Hayek's essay 'Why I am not a Concervative' first appeared in 1960 as the final chapter of his treatise, The Constitution of Liberty. Strictly speaking, it was not really a concluding chapter; it was presented as a 'postscript' to the main text-a text whose concern was to articulate and elaborate upon the fundamental principles of classical liberalism. In this postscript Hayek attempted a task which the main treatise did not take up: to explain how the principles of classical liberalism set it apart from the conservatism with which it seemed to have so much in common.

Using data accumulated by the CLEO I detector operating at the Cornell Electron Storage Ring, we have measured the ratio R=Γ(τ→eν¯eντ)Γ1 where Γ1 is the τ decay rate to final states with one charged particle. We find R=0.2231±0.0044±0.0073 where the first error is statistical and the second is systematic. Together with the measured topological one-charged-particle branching fraction, this yields the branching fraction of the τ lepton to electrons, Be=0.192±0.004±0.006.

A number of training methods has been used within the offshore industry to impart safety knowledge and safe operating skills. In this paper a Knowledge-Based Safety Training architecture is proposed. The architecture uses both expert system and hypertext methods and is also applicable to plants other than offshore platforms. Special attention is given to the types of knowledge dealt with in safety training and how to represent this knowledge and teach it using various teaching strategies.

Many authors have identified the hazards of ignoring event-induced variance in event studies. To determine the practical extent of the problem, we simulate an event with stochastic effects. We find that when an event causes even minor increases in variance, the most commonly-used methods reject the null hypothesis of zero average abnormal return too frequently when it is true, although they are reasonably powerful when it is false. We demonstrate that a simple adjustment to the cross-sectional techniques produces appropriate rejection rates when the null is true and equally powerful tests when it is false.

This research hypothesizes important individual differences in response to promotions and tests for them using a cross-sectional multinomial logit choice model. Our hypotheses suggest interactions between individual brand preference and the effects of current promotion and past promotional purchase. To test for these interactions, we introduce a new method of measuring brand preference from past purchase data. The new method seeks to incorporate competitive purchase conditions as modifiers to observed brand purchase behavior in estimating consumer brand preference. A neural network expert system called adaptive connectionist expert system (ACES) which will learn adaptively from past experience is described. ACES is based on the neural logic network, which is capable of doing both pattern processing and logical inferencing. The authors discuss two strategies, pattern matching ACES and rule inferencing ACES. The pattern matching ACES makes use of past examples to construct its neural logic network and fine-tunes itself adaptively during its use by further examples supplied. Perceptions of environmental uncertainty and organizational control influence strategic behavior. As national culture influences these perceptions we expect to find cultural differences in interpretation and response to strategic issues. Given a case describing an issue concerning deregulation of the U.S. banking industry, managers completed questionnaires rating interpretations and responses to that issue. National culture was found to influence interpretation and responses. In particular, Latin European managers when compared with other managers were more likely to interpret the issue as a crisis and as a threat. Latin Europeans were also more likely to recommend proactive behavior. This study indicates that different …

An efficient semantic query optimization algorithm is proposed, in which all possible transformations are tentatively applied to the query. Instead of physically modifying the query, the transformation process classifies the predicates into imperative, optional or redundant. At the end of the transformation process, all the imperative predicates are retained while the redundant predicates are eliminated. Optional predicates are retrained or discarded based on the estimated cost/benefit of retaining them. The issue of the grouping of semantic constraints to reduce the overhead of retrieving constraints and checking whether each constraint is relevant to the current query is also addressed. We report new measurements of the branching fractions B ( B − → D 0 l − ¯ ν ) , B ( ¯ B 0 → D + l − ¯ ν ) , and B ( B − → D * 0 l − ¯ ν ) . The paper introduces the basic features of fuzzy neural logic network. Each fuzzy neural logic network model is trained from a set of knowledge in the form of examples using one of the three learning algorithms introduced. These three learning algorithms are the delta rule controlled learning algorithm and two mathematical construction algorithms, namely, the local learning method and the global learning method. Once the fuzzy neural logic network model is constructed, it is ready to accept any unknown input from the user. With a low percentage of mismatched features, output solution can be obtained.

