Consciousness Against Commodifcation: The Potential For A Radical Housing Movement In The Cully Neighborhood, Cameron Hart Herrington

A right to housing is a central iteration of the broader demand for a democratic right to the city. The perpetual housing crisis for lower-income people results from a commodified system in which access to housing is based on the exchange value interests of property owners, rather than a universal right to a decent, affordable home. This system is a pillar of neoliberal urban governance and justified by a hegemonic ideology that equates speculative homeownership with the American Dream. Traditional infrastructure adaptation to extreme weather events (and now climate change) has typically been techno-centric and heavily grounded in robustness—the capacity to prevent or minimize disruptions via a risk-based approach that emphasizes control, armoring, and strengthening (e.g., raising the height of levees). However, climate and nonclimate challenges facing infrastructure are not purely technological. Ecological and social systems also warrant consideration to manage issues of overconfidence, inflexibility, interdependence, and resource utilization—among others. As a result, techno-centric adaptation strategies can result in unwanted tradeoffs, unintended consequences, and underaddressed vulnerabilities. Performance-based planning helps local and state decision makers to understand the potential impacts of policy decisions, supporting cost-effective investments and policy choices that can help achieve policy goals. The applications of Big Data continue to expand, due to the many possibilities and unprecedented insights it offers to people, organizations, and communities. However, Big Data poses serious challenges as well, including challenges to the privacy and security of individuals and their data. Introduction: This study estimated the U.S. lifetime per-victim cost and economic burden of intimate partner violence.

Methods: Data from previous studies were combined with 2012 U.S. National Intimate Partner and Sexual Violence Survey data in a mathematical model. Intimate partner violence was defined as contact sexual violence, physical violence, or stalking victimization with related impact (e.g., missed work days). Costs included attributable impaired health, lost productivity, and criminal justice costs from the societal perspective. Mean age at first victimization was assessed as 25 years. This report is the product of a series of interviews Oregon Consensus conducted with parties and stakeholders representing key interests related to the Elliott State Forest. The Department of State Lands (DSL) engaged Oregon Consensus to conduct a neutral, third-party assessment for the purpose of gathering perspectives and informing a process and framework for decoupling Elliott State Forest from the State Common School Fund (School Fund) within the framework established by the Oregon State Land Board (Land Board) at its May 9, 2017, meeting. “Decoupling” is generally intended to mean releasing all or a portion of Elliott State Forest from …

The Mountain Of A Thousand Holes: Shipwreck Traditions And Treasure Hunting On Oregon's North Coast, Cameron La Follette, Dennis Griffin, Douglas Deur

“Euro-Americans in coastal communities conflated and amplified Native American oral traditions of shipwrecks in Tillamook County, increasingly focusing on buried treasure,” write authors Cameron La Follette, Dennis Griffin and Douglas Deur. In this article, the authors trace the Euro-American blending of Native oral tradition with romances and adventure tales that helped create the “legends contributing to Neahkahnie [Mountain]'s reputation as Oregon's treasure-seeking haven.” They also examine the history of treasure-seeking in the area and describe the escalating conflict between Oregon's treasure-hunting statute and cultural resources protection laws, which led finally to statutory repeal that ended all treasure-hunting on state lands. …

Sentencing reform and "tough on crime" policies have assisted in the inflation of the United States' prison population by nearly 400% over the last 50 years. In 2003, justice reinvestment was conceptualized as a way to decrease recidivism and remedy the exorbitant correctional spending by reinvesting funds on rehabilitation and reentry assistance to those leaving custodial institutions. Early implementations of justice reinvestment in Connecticut and Texas achieved both savings and reductions in prison populations. This led to the creation of the Justice Reinvestment Initiative by the U.S. Bureau of Justice Assistance in 2010. Officials of the Justice Reinvestment Initiative sought …

Violence against Native American Women is an epidemic in the United States. According to the Department of Justice, Native women experience sexual violence more than any other ethnic group (Department of Justice, 2013). Research by Juana Majel-Dixon 1st Vice President of the National Congress of American Indians suggests that one out of three Native women will be raped in their lifetime, and six in ten will be physically assaulted (Majel-Dixon, 2012). By virtue of their broadcast licenses, local television stations in the United States are bound to serve in the public interest of their community audiences. As federal regulations of those stations loosen and fewer owners increase their holdings across the country, however, local community needs are subjugated by corporate fiduciary responsibilities. Business practices reveal rampant consolidation of ownership, newsroom job description convergence, skilled human labor replaced by computer automation, and economically-driven downsizings, all in the name of profit. Even so, the people laboring under these conditions are expected to keep their communities informed with democracy- and citizenship-enhancing information.

Americans are consistently spending more time and money on their healthcare. The increase in spending is not consistent across all demographics. Minority and lower-income individuals are often spending the most. The locations of healthcare facilities are a key contributor to this discrepancy. The distance an individual must travel for healthcare leads to their exclusion from accessing that facility if the distance is too great. Engineers work to remedy this disparity in access using facility location models. The work presented herein uses one such model to address healthcare disparities in Portland, Oregon. Examining Sense Of Place For Marginalized Communities In Community Gardens, Jocelyn Rodriguez

This paper critically examines community garden relationships with particular reference to marginalized communities in Portland, OR. The objective of this study is to explore how gardeners feel about their gardens, why they feel that way and to determine what that garden space does for them. I will discuss the demographics of the neighborhoods the gardens are in to identify the hardships their residents face. Through interviews, I examine relationships participants have with community gardens as spaces that are currently being held by marginalized communities with a sense of place framework.
