Oregon Nonprofit Disaster Preparedness: Finding From The 2018 Survey, Grace L. Chikoto-Schultz, Andrew Russo, Paul Manson, Jim White

This report summarizes results from a survey administered in spring 2018 to 501(c)(3) charitable benefit nonprofit organizations across Oregon. The survey was developed by Portland State University in collaboration with the City Club of Portland’s Earthquake Report Advocacy Committee (CCERAC) and the Nonprofit Association of Oregon (NAO), following Sutton & Tierney’s (2006) and Ritchie, Tierney, & Gilbert’s (2010) classification and previous survey. Based on the survey distribution process, primarily through NAO, PSU’s Nonprofit Institute, and other nonprofit and public agencies’ networks, these survey results are based on a convenience sample of nonprofits that responded to the survey. This retrospective on service learning in the development of University Studies Capstones, the senior-level requirement in the University Studies general education program at Portland State University, explores how the original framers of University Studies anticipated the pitfalls of "pedagogies of whiteness" in deploying service learning as the hallmark pedagogical feature of the program; includes a case study of a Capstone course that centers on Indigenous ways of knowing, learning, and teaching through its pedagogy; and identifies the formative presence of Capstone faculty committed to anti-racist and anti-imperialist pedagogies. Dam removal in the United States has continued to increase in pace and scope, transitioning from a dam-safety engineering practice to an integral component of many large-scale river restoration programmes. At the same time, knowledge around dam removals remains fragmented by disciplinary silos and a lack of knowledge transfer between communities of practice around dam removal and academia. Here we argue that dam removal science, as a study of large restoration-oriented infrastructure interventions, requires the construction of an interdisciplinary framework to integrate knowledge relevant to decision-making on dam removal. The project seeks to capitalize on existing community assets—several TOD stations and a regional bike and pedestrian trail system—by studying how these can be linked. The overarching goal of this project is to increase scholarship on networking safe routes that can encourage public and active transportation choices and thus, encourage a healthier lifestyle and advance sustainability. By expanding pedestrian, bicycle and transit connections to green space and offering the most potential for TOD, this proposal clearly demonstrates the greatest priorities of NITC. Cable Franchise Fees and PEG Fees function as key resources to the longevity of local media. Critics of the fees suggest that revenue earned from them is misplaced, and/or misused. This research examines the budgets of twenty US cities to determine how much money cities are collecting from these fees and where these funds are spent in an attempt to determine if the actual usages of Franchise and PEG Fee revenue corresponds to their theoretical benefits.

Contexts Of Reception And Constructions Of Islam: Second Generation Muslim Immigrants In Post-9/11 America, Shahriyar Smith

The World Trade Center attacks on September 11, 2001 fundamentally transformed the context of reception for Muslim immigrants in the U.S., shifting it from neutral to negative while also brightening previously blurred boundaries between established residents and the Muslim minority. This study explores how second-generation Muslim immigrants have experienced and reacted to post-9/11 contexts of reception. It is based on an analysis of ten semi-structured in-depth interviews that were conducted throughout the Portland Metropolitan Area from January to April of 2016. It finds experiences of discrimination to be primarily affected by two factors: public institutions and gender. It also finds, …

This study conducts a dam-scale cost versus benefit analysis in order to explore the feasibility of each the 13 U.S. Army Corps of Engineers (USACE) commissioned dams in Oregon’s Willamette River network. Constructed between 1941 and 1969, these structures function in collaboration to comprise the Willamette River Basin Reservoir System (WRBRS). The motivation for this project derives from a growing awareness of the biophysical impacts that dam structures can have on riparian habitats. Road safety concerns are a legitimate concern when promoting increased bicycle use. Currently, the share of bicyclist traffic fatalities and injuries is not proportional to its mode share, and presents both a public health concern and a disincentive to people taking up or continuing to bicycle for transportation. Bicycling is not an inherently dangerous activity; automobile drivers pose the most risk of harm in crashes with bicyclists. Despite that, drivers' attitudes and behaviors toward bicyclists have not enjoyed much systematic study, particularly in the United States. Service provision in both adult and juvenile correctional settings is an understudied phenomenon. Research has evaluated the use of evidence-based practices (EBP) in the treatment of mental health and substance abuse among adults and juveniles. Young, Farrell, Henderson and Taxman (2009) highlight the role of organizational factors including climate and culture, opportunities for staff training, resources, administrator attitudes and interagency collaboration in the application of EBP in correctional settings. This report provides the results of a recent community survey in Bend Oregon. The purpose of the survey was to provide feedback on the Bend Police Department's recent performance in achieving their community-oriented goals from the agency's 2015-2020 strategic plan. Most of the residents surveyed report feeling safe in the city and the police received high performance ratings for being available when needed, dealing with problems that impact public safety, and for reducing crime. Likewise, residents who had been contacted by the police during traffic stops or investigations rated these interactions positively. Specific recommendations are offered in the report with …

Research has demonstrated that everyday or utilitarian forms of cycling are most likely to generate positive population-level health impacts (Garrard et al., 2012), yet significant deterrents to routine cycling remain, particularly for women and minorities. The primary aim of this project was to conduct a qualitative interview study that generated rich, narrative data regarding obstacles to routine or utilitarian cycling for women and minorities who already see biking as a viable form of transit, but who make relatively few bike trips. The sterilizations of over 200,000 Americans is an often forgotten part of Western science’s not so distant past. Sterilization was proposed as a eugenic solution to combat societal issues attributed to genetics, such as criminality, pauperism, and feeblemindedness. Sterilization laws began to be implemented in several American states. However, it was not until the 1920s, that eugenics advocates E.S. Gosney and Paul Popenoe created the Human Betterment Foundation to introduce the complex conjecture of eugenics to the layman. During the course of the term, our group was tasked with researching the prevention of violent crime. Our research consisted of examining scholarly articles containing original information regarding the definition and prevalence of violent crime, victims, offenders, modus operandi, prevention strategies and implications for policy and training. Our findings are closely linked to data found in the United States. We began our research with original definitions of the prevention of violent crime contained in the articles. Many researchers argue the increasing reliance on sit/lie ordinances to regulate homeless people's use of public space is one in a suite of neoliberal policies that shape the geographies of public space in cities to serve the needs of global capital. However, these policies are developed at the local, not global, level as specific actors make claims in the public sphere that communicatively shape policy formation. Through comparative case study, this research asks, how do different actors, situated in specific local and global contexts, influence the adoption of sit/lie ordinances?

Driven largely by dramatic increases in Oregon Public Employee Retirement System (PERS) costs, Oregon’s local governments face historically unprecedented increases in their “Total Employer Costs of Compensation,” or “TECC costs.” Even with 3% annual growth in general fund revenues under Oregon’s strict, voter‐passed property tax limits, the resulting budget squeeze could force reductions of 10% or more in the number of public employees who provide key public services – from police and fire/emergency medical protection to education, health care, and infrastructure maintenance.
