Geospatial Modeling For A Surface Hydrology Analysis In The West Part Of The Sierra De Juarez, Chihuahua, Mexico, Ernestor Esparza Et Al.
2007
The present study refers to the regime of maximum water runoffs applicable to the streams that discharge to the Rio Grande/Rio Bravo, originating from the Sierra de Juarez, Chihuahua, Mexico. The study sets up the maximum discharges and its corresponding hydrographs for return periods, from two to 100 years. The objective of this document is to integrate the Geographical Information System (GIS) and the prediction water runoff model WIN TR-55 to help in the making decisions process by viewing techniques and the results analysis of the model. A secondary objective of this study is to provide reliable information for preserving …
Incorporating Flood Vulnerability To The Water Poverty Index In The Juarez Municipality, Angélica Herrera Castelazo Et Al.
Incorporating Flood Vulnerability To The Water Poverty Index In The Juarez Municipality, Angélica Herrera Castelazo Et Al.
2007
The objective of this study is to incorporate the concept of flood risk vulnerability as a variable into the Water Poverty Index (WPI), developed by Lawrence et al (2002). The distribution and availability of water resources vary considerably from region to region due to geographical, hydrological and socioeconomic factors. The WPI integrates information from parameters applied to a country, these parameters include: water volume per capita of surface and groundwater resources; capacity of the country to accomplish its agricultural, industrial, and urban water demands; the potential for buying, managing and treating this resource; efficiency in domestic, agricultural and industrial water …

Party Competition In Illinois: Republican Prospects In A Blue State, John S. Jackson, Paul Gottemoller
Party Competition In Illinois: Republican Prospects In A Blue State, John S. Jackson, Paul Gottemoller
The Simon Review (Occasional Papers of the Paul Simon Public Policy Institute)
Campaigns and elections in Illinois are always interesting and exciting spectacles. They are full of colorful characters, great plots, and unexpected twists to the story line. Each election brings new characters and different stories, but each builds on the rich tradition and culture of a big and diverse state which takes its politics and politicians quite seriously. A state which over the last half century has produced such notables as Everett Dirksen, Paul Douglas, Adlai Stevenson, Jr., Charles Percy, Paul Simon, Alan Dixon, Richard Ogilvie, Dan Walker, Dan Rostenkowski, Richard J. Daley, Harold Washington, Richard M. Daley, Russell Arrington, Phil …

Foreign Aid As Prize: Incentives For A Pro-Poor Policy, Tejashree Sayanak, Sajal Lahiri
Foreign Aid As Prize: Incentives For A Pro-Poor Policy, Tejashree Sayanak, Sajal Lahiri
Economics Discussion Papers
We develop a theoretical model of foreign aid to analyze a method of disbursement of aid which induces the recipient government to follow a more pro-poor policy than it otherwise would do. In our two-period model, aid is given in the second period and the volume of it depends on the level of wellbeing of the target group in the first period. We find that this way of designing aid does increase the welfare of the poor. We also consider the situations where the donor and the recipient governments act simultaneously as well as sequentially, and find that by moving …

Rome wasn't built in a day, nor was an online collection of 105 years' worth of association publications. But a team of Georgia librarians had the stamina for a marathon project that lasted 2 years. Members even built their own digital library system along the way, and so far, the finished site has logged more than 65,000 unique visits.

Diversity, Distribution And Indigenous Uses Of The Hypericum Species In Indian Himalayan Region, Jitendra S. Butola, Shreekar Pant, S. S. Samant
Ethnobotanical Leaflets
The genus Hypericum is known worldwide for its traditional and modern uses. Therefore, an attempt has been made to assess the diversity, distribution and indigenous uses of the species of this genus in the Indian Himalayan Region (IHR). A total of 27 species of Hypericum were recorded from the IHR, of these 17 were economically important. Thirteen species were native to the Himalayan region, 3 were endemic and 6 were near endemic species. Amongst the species, Hypericum perforatum was the most valued species used for fuel, fodder, dying and medicine, and for the extraction of hypericin. Due to over exploitation …

Downscaling Daily Maximum And Minimum Air Temperature In The Midwestern Usa: A Hybrid Empirical Approach, Justin T. Schoof, S C. Pryor, S M. Robeson
Downscaling Daily Maximum And Minimum Air Temperature In The Midwestern Usa: A Hybrid Empirical Approach, Justin T. Schoof, S C. Pryor, S M. Robeson
Publications
A new hybrid empirical downscaling technique is presented and applied to assess 21st century projections of maximum and minimum daily surface air temperatures (Tmax, Tmin) over the Midwestern USA. Our approach uses multiple linear regression to downscale the seasonal variations of the mean and standard deviation of daily Tmax and Tmin and the lag-0 and lag-1 correlations between daily Tmax and Tmin based on GCM simulation of the large-scale climate. These downscaled parameters are then used as inputs to a stochastic weather generator to produce time series of the daily Tmax and Tmin at 26 surface stations, in three time …

