Metaphor In/And/Of The Four Modernizations: The Discourse Of Pencil Sharpeners In Chinese Politics, William A. Callahan
Research Collection School of Social Sciences
"China" is a process of cultural revolutions that have dotted - sometimes with blood - its history. These cultural revolutions have been various attempts to establish a harmony in the Chinese world. Since the Opium Wars of the 1840s, the West has become a major ingredient in this harmony - the Four Modernizations Campaign.

Exclusive Hadronic B Decays To Charm And Charmonium Final States, Alam, M.; Et Al., M. Thulasidas
Research Collection School Of Computing and Information Systems
We have fully reconstructed decays of both B¯0 and B− mesons into final states containing either D, D*, D**, ψ, ψ’, or χc1 mesons. This allows us to obtain new results on many physics topics including branching ratios, tests of the factorization hypothesis, color suppression, resonant substructure, and the B−−B¯0 mass difference.

Identifying Faces Using Multiple Retrievals, Jian Kang Wu, Arcot Desai Narasimhalu
Research Collection School Of Computing and Information Systems
During a police investigation, officers often have to sort through hundreds of photographs to identify a suspect. To aid this task, we at the Institute of Systems Science developed and implemented a flexible database system that can retrieve faces using personal information, fuzzy and free-text descriptors, and classification trees.
A Place For The Privileged Will, Jack Tsen-Ta Lee
A Place For The Privileged Will, Jack Tsen-Ta Lee
Research Collection Yong Pung How School Of Law
Most people consider the proper distribution of their property on death a vitally important matter. For those who are elderly, ill or engaged in risky occupations, it is often urgent to get such things settled fast. But some people may be in circumstances where they cannot comply with the formal requirements for a valid will. The law has long recognized this concern in the case of soldiers and sailors by allowing them to create privileged wills. Many jurisdictions, including Singapore, have legislation to this effect. This article seeks to determine if there remains a place for the privileged will today. …
A Probabilistic Approach To Fault Diagnosis In Linear Lightwave Networks, Robert H. Deng, A. A. Lazar, W. Wang
A Probabilistic Approach To Fault Diagnosis In Linear Lightwave Networks, Robert H. Deng, A. A. Lazar, W. Wang
Research Collection School Of Computing and Information Systems
The application of probabilistic reasoning to fault diagnosis in linear lightwave networks (LLNs) is investigated. The LLN inference model is represented by a Bayesian network (or causal network). An inference algorithm is proposed that is capable of conducting fault diagnosis (inference) with incomplete evidence and on an interactive basis. Two belief updating algorithms are presented which are used by the inference algorithm for performing fault diagnosis. The first belief updating algorithm is a simplified version of the one proposed by Pearl (1988) for singly connected inference models. The second belief updating algorithm applies to multiply connected inference models and is …
User-Database Interface: The Effect Of Abstraction Levels On Query Performance, Hock Chuan Chan, Kwok Kee Wei, Keng Siau
User-Database Interface: The Effect Of Abstraction Levels On Query Performance, Hock Chuan Chan, Kwok Kee Wei, Keng Siau
Research Collection School Of Computing and Information Systems
A common classification of data models is based on their abstraction levels: physical, logical and conceptual. The user-database interaction can be similarly classified. For the conceptual-level interaction, the user and the database exchange information on the user's world, e.g., information of entities, relationships, and attributes. For the logical-level interaction, the user and the database communicate based on concepts in the database system, e.g., relations and join operations. We expect users to be familiar with concepts in their world but not the concepts in the database system. This is especially so for infrequent or naive database users. The conceptual level should …
Asynchronous Transaction Commitment In Federated Database Systems, San-Yih Hwang, Ee Peng Lim, Jaideep Srivastava
Asynchronous Transaction Commitment In Federated Database Systems, San-Yih Hwang, Ee Peng Lim, Jaideep Srivastava
Research Collection School Of Computing and Information Systems
We propose a new (and restricted) model for global transactions which allows asynchronous commitment of subtransactions. Our model requires each global transaction to have a fixed structure with update to the data in at most one database. Based on this transaction model, we present two concurrency control algorithms, namely Asynchronous Site Graph and Asynchronous VirtGlobalSG, which employ asynchronous commitment and achieve global serializability. Compared to other proposed algorithms, our algorithms employ asynchronous commitment so as to increase transaction performance. Furthermore, our algorithms do not put restrictions on transaction data access or local histories.
Share-Price-Changes-Volume Relation On The Singapore Equity Market, David K. C. Lee, Mohamed Ariff
Share-Price-Changes-Volume Relation On The Singapore Equity Market, David K. C. Lee, Mohamed Ariff
Research Collection Lee Kong Chian School Of Business
A critical review of the literature on security-price-changes-volume research suggests that the published studies in the United States and one each in Hong Kong and Japan have largely ignored the impacts on the results from autocorrelation, non-normality of distributions, heteroscedasticity and non-linear functional forms. Therefore, the reported findings are not robust. In testing for this relation from a small sample of continuously traded shares in the Singapore share market, we find that consistent results may not be obtained because of violations of basic test conditions. A task that remains is an application of alternative test models with data transformation using …
An Adaptive Coding Scheme With Code Combining For Mobile Radio Systems, Robert H. Deng, Huafei Zhou
An Adaptive Coding Scheme With Code Combining For Mobile Radio Systems, Robert H. Deng, Huafei Zhou
Research Collection School Of Computing and Information Systems
The authors propose and study an adaptive error-control coding scheme for binary digital FM (BFM) mobile radio transmission. The scheme employs code combining through packet retransmissions. The number of transmissions of a packet is in proportion to the channel fading/noise levels, which is in contrast to time diversity techniques where a fixed number of repetitions of a data packet is performed even in the absence of channel errors. Furthermore, the receiver uses received signal envelopes as channel state information, which significantly improves the throughput and bit error rate (BER) performance. Performance of the proposed scheme is analyzed for frequency-flat Rayleigh …
Auctions For Transferable Objects: Theory And Evidence From The Vehicle Quota System In Singapore, David K. C. Lee, Winston T. H. Koh
Auctions For Transferable Objects: Theory And Evidence From The Vehicle Quota System In Singapore, David K. C. Lee, Winston T. H. Koh
Research Collection Lee Kong Chian School Of Business
This paper studies the hypothesis that auctions with resale markets result in higher prices. The vehicle quota system introduced in Singapore in May 1990 provides the setting. The Certificates of Entitlement (COEs) necessary to purchase new cars were initially transferable for all quota categories. After October 1991, COEs for four major categories became non-transferable. Our results indicate that while the conversion to non-transferability eliminated speculation, it has also intensified competition among car distributors. Auctions for non-transferable COEs in fact led to higher COE prices in three of the four categories.
Hybrid Arq Schemes For Point-To-Multipoint Communications Over Nonstationary Broadcast Channels, Robert H. Deng
Hybrid Arq Schemes For Point-To-Multipoint Communications Over Nonstationary Broadcast Channels, Robert H. Deng
Research Collection School Of Computing and Information Systems
Hybrid automatic-repeat-request (ARQ) error control schemes make use of both error detection and error correction in order to achieve high throughput and low undetected error probabilities on two way channels. Two hybrid ARQ schemes, termed hybrid go-back-N (HGB- N) and hybrid selective-repeat (HSR), are proposed for point-to-multipoint communications over broadcast channels. Both schemes incorporate a concatenated code for error correction and error detection. The performance study of the hybrid schemes is based on a two-state Markov model of a burst noise channel. An analytic solution is derived for the throughput efficiency of the HSR scheme, while approximations and computer simulation …

