Over forty years ago, Joseph Stalin outlined to his senior naval officers his ideas for a new and powerful Soviet fleet. Among the ships he suggested for that fleer was the aircraft carrier, whose dominance in naval warfare had yet to be established-and, in fan, was not clearly demonstrated until the Battle of Midway. Stalin never lived to see his hopes fulfilled bur, if Navy testimony and intelligence reports prove accurate, the Soviet fleet will unveil its first large, fixed-wing aircraft carrier some time near the end of this decade.

Although considerable attention has been given to "tactical" nuclear warfare by some people in the U.S. Navy in the last 2 years, the Navy remains woefully deficient in this increasingly important area of operations. To be sure, the Chief of Naval Operations has directed the service to improve itself in this direction. He has established an office in Opnav, Op-65, that is directly responsible for nuclear warfare at seat for appropriate weapons development. and for the employment of those weapons. Additionally, he has established a new program manager, PM-23, in the Naval Material Command, also responsible for nuclear warfare considerations.

Most dictionaries define the fourth dimcnsmn as time, however, some military writings refer to a fourth dimension of military endeavor beyond the three traditional ones of sea, air and land. That dimension is the electromagnetic spectrum. The two concepts rnay, at first glance appear to have little in common with each other but, in fact, they are closely related. The battle for the electromagnetic spectrum is, in many respects, a battle for time.

In revolutionizing war at sea, the submarine exerted a decisive influence on politics ashore, Germany's resort to unrestricted submarine warfare provoked American entry into World War I. The German Government's wager that strangling British seaborne communications would force Great Britain from the war, leaving France to bleed to death alone before American assistance arrived, proved to be a disastrous miscalculation.

A great source of the strength of the Naval War College (NWC) program is in its faculty. It is an unusual faculty in several ways. First, because it teaches both levels of advanced professional military education-the College of Naval Warfare and the College of Naval Command and Staff-colocated in Newport as component units of the Naval War College. That enables us to use our faculty in a most efficient manner, because of the economics of using them twice rather than only once at the senior level. A number of authors lately have expressed proper concern about thereadiness of the US Navy to conduct warfare in a dimension other than the three conventional media: sea, air, and land.' This additional dimension, the electromagnetic spectrum, is as vital a battlefield in wartime as any of the other three, perhaps even more so. While Americans have consistently been in the forefront of the technical development of electronic warfare (EW) equipment, we have not, at the same time, been quick to exploit its operational utility across the entire spectrum of warfare.

In 1914 the brilliant and remarkably versatile English engineer, Frederick William Lanchester, published a series of articles which he later consolidated into a book entitled, Aircraft in Warfare: The Dawn of the Fourth Arm. The best-remembered result of his intellectual excursion into military theory is a simple mathematical expression of the principle of concentration, called the "n-square Law," that defines what Lanchester called the relative "fighting strengths" of military forces in terms of their "numerical strengths" and the "fighting values," of the individual units.

In the summer of 1982 there was an apparent shift in Soviet views on the future potential for combating submarines. The following points, to be discussed in some detail, trace the perceived evolution of this shift.discussed in some detail, trace the perceived evolution of this shift. From the early 1970s, Soviet emphasis had been on the submarine's great capacity for concealment and the decreasing cost-effectiveness of antisubmarine warfare (ASW) as a "law-governed" trend extending into the foreseeable future.
