Until recently, few have questioned the notion that the separation of uses in land use zoning is inherently correct. Many observers of the city are now suggesting that zoning, as it has been practiced in this country over the last 80 years, has created cities that are fractured and function poorly. Others propose that zoning should be reconsidered as a remedy for urban dysfunction. They suggest that the whole notion of zoning be rethought.

In the discussion on the issues of juvenile crime, the nation has ignored the prevalence of mental disorders among youth who commit crimes, and it has failed to provide policy directives on how state systems should respond. With the nation’s attention riveted on youth violence, the issue of prevalence has began to emerge, with the realization that many of the violent acts are committed by a small percentage of young people. Policymakers are beginning to ask questions about the conditions that contribute to a young person’s tendency toward delinquency acts.

Recent geologic research has shown that earthquakes more destructive than formerly expected are likely to occur in the Pacific Northwest. To mitigate catastrophic loss, planners are gathering information to make decision on implementing regional seismic retrofit programs. This research develops a model to estimate regional earthquake losses for existing buildings, and determine optimal retrofit priorities and budgets. Fragility curves are developed to provide earthquake damage estimates for a range of seismic intensities. The published earthquake damage estimates of a large group of prominent earthquake engineering experts are extended to include the combined effect of structure type, earthquake-sensitive variations in building …

Unrelated business enterprises have been an appropriate way for nonprofit organizations to generate income since the first income tax was enacted into law. The Internal Revenue Act of 1950 clarified this opportunity and enacted the Unrelated Business Income Tax to ensure that fair competition existed between nonprofits and for profit organizations. Nonprofit organizations conducting unrelated business enterprises are faced with a dilemma: it is legal for them to conduct such enterprises but if they do so they face potential litigation from for profit business for unfair competition and/or potential loss of tax-exempt status for operating outside of their exempt function. …

This study explores refuse collection as a municipal service using qualitative methods to examine how government makes decisions about residential refuse collection services in Portland, Gresham, and Beaverton, Oregon. The study explores the history of refuse collection in these three cities to identify factors that influence bureaucratic behavior and decision making when selecting a municipal service delivery option for refuse collection. Public choice and public policy analysis theory are used to discuss those non-monetary considerations present when government makes decisions about service arrangements. The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians, in partnership with the Coos Bay District of the Bureau of Land Management (BLM) are proposing to construct and operate an interpretive center near or on the South Coast of Oregon, near Coos Bay. The Bal'diyaka Interpretive Center is envisioned to contain a 51,000 square foot main building, a recreated coastal Indian village, an ethnobotanical interpretive trail, vehicular circulation and parking, and utilities infrastructure.

This thesis traces the historical evolution of one of the early responses to youth crime and violence -- public school police. In addition, this thesis addresses the lack of information about the creation and implementation of a public school police force, specifically the Portland Public School Police and School District No. 1, during its formative years, 1937 to 1953. Finally, the thesis intends to address two principal questions: A) Why did the Portland Board of Education find it necessary to create their own police agency? Four research questions guided this documentation and assessment of the Portland Police Bureau's conversion to community policing. These questions generated a description of the events and circumstances that created the perceived need for change in the Bureau's role and function; a search for justification for selecting community policing as an alternative policing approach; a comparative analysis of past attempts to implement innovative change of a similar dimension in police organizations; and an assessment of the process by which the Bureau implemented this new policing strategy.

Many lives and much property are lost in disasters when individuals and communities choose to ignore information which could mitigate the potential disaster. This case study examines community and individual decision processes and rationale which led to construction of a high-occupancy high-rise courthouse on land designated as high risk after the 1964 Alaska earthquake. The study reviews policy and decision making, psychology, and risk management literature to explore the psychological mechanisms and processes of hazard mitigation decisions.
It questions why individuals and communities choose not to mitigate when they have the information which makes risk mitigation possible. The hypothesis theorizes …
