Incidence of youth and gang violence in the Portland, Oregon metro area has increased dramatically over the past five years. This violence has recently become more spatially diffuse, shifting outwards from gentrified, inner city neighborhoods, towards the city's periphery. These incidents exist within the context of a shifting regional political economy, characterized by a process of gentrification associated displacement and growing, and distinctly racialized and spatialized, inequalities. While gang researchers have long argued a corollary between the emergence of gangs and economically and culturally polarized urban landscapes, the ongoing suburbanization of poverty in American cities suggests a new landscape of …

Community Attitudes Regarding Public Safety In Portland’S Parkrose Neighborhood, Kris R. Henning, Jason Jones, Christian Peterson

The Portland Police Bureau (PPB) has partnered with Portland State University (PSU) to develop new strategies for improving public safety and police-community relations. The initiative seeks to provide residents with greater voice in where police work in their neighborhood and what steps the police take to address public safety concerns. The current report presents the findings from a household survey conducted in Portland's Parkrose neighborhood. Residents' top concerns were social disorder, property crime, and alcohol/drug use. The majority of residents surveyed reported that overall safety in the neighborhood had declined over the past 12 months and a significant proportion (63%) …

This report aims to help policymakers and staff at all levels of government make transportation investments that serve the public better.
Amazingly, we simply don’t know how effective government spending is at achieving the outcomes the public expects and has been promised! Clearly, taxpayer dollars buy roads, bus service, airports, ferry service, and other transportation facilities and services. But it is unclear how well such investments help get people where they want to go, create jobs, improve public health, support community development, and provide other benefits. Most people would agree they want to live in a world where every child has what he or she needs to thrive and grow into a healthy and productive adult. It is estimated that 5,000 mentoring programs serve 3,000,000 youth in the United States alone (DuBois, Portillo, Rhodes, Silverthorn, & Valentine, 2011). In many of these programs, a majority of the mentors are matched with a mentee who comes from a culture and community they know very little about. Hazardous materials are prevalent in all communities in the United States. They are stored and they are transported. Regardless of the method of transport, (for this study defined as: pipeline, rail, roadway, air, or water) hazardous materials are generally transported without incident. However, consequences of a hazmat transportation incident can be extreme with serious repercussions to public safety, life and wellbeing, the environment, and infrastructure. To plan for and mitigate these consequences, communities may choose to examine the transportation of hazardous materials through high risk areas – areas with sensitive ecosystems or high population – to better develop strategies.

The current report presents the findings from a household survey conducted in Portland's Humboldt neighborhood. Residents' top concerns were gun crimes, gang activity, and traffic safety. The majority of residents support increased foot patrols by officers and community meetings as a means for reducing crime and strengthening police-community relationships.

In the United States' correctional system, inmate programs within prisons often do not reduce recidivism. Recent surveys have shown that across the country many prisons have a form of a Prison Based Animal Program (PAP). This study examines the effect that Prison based Animal Programs have on reducing recidivism through their therapeutic effects, focusing specifically on identifying the best practices for structuring such programs and measuring outcomes, for which there is little research. Policy Analysis: Minimum Wage In The Portland Metropolitan Area, Aaron Kaufman

Oregon’s current minimum wage of $9.25 per hour is unsustainable as it does not provide adequate nutritional resources or housing for full time employees. Additionally, employers of minimum wage workers often rely on social safety net benefits for their workers which effectively subsidize wages. This creates an unnecessary burden on the taxpayer. Oregon Senate Bill 1532 increases the minimum wage incrementally within Portland’s Metropolitan Area to $14.75 in 2022. This wage provides full time minimum wage workers enough income for adequate nutrition and reasonable housing while reducing reliance on social safety net programs.

Beginning in February 2016, the North Douglas County (NDC) communities of Drain, Elkton, and Yoncalla, Oregon engaged in a Community Health Needs Assessment (CHNA) planning process, focusing on children ages birth-to-8 and their families. The purpose of this process was to explore, understand, and integrate linkages between early learning and young child and family health; identify health-related resources currently available and accessible to NDC families; and prioritize health areas of interest to be explored during the CHNA.

A strong trend of returning to nuclear power is evident in different places in the world. Forty-five countries are planning to add nuclear power to their grids and more than 66 nuclear power plants are under construction.
Nuclear power plants that generate electricity and steam need to improve safety to become more acceptable to governments and the public. Deconstructing Trailheads: Six Frames For Wilderness And A Rhetorical Intervention For Ecology, Casey R. Schmitt
Harlot: A Revealing Look at the Arts of Persuasion
This essay applies rhetorical analysis to the semantically loaded locations at trailheads, parks, and nature preserve entryways. Using the trailhead markers of the Apostle Islands National Lakeshore as a field-based case study, I identify six common rhetorical frames in the trailhead -- location distinction, danger, sacrifice, stewardship, prescribed activity, and tactical disruption -- and discuss how each perpetuates a problematic everyday nature-culture divide. In analyzing the rhetorical functions of physical places, I advocate for embodied critical methods and revisions to the rhetorics of nature preserves and conservancies.

Our examination of community-based policing research and literature includes thirty-two articles. The articles contained original information on departmental procedure, training, and interactions, both positive and negative, between law enforcement organizations and the communities they serve. The overall goal of community-based policing is to improve the relationships between police and their local communities. Community-based policing promotes positive relationships and collaboration between the police and the citizens in communities in which they serve. This research is focused on understanding the ways in which the community orientation of the Kazak ethnic community in Istanbul, Turkey have contributed to their economic success which in turn encourages strong community, and the nature of their community-based support networks for providing material and cultural support. The literature on descriptive and substantive representation focuses on elected representatives, but overlooks the gender of those who play an integral role in policy process (agenda-setting) and outcomes (implementation): The elected’s chief of staff, senior policy advisors, and, in council-manager systems, the city manager. This thesis examines the role policy staff and city manager gender plays in substantive representation. After analyzing staff composition and agenda priorities — gleaned from State of the City addresses — for mayors of the 50 most-populous cities in the United States, I found substantial evidence to support my hypotheses that the chief of staff’s gender, …

Center for Public Service (CPS) helped the City of Brookings respond to public concerns and opposition to suggestions for a City annexation of the adjacent community of Harbor. The City and CPS agreed to a consulting study in which CPS assessed the public service situation in the City and Harbor area, and then modeled and analyzed two annexation scenarios. Development of the annexation scenarios was especially complex. Annexation law and procedures, urban renewal requirements and assessments, three types of special districts, decaying water and sanitary infrastructure, state revenue shared funds, and unique transient tax and tourism fund use all combined …
