Democracy By Design: The Institutionalization Of Community Participation Networks In Los Angeles, Christopher Weare
Democracy By Design: The Institutionalization Of Community Participation Networks In Los Angeles, Christopher Weare
Working Papers
The paper uses network theory to examine the institutionalization of community governance in Los Angeles. Since the Economic Opportunity Act of 1964 mandated the created of neighborhood level bodies to foster “maximum feasible participation” in program development and implementation, we have witnessed rapid growth in local participative bodies. Their success in developing legitimacy and promoting government accountability, however, has been highly varied. Scholars have attributed this variation to a number of centralized design features (e.g. the degree of political support, the provision of organizational resources, the training for participants) and community characteristics (e.g. social capital, community capacity, SES). Others point …

Spatial interdependence, the interdependence of outcomes across units, is theoretically and substantively ubiquitous and central across the social sciences. The empirical clustering of outcomes on some dimension(s), spatial association, is also obvious in most contexts. However, outcomes may exhibit spatial association for three distinct reasons. Units may be responding similarly to similar exposure to similar exogenous internal/domestic or external/foreign stimuli (common exposure), and/or units’ responses may depend on others’ responses (contagion). A third possibility arises when the putative outcome affects the variable along which clustering occurs (selection: e.g., homophily). Severe empirical difficulties confront the accurate estimation and distinction of these …

This Comment argues that the ways in which disparities between wrongful pregnancy and wrongful birth claims are handled by judges has set up a subconscious bias against those who are born with genetic, developmental or other defects. This article proposes that the current distinctions among such claims be abolished in favor of other alternatives that actually carry out the stated goals of the judges making these decisions: respect for all human life. To do so, judges must abolish the distinctions between wrongful life and wrongful pregnancy claims because they ignore the benefits disabled children bestow on their parents. These distinctions …

Normal Modes In Model Jammed Systems In Three Dimensions, Leo Silbert, Andrea J. Liu, Sidney R. Nagel
Normal Modes In Model Jammed Systems In Three Dimensions, Leo Silbert, Andrea J. Liu, Sidney R. Nagel
Publications
Vibrational spectra and normal modes of mechanically stable particle packings in three dimensions are analyzed over a range of compressions, from near the jamming transition, where the packings lose their rigidity, to far above it. At high frequency, the normal modes are localized at all compressions. At low frequency, the nature of the modes depends somewhat on compression. At large compressions, far from the transition, the lowest-frequency normal modes have some plane-wave character, though less than one would expect for a crystalline or isotropic solid. At low compressions near the jamming transition, the lowest-frequency modes are neither plane-wave-like nor localized. …
Partisan Webs: Information Exchange And Party Networks, Gregory Koger, Seth Masket, Hans C. Noel
Partisan Webs: Information Exchange And Party Networks, Gregory Koger, Seth Masket, Hans C. Noel
Working Papers
What is a party? We argue that the formal party apparatus is only one part of an extended network of interest groups, media, 527s, and candidates. We systematically measure a portion of this network by tracking transfers of names between political organizations. Our analysis reveals two distinct and polarized networks corresponding to a more liberal Democratic group and a more conservative Republican group. Formal party organizations, like the Democratic National Committee and the Republican National Committee, tend to receive information within their respective networks, which suggests that other groups serve to funnel information toward the formal party.
The Anatomy Of President Barack Obama's General Election Victory In Illinois, John S. Jackson
The Anatomy Of President Barack Obama's General Election Victory In Illinois, John S. Jackson
The Simon Review (Occasional Papers of the Paul Simon Public Policy Institute)
On November 4, 2008 the junior Senator from Illinois, Barack Obama, was elected the 44th President of the United States. Obama was the first president to be elected from Illinois since the Civil War era. Of course, Abraham Lincoln was the first and the most famous, and the 16th president was also the first Republican ever to be elected president since the party was only born in 1854. Given Lincoln’s stature and reputation as one of the greatest, and perhaps the greatest president in American history, it is not surprising that Obama took every opportunity available during his campaign to …

Social Networks And Correct Voting, Scott D. Mcclurg, Anand E. Sokhey
Working Papers
Decades of research suggest that social interaction influences opinion formation and affects voting behavior. However, recent work concerning the nexus between deliberation and democratic practice--particularly in the American context--has re-focused attention on the normative consequences of socially-driven political behavior. Among the most common criticisms of interpersonal networks are that most people have very insular social circles, and that when they do not they are unlikely to engage in politics. In this paper we provide evidence that such pessimistic assessments are unwarranted, though for somewhat unexpected reasons. Using data from the American Component of the 1992 Cross-National Election Project and the …