Urban Constraints, Political Imperatives: Environmental 'Design' In Singapore, Victor R. Savage, Lily Kong
Research Collection School of Social Sciences
What lies at the heart of the continuing efforts at social education and engineering? We argue that they stem from a political elite which recognises the constraints facing Singapore and the need to deal with them at national level. Specifically, the government in Singapore has recognised the spatial constraints of an island-state and the dangers of a burgeoning population, particularly in relation to the need to sustain a viable urban ecosystem. They have therefore been conscientious in planning and population control. They have also stressed the importance of remaining economically viable in order to survive and an entire survival and …
Entity Identification In Database Integration, Ee Peng Lim, Jaideep Srivastava, Satya Prabhakar, James Richardson
Entity Identification In Database Integration, Ee Peng Lim, Jaideep Srivastava, Satya Prabhakar, James Richardson
Research Collection School Of Computing and Information Systems
The objective of entity identification is to determine the correspondence between object instances from more than one database. Entity identification at the instance level, assuming that schema level heterogeneity has been resolved a priori, is examined. Soundness and completeness are defined as the desired properties of any entity identification technique. To achieve soundness, a set of identity and distinctness rules are established for entities in the integrated world. The use of extended key, which is the union of keys, and possibly other attributes, from the relations to be matched, and its corresponding identify rule are proposed to determine the equivalence …

