Portland State University is one of three agencies, along with the Portland Police Bureau and the University of Oregon, working on a project funded by a grant from the National Institute of Justice, United States Department of Justice. The purpose of the grant is to develop and implement methods of measuring the performance of community policing. As the recipient of the grant, the Police Bureau has contracted with Portland State University, and also with the University of Oregon, to do some of the work for the grant. The Effects Of Airline Deregulation On Airline Safety: An Econometric Analysis, William Charles De Jager

After an unfortunate series of accidents in the mid 1930's the Air Transport Association (ATA) lobbied Congress for regulation of the industry. The ATA claimed that unfair competition was endangering the public safety. The Civil Aeronautics Act of 1938 created the Civil Aeronautics Board (CAB) and gave the CAB the authority to regulate the industry.

During the regulation era airline ridership increased and safety improved. During the regulation period, opportunity for comparing the safety record of the regulated industry with the record of the unregulated portions of the industry was limited. The few attempts made rendered inconclusive results.

This dissertation deals both with the theory and practice of community policing in the United States and elsewhere while focusing on a specific community policing project in Portland, Oregon. It discusses the history of police work in America, as well as that of the Portland Police Bureau. It also explicates the various meanings of "community policing," along with the problems and issues that have surfaced as the community policing movement has evolved. Many local planning departments have acquired and put into use advanced automated geocoding and Geographic Information Systems (GIS) to store, process, map and analyze geographic data. GIS technological advancements in hardware, software, and geographic databases - specifically, in geocoding methods to reference street address data to geographic locations - enable data to be integrated, mapped, and analyzed more efficiently and effectively. Also, technological advancements depend on organizational and institutional environments. The relationships between technological advancements and technical (data mapping and analysis), organizational, and institutional environments are not clear. Monitoring And Management Of Psychiatric Symptomatology In Conditionally Released Insanity Acquittees, Jo Mariah Mahler

Community treatment of insanity acquittees is a highly controversial matter among legislators, mental health professionals and the public. At issue is the balancing of public safety concerns with least restrictive, non-punitive rehabilitation alternatives for insanity acquittees. Attempts to determine predictors of dangerousness in mentally ill offenders have produced mixed results with questionable practical value. In view of this, many mental health professionals are instead recommending that research on insanity acquittees be focused on evaluating the effectiveness of mandated community treatment programs for insanity acquittees. The Impact Of Organizational Climate On The Relationship Between Job Characteristics And Job Satisfaction: An Empirical Assessment Of Public Sector Managers, Unsuk Song

The central purpose of this study was to explore the relationship between job characteristics and job satisfaction, and the impact of organizational climate on that relationship in the public sector. The subjects of the study were all Oregon State Government managers at and above the level of supervisor in all of the state agencies and the judicial branch.

This study was conducted with the use of a survey. Six hundred and fifty-six (656) questionnaires were returned for a response rate of 66 percent. The questionnaire consisted of four parts. The first part was drawn from the Organizational Climate Questionnaire; the …