Inclusive Production Of The Charmed Baryon C+ From E+E- Annihilations At S=10.55 Gev, P. Avery, Manoj Thulasidas

We report results on inclusive production of the charmed baryon Λc+ from e+e− annihilations at √s=10.5 GeV. Measurements are presented of the inclusive cross section times branching fraction for the continuum production of Λc+ as observed in six different decay modes, and of a new, improved value of the Λc+ mass. The inclusive cross section times the branching fraction into pK−π+ is measured to be 10.0±1.5±1.5 pb summed over all xp. The branching fractions of Λc+ into p¯K0, p¯K0π+π−, Λπ+, Λπ+π−π+, and Ξ−K+π+ relative to that into pK−π+ are measured to be 0.44±0.07±0.05, 0.43±0.12±0.04, 0.18±0.03±0.03, 0.65±0.11±0.12, and 0.15±0.04±0.03, respectively. The most important lessons to be learned from Professor Fisher's paper are that the ideologies central to American law have roots in religious thought and that the influence of ideologies can be found throughout American law, perhaps most especially in judicial decisions. A 2L-dimensional multiple phase-shift keyed (L×MPSK) signal set is obtained by forming the Cartesian product of L two-dimensional MPSK signal sets. A systematic approach to partitioning L×MPSK signal sets that is based on block coding is used. An encoder system approach is developed. It incorporates the design of a differential precoder, a systematic convolutional encoder, and a signal set mapper. Trellis-coded L×4PSK, L×8PSK, and L×16PSK modulation schemes are found for 1⩽L⩽4 and a variety of code rates and decoder complexities, many of which are fully transparent to discrete phase rotations of the signal set. This article attempts to demonstrate, via the famous Hart-Dworkin debate on the nature and functions of judicial discretion, that substantial jurisprudential disputes as well as theories can, and do, arise from misconceived critiques, whether intended or otherwise. It also seeks to show that, whilst Dworkin's initial critique of Hart was misconceived, his theory of adjudication that arose as a result of responses to his initial views is a positive contribution to learning, although I argue that Dworkin's views are not, in the final analysis, sufficiently persuasive to constitute a radical departure from Hart's own views.

A concatenated coding system using two-dimensional trellis-coded MPSK inner codes and Reed-Solomon outer codes for application in high-speed satellite communication systems was proposed previously by the authors (ibid., vol.37, no.5, p.420-7, May 1989). The authors extend their results to systems using symbol-oriented, multidimensional, trellis-coded MPSK inner codes. The concatenated coding systems are divided into two classes according to their achievable effective information rates. The first class uses multidimensional trellis-coded 8-PSK inner codes and achieves effective information rates around 1 b/dimension (spectral efficiency 2 b/s/Hz). A Direct Test Of Rock's Model Of The Pricing Of Unseasoned Issues, Francis Koh, Terry Walter

Unique data availability and institutional arrangements for new issues in Singapore allow a direct test of the empirical implications of Rock's model of pricing unseasoned new issues. Our empirical results are consistent with the model. Specifically we find that the unseasoned new issues' anomaly disappears when the rationing associated with new issues is incorporated into the analysis. The winner's curse is evident in allocation patterns used in Singapore.

A parity retransmission hybrid automatic repeat request (ARQ) scheme is proposed which uses rate 1/2 convolutional codes and Viterbi decoding. A protocol is described which is capable of achieving higher throughputs than previously proposed parity retransmission schemes. The performance analysis is based on a two-state Markov model of a nonstationary channel. This model constitutes a first approximation to a nonstationary channel. The two-state channel model is used to analyze the throughput and undetected error probability of the protocol presented when the receiver has both an infinite and a finite buffer size. This article explores how the mental models of organizational strategists determine perceptions of competing organizations and responses to competitive conditions. We first outline a cognitive perspective for discussing competitive strategy, and then use this framework to analyse the particular case of the Scottish knitwear industry. We show how the structure of that industry both determines and is determined by managerial perceptions of the environment. We conclude by drawing out a few general implications of our framework for research and theory on competitive strategy.

High-rate concatenated coding systems with bandwidth-efficient trellis inner codes and Reed-Solomon (RS) outer codes are investigated for application in high-speed satellite communication systems. Two concatenated coding schemes are proposed. In one the inner code is decoded with soft-decision Viterbi decoding, and the outer RS code performs error-correction-only decoding (decoding without side information). In the other the inner code is decoded with a modified Viterbi algorithm, which produces reliability information along with the decoded output. In this algorithm, path metrics are used to estimate the entire information sequence, whereas branch metrics are used to provide reliability information on the decoded sequence. …

Unjust enrichment is a theme common to most restitution cases in the United States. The theory of recovery is based on a justice principle the disgorgement of an unfairly obtained gain. The goal, in general, is to require the defendant to give up his gain rather than to compensate the plaintiff for a loss, as in a tort case, or to substitute damages for an unfulfilled expectancy, as in a contract case.
