Public health measures implemented during the coronavirus pandemic have had significant global impacts on energy systems. Some changes may be ephemeral: as industries go back to work and supply chains relink once production resumes, energy use and emissions have and will continue to rebound. Some may be more durable, such as reductions in commuter and business travel and increases in teleworking. The crisis has exposed the persistent vulnerability of communities of color and those living in poverty, as well as highlighting weaknesses in just-in-time production systems and inequities of supply chains. This research project investigates the replicable characteristics, policies, and practices of successful metropolitan areawide public transportation networks that contribute to high usage and make transit an effective competitor to the private motor vehicle. The research method involves the qualitative and quantitative analysis of ten international (non-U.S.) case studies. The principal methods employed were web-based research and data collection, as well as telephone interviews with transit agency staff or regional planners as needed. The case studies were limited to developed western countries with similar metropolitan conditions to those in the United States.

The presence of blood at a crime scene can provide investigators with a treasure trove of information regarding the nature and circumstances of a particular crime and aid in crime scene reconstruction; however, attempts at concealing blood are common scenarios. The development of chemiluminescent and fluorescent-based presumptive tests, such as the luminol and fluorescein tests, have made it more challenging to definitively remove or mask blood on a surface. Proposition 47 made drastic changes to California’s criminal justice system. Critics and proponents of the measure have made sweeping claims about its impact on crime trends and the criminal justice system, in general. As cannabis cultivation can be highly energy-intensive, the legalization of cannabis growing has created concerns for energy forecasting, electric system reliability, rate design, and energy efficiency policies, as well as possible ramifications for the state’s electricity grid (California Energy Commission, 2018b). Indoor cannabis cultivation in California accounts for 3% of the state’s total energy consumption (Mills, 2012), and as the industry continues to grow, its energy consumption will result in significant greenhouse gas emissions, unless otherwise mitigated (Warren, 2015). This research intends to explain how law enforcement agencies in California have implemented operational procedures to comply with the CPRA pursuant to SB 1421 requirements. Because SB 1421 vastly expanded the CPRA, demand for law enforcement record requests has significantly increased in volume. Also, due to key components of SB 1421 which lack clarity in defining specific terminology, each law enforcement agency had to develop its own interpretation of how to implement requirements set forth by the statute. This research identifies key state and local government stakeholders in California for drone policy creation and implementation, and describes their perceptions and understanding of drone policy. The investigation assessed stakeholders’ positions, interests, and influence on issues, with the goal of providing potential policy input to achieve successful drone integration in urban environments and within the national airspace of the United States. The research examined regulatory priorities through the use of a two-tiered Stakeholder Analysis Process. National forest law enforcement officers regularly encounter "nonrecreational"campers whose tenure exceeds established stay limits (generally 2 weeks). Some long-term occupants are homeless and seek use of the forest as a temporary or long-term residence. Long-term nonrecreational campers present myriad concerns for forest officials, who seek to balance public access and resource conservation. In addition to biophysical impacts because of waste, disposal of chemicals, soil compaction, and damage to vegetation, nonrecreational campers can alter the social environment being shared with other forest visitors. Recent high impact wildfire events across California have piloted the implementation of grid de-energization by utilities across the state. The largest utility, Pacific Gas and Electric (PG&E), deployed this tactic on seven separate occasions during 2019, four of which occurred in October. This recent ploy has been established in the wake of many deadly wildfires such as the 2018 Camp Fire as an ignition mitigation tactic. Conditions such as the state of the fuels, meteorological conditions, and the consequent fire danger were evaluated as the primary triggers for the October de-energizations. In 2006, the State of California passed AB 32, the Global Warming Solutions Act. Through this legislation, the state sought to reduce its carbon emissions to 1990 levels by 2020. The California Air Resources Board (CARB) was tasked with doing so and thus instituted the Cap-and-Trade program, a market-based mechanism to reduce emissions. Additionally, legislation has further directed funding on an annual basis for various continuously appropriated programs. This paper will examine the efficacy of those continuously appropriated programs and their legislative intent.

The study investigated the effect of aerosol long-range transport on precipitation over northern California during atmospheric river (AR) events in the 2017 cold season (January-April). ARs in 2017 were among the strongest to date and the intense precipitation associated with the ARs resulted in flooding, destruction of property, and contamination of water supplies. The aerosol optical depth (AOD) from Moderate Resolution Imaging Spectroradiometer (MODIS) data showed Asian dust traveling across the northern Pacific Ocean along with AR events. Environmental influences on Hurricane Maria in the Antilles Islands are analyzed at the large-scale (1–25 September) and at the meso-scale (17–20 September 2017). The storm intensified rapidly prior to landfall in Dominica, going from category 1 to 5 in 15 h. As the storm progressed toward Puerto Rico (PR), its NE flank entrained air from seas cooled by the earlier passage of two hurricanes, and strengthened on its SW flank. Operational model forecasts tended to delay intensification until west of the Antilles Islands, thus motivating two independent weather research and forecasting (WRF) simulations. In recent years, economic, environmental, and political forces have quickly given rise to “Smart Cities” -- an array of strategies that can transform transportation in cities. Using a multi-method approach to research and develop a framework for smart cities, this study provides a framework that can be employed to:

- The role of pilot projects, metrics, and evaluations to test, implement, and replicate strategies; and
