from existing dictionaries, citations, and from the lexicographer's own knowledge of words, through introspection. Each of these is examined and evaluated. Then the electronic corpus is considered. Different kinds of corpora are described and key design criteria are explained, in particular the size of corpus needed for lexicography as well as the issue of representativeness and sampling. The advantages and disadvantages of corpora are weighed and compared against the other types …

Aspect And Modality In Indonesian; The Case Of "Sudah", "Telah", "Pernah", And "Sempat", Philippe Grangé
Wacana, Journal of the Humanities of Indonesia
In this paper, I describe four Indonesian aspect markers, sudah, telah, pernah, and sempat, showing that the main opposition between them relies not only on their aspectual meanings, but also on the various modalities they express. The opposition between the very frequent markers sudah and telah is analysed in detail. The syntactic and semantic survey shows that these two markers are not synonyms in most contexts.

The recent Burma election has drawn international criticism for its aim to legitimize the prolonged reign of military's role in militarized civilian role. While there have been different responses from ASEAN and neighbouring countries, transnational civil society in the region reacted along similar tone of condemnation. The ultimate goal of this essay is to analize how both sides played their role on the issue of Burma’s transition and how they reacted to the election itself. The result indicates that ASEAN arid neighboring countries remain incoherent and rather faible on their political support to democracy in Burma, given conflict of interests …
