If peacetime is defined generously as virtually every state short of all-out war, the use of naval force in such a state presents a subject of immense scope. For, contrary to some of the more alarmist media, peace-if sometimes a little hot-is the normal condition, Armed forces discharge most of their functions without warfare and, indeed, short of the point at which any shooting takes place. This has certainly been a longstanding characteristic of navies.

International Law Studies
In the contemporary period, many military forces rely heavily on space-based assets to conduct operations across a wide spectrum of contexts. Such reliance necessarily exposes a correlative vulnerability that such assets may be degraded or destroyed, especially in a time of armed conflict. However, the legal framework that governs military action in space during a time of armed conflict is not well explored. This article examines the interaction between International Humanitarian Law (IHL) and the Outer Space legal regime. Harmonization of legal regimes is a goal of any reconciliation project, although such harmonization may not always be readily possible. In …

Twenty years ago the United States unilaterally disbanded its biological warfare program. According to the wisdom of that time, germs and toxins were crude, uncontrollable weapons of little military value.1 In recent times, however, analysts have begun to warn that biological agents are now poised to become flexible weapons perhaps "even more dangerous" than nuclear arms.2

Until the development of nuclear fission, no weapon of war had generated more public controversy than the submarine. Calls for its abolition and/or treaty restrictions on submarine operations and construction have been the staple of the 20th century disarmament movement. If this movement can be thought of as a coherent historical trend with its origin in The Hague Conferences of 1898 and 1907, its development has been a contemporary parallel to that of the submarine: from intellectual curiosity to a routine, powerful and exploitable political force.