Book Review: Taoist Mystical Philosophy: The Scripture Of Western Ascension By Livia Kohn, Alan Kam Leung Chan
Research Collection College of Integrative Studies
Livia Kohn's book is a work of considerable scholarship. It offers much more than an analysis of an early Taoist scripture. Not only does it present a careful reading and translation of the Xisheng jing (Scripture of Western Ascension), but it also provides significant insights into the rela- tionship between "Philosophical Taoism" and "Religious Taoism," the nature and development of Taoist mystical philosophy, and the socio- political and intellectual context, the concrete "life-world," of Taoism in early medieval China.

ONE DAY IN February 1991 a Chinese film previously noted mostly for its radical use of color - Ju Dou - became an international political event. Politics and culture (once again) became intimately intertwined as China was honored with its first Oscar nomination at the same time that China was castigated for trying to censor this film, and hence control representations of "China."
Liberty, Chandran Kukathas
Liberty, Chandran Kukathas
Research Collection School of Social Sciences
Such is the rhetorical appeal of the idea of liberty that a variety of political philosophiesclaim to honour it. Republicans and Marxists, no less than libertarians and liberals, maintain that they and they alone are the true defenders of freedom. The literature ofcontemporary political theory is thus replete with rival analyses of the meaning ofliberty, and disputes about its measurement, distribution and institutional requirements. Our aim here is to gain some understanding of the meaning and the conditionsof liberty by working through the thicket of contemporary argument, though we mayhave to rest content with a better knowledge of the terrain.
Utility, Rights And Relativity: A Preliminary Look At Lawyers In Hard Cases, Andrew B.L. Phang
Utility, Rights And Relativity: A Preliminary Look At Lawyers In Hard Cases, Andrew B.L. Phang
Research Collection Yong Pung How School Of Law
The following article was written several years ago; its objective (as the opening paragraphs suggest) was to set forth, in as simple a form as possible, the basic philosophical as well as ethical dilemmas and issues confronting lawyers. The audience initially targeted comprised practitioners. The manuscript has, however, stayed on the shelf, gathering dust. I can think of no clear reason for this. Perhaps it was because of the preachiness inherent within the purpose. Perhaps it was because it did not really add anything remarkably new to the literature on the subject - a great stumbling block to writers, despite …

Study Of D0 Decays Into K̄0 And K̄*0, M. Procario, M. Thulasidas
Research Collection School Of Computing and Information Systems
Using the CLEO II detector at CESR we have studied D0 decays into final states with a ¯K0 or ¯K*0, and have measured branching ratios for the decay modes D0→(¯K0¯K*0)π0, η, η′. These results are compared with predictions of various charm decay models, and contributions of final-state interactions are discussed.

Convergence And Divergence – A Preliminary Comparative Analysis Of The Singapore And Hong Kong Legal Systems, Andrew B.L. Phang
Research Collection Yong Pung How School Of Law
Both Singapore and Hong Kong are similar in very many respects: both are city states, although the former is now independent; both have legal systems that derive from English law; and both are devoid of natural resources, dependent upon the industry of their people for economic survival.
Belief-In And Belief In God, John N. Williams
Belief-In And Belief In God, John N. Williams
Research Collection School of Social Sciences
Of all the examples of ‘belief-in’, belief in God is both the most mysterious and the most challenging. Indeed whether and how an apologist can make a case for the intellectual respectability of theistic belief, depends upon the nature of this ‘belief-in’. I shall attempt to elucidate this matter by an analysis of the relation of ‘belief-in’ to ‘belief-that’ and by treating belief in God as a special case of ‘belief-in’.
Review Of Judicial Decision-Making In The People's Republic Of China: An Overview Of Unique Developments, Mark Findlay
Review Of Judicial Decision-Making In The People's Republic Of China: An Overview Of Unique Developments, Mark Findlay
Research Collection Yong Pung How School Of Law
While the constitutional injunction to independence is general, specific legislative provisions do not directly preclude the overall governance of the Party. In fact, the initial articles of the 1982 Constitution celebrate the 'dignity of the socialist legal system' (Article 5), and as the preamble confirms, the construction and maintenance of Chinese socialism remains under the leadership of the Communist Party of China. Therefore it might be argued that the protection of judicial power from the 'interference by administrative organs, public organisations or individuals' (Article 126) does not envisage the intervention of the Party.
Ontological Disproof Of God's Existence, John N. Williams
Ontological Disproof Of God's Existence, John N. Williams
Research Collection School of Social Sciences
An initial reading of Hume's Principle is that no necessary truth can be denied without contradiction, whereas all existential propositions can. Therefore it is self-contradictory to say, that any existential claim is necessarily true, since it follows that this claim both can and cannot be denied without self-contradiction. Thus any claim of the form 'X necessarily exists' is a self-contradiction, even if X is God.
The Impact Of Criminal Justice Administration On The Penal Sanction, Mark Findlay
The Impact Of Criminal Justice Administration On The Penal Sanction, Mark Findlay
Research Collection Yong Pung How School Of Law
One of the central philosophies underlying the Report of the Royal Commission into NSW Prisons is revealed in the widely quoted aphorism, "A person is sent to prison as punishment, not for punishment". The conditions under which prisoners are contained feature crucially in assessing both the perceptions and reality of prison as a punishment. Expectations for the experience of imprisonment vary enormously. These expectations in many particular forms have been used to justify the expansion and diversification of the penal sanction. In their most modest representation, however, it is hoped that "by treating all prisoners humanely in a manner befitting …

