Open Radio Access Network (O-RAN) is a platform developed by a collaboration between wireless operators, infrastructure vendors, and service providers for deploying mobile fronthaul and midhaul networks, built entirely on cloud-native principles. The vision of O-RAN lies in the virtualization of traditional wireless infrastructure components, like Central Units (CU), Radio Units (RU), and Distributed Units (DU). O-RAN decouples the above-mentioned wireless infrastructure components into opensource elements, operating consistently with other elements of different vendors in the network. Network slicing is a technique for establishing numerous distinct logical and virtualized networks over a shared multi-domain infrastructure. This research project examines the current state of the practice for disaster public communication, the distrust of government, the training available to public information officers, and the literature available to guide the design of effective public outreach messaging, especially for rapid on-set events. Growing distrust in government had led to lack of public confidence in public agency messaging during emergencies, yet public agency public information officers are using multiple pathways, including both traditional and social media resources, to try to reach impacted communities effectively. In Summer 2020, persistent public protest about racial injustice and police violence spurred conversations and action across the United States and the world about what community safety means and the various ways it can be achieved–particularly for diverse community members whose lives may be threatened under the status quo. In San José, California, this led in part to a community engaged research study on reimagining community safety–The People's Budget of San José. For cost-efficiency, public safety, and sustainability, improving long-term performance in highway projects is imperative for public administrations. Project delivery and procurement methods provide an opportunity to align design and construction processes with this goal. While previous studies have explored whether project delivery methods impact the long-term performance of highway projects, these studies did not focus on how core elements within project procurement relate to long-term performance. This report investigates and develops specifications for using blockchain and distributed organizations to enable decentralized delivery and finance of urban infrastructure. The project explores use cases, including: providing urban greening, street or transit infrastructure; services for street beautification, cleaning and weed or graffiti abatement; potential ways of resource allocation ADU; permitting and land allocation; and homeless housing. Public transit is a key tool to reduce greenhouse gas (GHG) emissions to combat climate change; improve safety for pedestrians, cyclists, and drivers; and expand accessibility and mobility for all. However, we can only realize this potential by making sufficient investments to provide transit service levels that attract and retain greater ridership. To help with this needed investment, a handful of local governments have turned to transportation utility fees (TUFs), primarily collected as a monthly charge on customers' utility bills or property tax bills. When the Coronavirus disease (COVID-19) forced learning institutions in Zambia to abruptly transition to virtual instruction, library services adapted quickly to provide research services, instruction, and access to collections. This paper details how the University of Zambia Library used a SWOT (Strengths, Weaknesses, Opportunities and Threats) Analysis framework to evaluate academic support services of the Library in the wake of the Covid-19 pandemic. Key variables included the library collections, staffing, services and technology. The analysis revealed that strengths comprised qualified staff, technology support and a rich collection of information resources. Weaknesses are in the areas of poor funding and low …

Preparing Nurses For The Transition To Practice With Virtual Simulation, Jennifer Holm

Doctoral Projects

This project assessed the clinical reasoning objectives of first-semester nursing students who had up to 75% of their clinical time using virtual simulations compared to those who primarily had traditional direct-care clinical experiences with up to 12% of their time in simulation. The principal investigator reviewed clinical reasoning measures within student evaluations from the Fall 2019 and Fall 2021 cohorts of an Associate Degree in Nursing (ADN) program. The results of a two-tailed independent samples t-test demonstrated a slight reduction in the clinical reasoning abilities of the cohort with a higher proportion of simulation. Themis: Research Journal of Justice Studies and Forensic Science

Society is combating the detrimental effects of the deinstitutionalization policy, which transferred the treatment of mentally ill patients from state-run psychiatric hospitals to community-run psychiatric facilities. These patients frequently fall into relapses and are more likely to experience risky encounters with law enforcement officials who have no formal training in dealing with them. The paper analyzes the criminalization of mentally ill people, many with substance abuse and alcohol addictions, receiving treatment in jails and state prisons. Extreme wildfire activity is often associated with downslope windstorms which cause fires to spread rapidly. To limit the potential for a utility-caused ignition, Public Safety Power Shutoffs (PSPS) can be used preemptively during predicted wind events. The timing of when winds might mix down to the surface and impact the power grid infrastructure is difficult to predict due to the interaction of the atmosphere with complex terrain. Dispatch centers serve multiple functions within a community, dependent on the resources it controls. Centers operating in PC function as the primary 911 answering point, using “call-takers” and “dispatchers” to triage emergencies and respond the appropriate resources. Call-takers are trained personnel who are hired to answer 911 calls from the community, and input valuable information into a computer-aided dispatch (CAD) system, that geolocates the emergency location and provides historical information of emergencies at a given location. Malware is a growing threat to the digital world. The first step to managing this threat is malware detection and classification. While traditional techniques rely on static or dynamic analysis of malware, the generation of these features requires expert knowledge. Function call graphs (FCGs) consist of program functions as their nodes and their interprocedural calls as their edges, providing a wealth of knowledge that can be utilized to classify malware without feature extraction that requires experts. In the past several decades, natural disasters have struck the nation, and effective public alerts and warnings were not disseminated to all impacted populations, calling into question the effectiveness of emergency communication systems (Wimberley, 2012).