Coarsely resolved surface air temperature (2 m height) seasonal integrations from the Florida State University/Center for Ocean-Atmospheric Prediction Studies Global Spectral Model (FSU/COAPS GSM) (~1.8º lon.-lat. (T63)) for the period of 1994 to 2002 (March through September each year) are downscaled to a fine spatial scale of ~20 km. Dynamical and statistical downscaling methods are applied for the southeastern United States region, covering Florida, Georgia, and Alabama. Dynamical downscaling is conducted by running the FSU/COAPS Nested Regional Spectral Model (NRSM), which is nested into the domain of the FSU/COAPS GSM. We additionally present a new statistical downscaling method. The rationale …
A Framework To Assess State Support Of Certified Organic Farming, Shauna M. Bloom, Leslie Duram
A Framework To Assess State Support Of Certified Organic Farming, Shauna M. Bloom, Leslie Duram
Publications
Support for organic farming varies from state to state, and there have been few attempts to document what types of support currently exists. This research assesses regionally specific and relevant support available to organic farmers at the state level. This exploratory study develops a framework of ten key categories of organic agricultural support: leadership, policy, research, technical support, financial support, marketing and promotion, education and information, consumer issues, inter-agency activities, and future developments. Data from state departments of agriculture, land grant universities, extension services, and other state-level agencies provide the basis for a numerical assessment of support in each category. …

The Making Of A Senator: Barack Obama And The 2004 Illinois Senate Race, John S. Jackson
The Making Of A Senator: Barack Obama And The 2004 Illinois Senate Race, John S. Jackson
The Simon Review (Occasional Papers of the Paul Simon Public Policy Institute)
The 2004 U.S. Senate race in Illinois may prove to be one of the most significant in American history. Perhaps not since the Senate election of 1858, when Stephen Douglas defeated Abraham Lincoln, has one Senate election had such an impact on the national leadership cadre. Although Lincoln lost the election, his speeches and debates with Douglas over slavery and the future of the Union ensured his place as a national leader of the young Republican Party and then as a leading contender for the Republican nomination in 1860 (Goodman, 2005).
The Water Infrastructure Challenge In Victoria, Robyn Mcleod
The Water Infrastructure Challenge In Victoria, Robyn Mcleod
2006
Water resources, and the infrastructure to sustainability manage these resources, are a priority for the Victorian State Government. Prolonged drought, projected population growth, combined with the potential impact of climate change and the economic importance of industry and agriculture to the economic prosperity of the State, emphasise the importance of investment in innovative and efficient water infrastructure systems.
The Impacts Of Land Use Change On Water Resources And Traditional Acequia Culture In Northern New Mexico, Marquita Ortiz Et Al.
The Impacts Of Land Use Change On Water Resources And Traditional Acequia Culture In Northern New Mexico, Marquita Ortiz Et Al.
2006
Rural areas throughout the western United States are undergoing rapid and far-reaching land use changes that impact water management, riparian ecosystems, and traditional cultures. Impacts to water resource use and management include: potential risks of groundwater contamination due to increased numbers of single household septic systems, potential overdraft of groundwater resources, surface water quality impacts, and changes in the distribution of water supplies from agricultural to municipal/industrial uses. In northern New Mexico, the acequia water use regime and attendant acequia-related cultural values are at particular risk due to increasing urbanization pressures and the potential impacts on actual water use, water …
Moving Towards More Efficient Water Markets: Institutional Barriers And Innovations, Charles W. Howe
Moving Towards More Efficient Water Markets: Institutional Barriers And Innovations, Charles W. Howe
2006
In the western U.S., one finds a few water markets that function quite efficiently from an economic point of view. Most water markets, some operational for over a hundred years, are highly imperfect, characterized by high transaction costs, asymmetric information on buyer & seller sides, long administrative or legal processes, and excessive brokerage fees. The question is What features of the relatively efficient water markets account for their success and how many of these features can be carried over to the larger set of inefficient water markets?. What changes in the legal and institutional frameworks would be required? Examples will …
Canada's Water In A Continental Context, Frank Quinn
Canada's Water In A Continental Context, Frank Quinn
2006
This presentation considers water export proposals between, and the pattern of existing interbasin diversions within, Canada and the United States in the latter half of the 20th century. Neither appears to have much potential for growth, because of a fundamental shift in developed economies from water supply to demand management. But trend is one thing, destiny another. Canadians, and their American neighbors in the Great Lakes basin, continue to pursue legislative protection for their water heritage over the long term.

An Update On The Tamu Interdisciplinary Graduate Water Degree, Valeen Silvy, Ronald A. Kaiser
2006
Water is a keystone natural resources in Texas required to sustain human life, a viable economy and a livable environment. Over the past 50 years, population growth and shifts, economic development, technologic innovation and changing political systems have intensified competition for Texas water resources necessitating a greater emphasis on the integrative and adaptive management. In response to this challenge Texas A&M University instituted in 2005 an interdisciplinary graduate degree program in water management and hydrologic sciences. The following outlines the curriculum, administrative structure, current and projected student enrollment for the program.
The Dominant Water Estate, Olen Paul Matthews
The Dominant Water Estate, Olen Paul Matthews
2006
The United States and other common law countries have a rich tradition of protecting property rights in land. In fact in earlier times these land rights included water as part of the right. Remnants of this are still visible in the riparian rights doctrine for surface water and in some ground water doctrines. Traditionally land use practices were protected even when they interfered with water usage. But in dry areas the dominance of land rights over water rights does not make sense. Water is more valuable than land in arid locations. Shouldn’t water be protected from land use practices that …