Australian Academic Legal Information Centres: Issues For The Law Library Of 2001, Elizabeth Naumczyk
Research Collection Library
By the year 2001, Australian academic law libraries will face different challenges than those of today, especially as an increase in library users and a growth in the volume of legal literature can be confidently predicted. The question is to identify these challenges and to define ways to deal with them. Already, academic libraries with limited and decreasing funds, and under-resourced law schools in Australia, are having difficulty coping with the costs of running law libraries in their present form. A central issue will be the availability of funds to cope with given changes, including how to redirect these funds …

Michael Oakeshott (1901-1990) was a political philosopher associated for most of his academic career with Caius and Gonville College as Official Fellow and Lecturer in History and later with the London School of Econom- ics as Professor of Political Science. His name is sometimes mentioned with those of two other famous thinkers associated with the LSE-Karl Popper and F. A. Hayek-and like them he has had a notable influence on contem- porary political thought. Yet whereas Hayek and Popper wrote a great deal on a variety of topics and were often at the center of academic controversy, Oakeshott wrote little, …
Positivism In The English Law Of Contract, Andrew B.L. Phang
Positivism In The English Law Of Contract, Andrew B.L. Phang
Research Collection Yong Pung How School Of Law
While there has been no paucity of theoretical discussion on the law of contract,’ there has, in English law at least, been little clear evidence from the courts themselves which particular jurisprudential approach is favoured.2 This is not surprising, given the rather formal nature of the English legal system.’ Herein, perhaps, lies a clue - that English law in general and its contract law in particular are generally oriented towards so-called ‘black letter law’; or, to be more precise, that the generally favoured conception of law is that of po~itivism.~ Asalready mentioned, however, there has been little express acknowledgement of …
Query Optimization In Oodb, Hwee Hwa Pang, Hongjun Lu, Beng Chin Ooi
Query Optimization In Oodb, Hwee Hwa Pang, Hongjun Lu, Beng Chin Ooi
Research Collection School Of Computing and Information Systems
In object-oriented databases, relationships are generally maintained explicitly. The partial result of a retrieved object can be used to efficiently retrieve related objects. Instead of optimizing joins as in relational database systems, pointer chasing is optimized in object-oriented database systems. Further, semantics inherent in the object-oriented database, like superclass-subclass relationships and composite-component relationships between object classes, must be realised. In this paper, we describe our initial result in query optimization in an object-oriented database system. Semantic query transformation is used to preprocess the query. semantically optimized query is then translated into a query evaluation plan which comprises method invocations that …
Frustration In English Law – A Reappraisal, Andrew B.L. Phang
Frustration In English Law – A Reappraisal, Andrew B.L. Phang
Research Collection Yong Pung How School Of Law
There are few doctrines in the English common law of contract that have raised as much theoretical discussion as the doctrine of frustration. The present article attempts a reappraisal of the doctrine, its central thesis being that many of the major controversies centring on the doctrine have been unnecessary as they stem from an omission to view the doctrine in a holistic fashion. Indeed, it is submitted that a more coherent view must proceed from a theoretical reappraisal, which reappraisal would, ironically, lead to a more cogent practical application of the doctrine itself. That theory lies at the core of …
