Freeway Control Via Ramp Metering: Development Of A Basic Building Block For An On-Ramp, Discrete, Stochastic, Mesoscopic, Simulation Model Within A Contextual Systems Approach, Mohamed Yaser Alkadri

One of the most effective measures of congestion control on freeways has been ramp metering, where vehicle entry to the freeway is regulated by traffic signals (meters). Meters are run with calibrated influx rates to prevent highway saturation. However, recent observations of some metering sites in San Diego, CA indicate that metering, during peak hour demand, is helping freeway flow while sometimes creating considerable traffic back-ups on local streets, transferring congestion problems from the freeway to intersections. Metering problems stem largely from the difficulty of designing an integrated, dynamic metering scheme that responds not only to changing freeway conditions but …

The Community Service Intervention Program (CSlP) is a unique public agency response to a multifaceted set of problems confronting low income residents living in Oregon 's largest public housing project. The primary goals of the CSIP are to reduce crime, reduce the fear of crime among residents, and to improve the quality of life of the families living in Columbia Villa/Tamaracks.
The evaluation of the CSIP combined a number of different research methods, on different analytical levels, to provide a summary assessment. Data were collected from individuals, from agencies, and from police records in a post facto analysis of the …

Implementation And Database Issues Involved In Enhanced 9-1-1 Emergency Services And Rural Addressing Systems, Kenneth Dueker, George Mason, Rodney Jennings

The purpose of this paper is to explore the transition from the 9-1-1 single number emergency service request system to an enhanced single number system. An enhanced system is one that displays the address of the telephone which is being used to report an emergency and uses that address to identify the correct unit for dispatch. Though the technology has been available for some time now, surprisingly few enhanced systems have been fully installed. Telephone company franchise and jurisdictional boundaries rarely coincide, making it difficult to achieve cooperation in bringing together governments and competitive telephone companies. This report was prepared for the Clackamas County Blue Ribbon Committee on Law Enforcement by the Center for Urban Studies, Portland State University. The report provides a description of the current system of law enforcement service provision in the County by city and County service providers. It also analyzes the current financing process of law enforcement with regard to the equity of service received in relation co amounts paid by city and County residents. A Critical Study Of Communications In Land Use Hearings, Douglas J. Warren

This study addresses a major theoretical issue posed in the literature: can alienation in modern urban society be conceptualized in terms of the communicative competence of speakers taking part in social interaction. Specifically, this study explores the relationship between communicative competence and two observable indications of success in land use hearings: 1) ability to influence the final decision of the Variance Committee and 2) expression of feelings of dissatisfaction with the hearings process, as expressed by the participants. On a broader scale, the study tests Jurgen Habermas's classification of speech acts and the notion that public hearings are a free …

User Needs Assessment And Technical Issues For A Multipurpose Cadastre For Multnomah County, Oregon, Kenneth Dueker, Larry Conrad, Daniel Kjerne

The objectives of this study are: 1) to provide the County Assessor with a survey of the current usage of the assessor's mapping system ; 2) to assess the future data needs of the users based upon implementation of the assessor's plans for a computerized cadastral mapping system, or multipurpose cadastre (MPC}; 3) to identify the locational accuracy requirements of the proposed mapping system; and 4) to identify a strategy to facilitate gradual improvement in accuracy of locational data.

This report is the second phase of what is known as the Washington County Urban Services Study. First phase research commenced in March, 1983 and was completed in December, 1983. The focus of this first phase was the comparative cost of urban service provision by jurisdiction by service for the cities, special districts (excluding schools) and County that provide services inside the Washington County Urban Growth Boundary. The results of this research were reported in "Expenditures for Urban Services in Washington County: A Benchmark Comparison" which was issued in January, 1984.
