In the United States, incarceration rates have increased dramatically over the last three decades, soaring above any other country. Significant factors contributing to the increase include changes in sentencing laws and policies that target drug-related offenders and prioritize punishment over rehabilitation. Strict sentencing laws have led to mass incarceration, which has caused severe prison overcrowding and led to the infringement of fundamental human rights in prisons (Gottesdiener, 2011).

Over the last eight decades, immigration into the United States has increased and has become a prominent political issue in the United States (Pew Research Center, 2015). Although the federal government is responsible for enforcing immigration laws, municipalities work with immigrants directly in a more supportive role. Currently, no national policy focuses on integration or welcoming immigrants to the urban community. Atmospheric Rivers (ARs) can provide much needed water to drought-ridden locations, however, can also lead to potential devastating flooding events. Thus, AR forecasts must be improved to keep the public safe. This case study used the Weather Research and Forecasting (WRF) model to compare the impact of including COSMIC-2 GPS Radio Occultation (RO) measurements using 4D-VAR data assimilation techniques. Each WRF simulation analyzed the vertical motion, pressure, mixing ratios with respect to ice, rain, and vapor, and precipitation fields. Abstract
Academic libraries in South-eastern Nigeria are still not prepared for disaster. This study sets out to assess the current status of preparedness in disaster management among academic libraries in the South east geopolitical zone of Nigeria. To obtain a base level of knowledge on disaster preparedness of current practices, a questionnaire was distributed to 380 librarians at 5 academic libraries, 356 responses were received and after sorting 337 were found to be usable. This review describes the development, special features and applications of silica hydridebased stationary phases for HPLC. The unique surface of this material is in contrast to ordinary, standard silica, which is the material most frequently used in modern HPLC stationary phases. The standard silica surface contains mainly silanol (Si-OH) groups, while the silica hydride surface is instead composed of silicon-hydrogen groups, which is much more stable, less reactive and delivers different chromatographic and chemical characteristics. With the recent changes, government agencies are struggling to define worker status under the new laws (DeBlanc and Safarloo, 2020). Public transit ridership in California declined in the five years before the pandemic of 2020–21 and dropped significantly further after the pandemic began. A sharp downward step in the level of transit boarding occurred after February 2020, and continues to the date of this report as a result of the public-health guidance on social distancing, expanded work-at-home, and a travel mode shift from public transit to private cars. The California State Rail Plan (CSRP) is among the best rail plan documents published by any jurisdiction in the United States to date. As such, the CSRP is used in this paper as the basis of comparison to other state rail service plans. These plans will have been submitted to the Federal Railroad Administration (FRA) on record as of June 2020—as required under Section 303 of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008. Public libraries have responded by utilizing the existing resources they developed such as training staff in Mental Health First Aid and employing social workers and nurses. In addition, libraries have created new targeted programs to address mental health during the covid-19 pandemic. This literature review discusses how these various factors relate and further directions for research.

Across the country, police are using aggressive, military-style policing tactics to enforce the law. These aggressive tactics disproportionately affect minorities and residents of lower-income communities. Recent protests by the Black Lives Matter movement have taken place in response to the deaths of individuals such as George Floyd and Breonna Taylor. Aggressive police presence at these demonstrations has been prominent, despite protesters’ peaceful intent. One source of unrest in modern society is the traditional criminal justice approach towards mental health issues, made evident by public protests and media highlights of police brutality. While public perceptions of mental health issues evolve, law enforcement interactions show failures to implement nuanced avenues to protect people undergoing crises. This paper examines the relationship between law enforcement and public health issues to develop more efficient avenues than those currently in place. Ninety percent of the world’s trade goods travel by surface transportation, using maritime, road and rail assets. The security of the goods in transit, the infrastructure supporting the movement, and the vehicles, are required to ensure that international commerce proceeds successfully. Much has been written about the surface supply chain itself, but little has focused on the security of these components. This report provides a guide for those wanting an increased understanding of the security issues that supply chain surface transportation systems confront and a blueprint to guide their future research.

While modern overpass bridges are safe against collapse, their functionality will likely be compromised in case of design-level or beyond design-level earthquake, which may generate excessive residual displacements of the bridge deck. Presently, there is no validated, quantitative approach for estimating the operational level of the bridge after an earthquake due to the difficulty of accurately simulating residual displacements. This research develops a novel method for probabilistic evaluation of the post-earthquake functionality state of the bridge; the approach is founded on an explicit evaluation of bridge residual displacements and associated traffic capacity by considering realistic traffic load scenarios.

Scarcity in wildland fire progression data as well as considerable uncertainties in forecasts demand improved methods to monitor fire spread in real time. However, there exists at present no scalable solution to acquire consistent information about active forest fires that is both spatially and temporally explicit. To overcome this limitation, we propose a statistical downscaling scheme based on deep learning that leverages multi-source Remote Sensing (RS) data. Our system relies on a U-Net Convolutional Neural Network (CNN) to downscale Geostationary (GEO) satellite multispectral imagery and continuously monitor active fire progression with a spatial resolution similar to Low Earth Orbit (LEO) …

Community mapping projects have been studied as important contributions to the field of environmental justice and Public Participation Geographic Information Systems (PPGIS). As a collaborative project between the Colectivo Salud y Justicia Ambiental and Red de Ciudadanos por el Mejoramiento de las Comunidades (RECIMEC), the “Mapeo Comunitario de la Zona Alamar” was created as a mechanism for community participation in the urban planning process in Tijuana, México. Despite the increasing frequency and magnitude of extreme climate events, little is known about how their impacts flow through social and ecological systems or whether management actions can dampen deleterious effects. We examined how the record 2014-2016 Northeast Pacific marine heatwave influenced trade-offs in managing conflict between conservation goals and human activities using a case study on large whale entanglements in the U.S. west coast's most lucrative fishery (the Dungeness crab fishery). We showed that this extreme climate event diminished the power of multiple management strategies to resolve trade-offs between entanglement risk and fishery revenue, transforming near win-win to clear …

This analysis focuses on different levels of Cross-Border Regional Planning (CBRP) processes in the Cascadia borderland. The region is home to the business-led initiative ‘Cascadia Innovation Corridor’ (CIC), designed to foster cross-border economic integration. The CIC strives to build a global innovation ecosystem in Cascadia, including a new high-speed train to connect Seattle and Vancouver. This paper focuses on the scope of the CIC as a CBRP case.
