The Impact Of Tourism On The Pattern Of Economic Activity In Portland, Oregon, Alphaeus O. Ohakweh
Dissertations and Theses
This research focuses on the measurement of monetary benefits and costs associated with tourism in metropolitan areas. Most studies on the impact of tourism have been at the national or state level and are not directly appropriate to more limited geographic units. The planning agencies and Chambers of Commerce that are normally involved in promoting tourism work with the metropolitan area, a jurisdiction which is different from that on which most previous studies have been done. In this study, an answer to the following research question is sought: Do public expenditures attributable to tourism outweigh the revenue benefits derived from …

Portland Youth Advocates' Contact Center Program (1970-79): An Idiographic Study, Michael Horowitz
Dissertations and Theses
Portland Youth Advocates is a nonprofit organization in Portland, Oregon that since 1969 has supervised nearly a dozen innovative service programs for young people. One of these programs was a counseling and referral program that evolved in August 1970 and closed in September 1979. Although it used different names at various times, it was most often known as the Contact Center. Three of PYA's former programs are operating in 1981, having each incorporated separately since 1979. To address the problem of why the Contact Center was unable to continue as well, an ex post facto case study of the program …

An Improved Approach For "Optimization" Of Multiple Policy Objectives, Perihan Soliman Tawfik
Dissertations and Theses
This thesis involved three categories of activity; development and testing of an expanded version of ELECTRE II, also the development of a computer software program for ELECTRE II.
The expanded version of ELECTRE II took the form of an input aiding questionnaire along with a tailored structure to suit a particular problem. The contents of the questionnaire were based on geueral problem solving concepts (techniques, strategies) gleaned from the systems science literature. This questionnaire assumed a programmed instruction format in contrast to that of an interactive computer software package, so that it would not be prohibitive in terms of expenses …

Self-Report Of Illicit Adolescent Drug Use: A Methodological Discussion, Mario Bolivar, Judy Casey, Susan Goldsmith, Stanley Hahn
Dissertations and Theses
In this paper we will discuss our unsuccessful attempt to conduct a self-report study of delinquent behavior in an urban multi-racial high school in Portland, Oregon. Much of this report reflects our preparation in conducting a self-report study and our analysis of why if failed.
The contention of this study is that delinquent behavior, and not juvenile delinquency is the major problem facing youth serving agencies and the public. The purpose of this study is an attempt to refine an often used method of measuring delinquent behavior – the self–report.
Favoring a self–report technique of data collection rather than an …

Partisans, Godmothers, Bicyclists, And Other Terrorists: Women In The French Resistance And Under Vichy, Rayna Kline
Dissertations and Theses
During the years 1940-1944, the period of the German Occupation, French women played an active role in the political sphere as part of the organized Resistance movements. The women who participated were not isolated examples, but an extremely diverse group that cut across social milieux, political alignments and religious persuasions. The range of their activity in the spectrum of roles and the differences in their style challenge the stereotypes and persistent attitudes in French culture about women’s nature.
Women were leaders in the principal Resistance movements, participated in the organization and dissemination of the underground press and in the organization …

Serving in the capacity of Sheriff's interns during the time the decision had been made to implement Neighborhood Team Policing, the writers of this study propose to participate in evaluating the impact and effectiveness of the project. However, due to the size and complexity of such a task--and the time restrictions placed upon completion of this study--the boundaries of this research will be limited to those of providing descriptive data on the performance of project activities as they relate to the achievement of the objectives of Goal 1 of the Neighborhood Team Policing Project: Improved police-community mutual involvement and problem-solving.

Police Discretion With Respect To The Juvenile Offender, Department Of Public Safety, Multnomah County, Oregon, Muriel Bridges, Monty Merritt
Dissertations and Theses
This is an exploratory study which focuses on the types of information that deputies assigned to the Department of Public Safety, Multnomah County, Oregon, consider important when making a decision regarding the disposition of a juvenile offender.
This empirical study developed as a result of participant observation. The authors spent one year working with deputies as part of police-social worker teams. During the course of the year it became apparent that police use a considerable amount of discretion when determining the disposition of a juvenile offender.
The purpose of this exploratory study was to investigate systematically:
