The process of human culture entails a perpetual negotiation between the familiar and the new. In the Americas, this process was much accelerated and amplified within Native communities by the historical processes of colonization. We use the record of the Beatty Curve archaeological site in south-central Oregon to examine how members of the Klamath Tribes and their ancestors selectively adopted, adapted, or repurposed introduced materials and practices most compatible with traditional lifeways and values while also maintaining many traditional practices, both overtly and covertly. Transformations from pre-contact to reservation life, and through Termination and Restoration in the 20th century, are …

Technology offers significant advantages in improving the delivery of healthcare to patients. The technology creates electronic data associated with each patient. The data journey starts from the collection point, through the data warehouses that store the data, the application that processes the data, and the medium that transfers the data throughout the patient's life. Data collection starts with patients filling out web forms on a provider's website. This information is stored for the Healthcare organization in remote servers managed by developers and is shared with healthcare specialists, hospitals, labs, pharmacists, insurance providers, and billing software among many other healthcare workers. …

Sherman and colleagues (2014) argue that crime reductions associated with hot spot policing can be maximized by carefully managing the dosage of supplemental resources delivered. Fully achieving this goal in prior studies has been difficult due to resistance by officers, the use of atypical strategies for directing patrols to target locations, and insufficient attention to the measurement of treatment dosages. This has led to calls for process research examining the implementation of hot spot policing in law enforcement agencies. The current study represents one such effort. The computer-aided dispatch (CAD) system for a large U.S. police department was pre-programmed with …

On August 13, 2020, Portland State University President Stephen Percy announced two key changes in the University’s approach to campus public safety: first, Campus Public Safety officers would begin to patrol the campus without firearms and, second, a new Reimagine Campus Safety Committee (RCSC) would convene during the 2020-21 academic year to make a comprehensive set of recommendations for additional changes to the University’s approach to campus safety, security, welcoming, and belonging. In that announcement, President Percy introduced a four-person Steering Committee for the RCSC (Jose Coll, dean of the School of Social Work; Vicki Reitenauer, faculty member in Women, …
Is More Always Better? A Look At Visitation And Recidivism, Teriin Lee
Is More Always Better? A Look At Visitation And Recidivism, Teriin Lee
Dissertations and Theses
The body of literature on prison visitation provides empirical support that visitation may influence the likelihood of recidivism. However, the literature is limited in both size and geographic representation, as more than half of studies originate from samples in Florida or Minnesota. Moreover, inconsistency in the use of measures further complicates generalizability of the findings. The following study utilizes data collected from the Oregon Criminal Justice Commission to examine the relationship between visitation and recidivism in Oregon. Using a sample of 29,312 adults in custody (AICs) who were released between 2011 and 2017, we test the associations of seven distinct …

Active transportation (AT) is widely viewed as an important target for increasing participation in aerobic physical activity and improving health, while simultaneously addressing pollution and climate change through reductions in motor vehicular emissions. In recent years, progress in increasing AT has stalled in some countries and, furthermore, the coronavirus (COVID-19) pandemic has created new AT opportunities while also exposing the barriers and health inequities related to AT for some populations. This paper describes the results of the December 2019 Conference on Health and Active Transportation (CHAT) which brought together leaders from the transportation and health disciplines. Attendees charted a course …

Addressing And Supporting Mental Health Today: Society-Wide And In Hospital Emergency Departments, Kira La Sage
Addressing And Supporting Mental Health Today: Society-Wide And In Hospital Emergency Departments, Kira La Sage
University Honors Theses
Mental health has become one of the most pressing public health issues of the 21st Century. Westernized societies offer much of their attention to childhood obesity, to COVID-19, to undiagnosed and diagnosed Americans living with diabetes. America even sees extended U.S. Senate hearings focusing on opioid use and abuse. Each of these concerns legitimately commands public health official attention, but what the world does not see is any level of sustainable attention given to emotional and mental health crises affecting tens of millions in Westernized countries. Suicide, the most serious of mental health crises, has become the second leading cause …

E-Scooter Safety And How To Improve It, Eric Valentino
E-Scooter Safety And How To Improve It, Eric Valentino
altREU Projects
In the last few years, electronic scooters have taken over cities as a means of personal transportation. Between 2017 and 2019 alone, over 30 million trips were recorded across over 100 cities in the US. These scooters pose a safety risk, as 20 in 100,000 trips will result in injury of the rider. On top of this, scooters can cause damage to property, injury pedestrians and motor vehicle drivers, as well as obstruct important infrastructure such as wheelchair ramps. For these reasons, it is important to develop an understanding of the factors that contribute to e-scooter related injuries in order …

Drug Conviction And Employment Restriction: Experiences Of Employees With Drug-Related Criminal Histories, Liana Bernard
Drug Conviction And Employment Restriction: Experiences Of Employees With Drug-Related Criminal Histories, Liana Bernard
Dissertations and Theses
It has been established that there are numerous barriers to obtaining and maintaining employment following a criminal conviction, including background checks, which occur as part of most selection processes. Barriers to obtaining and maintaining employment may be higher for individuals with drug-related criminal histories as they may face particularly severe negative stereotypes. This study examines the experiences of individuals with drug-related criminal histories' integration into the workplace and society. Additionally, because stereotypes about individuals with drug-related criminal histories are contradictory to those of individuals with stable employment, I examine how these individuals are impacted by reductions in the stigma that …

Anti-Muslim Bias: Investigating Individual Differences, Threat Perceptions, And Emotions In Islamophobic Policy Support, Aeleah M. Granger
Dissertations and Theses
Following the terrorist attacks of 9/11, Muslims in the United States were victims of increased surveillance by law enforcement on the basis of their religious identity, often resulting in mistreatment and unjustified imprisonment. These biases against Muslims and subsequent policy shifts have been pervasive and have had negative impacts on the growing number of Muslims in the United States. The current study focuses on individual differences that predict Islamophobia, including Social Dominance Orientation (SDO), Right-wing Authoritarianism (RWA), and Nationalism, as well as the specific types of intergroup threat perceptions (i.e., realistic, symbolic, terroristic) and subsequent emotional reactions (e.g., anger, fear) …
Marijuana-Related Crime In Oregon Following Legalization Of Recreational Use, Ana Alicia Soto
Marijuana-Related Crime In Oregon Following Legalization Of Recreational Use, Ana Alicia Soto
Dissertations and Theses
In this decade we are seeing the legalization of recreational marijuana occurring across the nation, with new legislation being passed every year. This necessitates research into what works within the regulatory framework of states where MJ has been legalized. This study sets out to look at Oregon's implementation of recreational marijuana and its impact on marijuana-related offenses. Using NIBRS, we examine marijuana-related offenses across 13 counties with crime data from 41 agencies in Oregon from pre-legalization to post-legalization (2010 to 2019). This study uses elements of legalization, licenses, and production to analyze the association between these aspects and offenses that …

Webinar: The Impact Of Ride Hail Services On The Accessibility Of Nonprofit Services, Dyana Mason
TREC Webinar Series
Nonprofit organizations are responsible for providing human services across the United States, often in partnership with government agencies. In this work, they address some of the most pressing social issues – including homelessness, poverty, health care and education. While many of these organizations consider location and accessibility crucial to supporting their clients – often locating services near bus or train stops, for example – little is known about the impact of new technologies, including ride hail services (also called Transportation Network Companies, or TNCs) like Lyft and Uber, on nonprofit accessibility. Do these services help fill gaps in client needs? …

Corporate Sociopolitical Activism And Nonprofit Identity Orientation On An Individual's Likelihood To Support, Tara Duenas
University Honors Theses
The purpose of this study aims to identify whether corporate sociopolitical activism (CSA) as a marketing strategy impacts individual stakeholders and their likelihood to support (time, money, or for-profit partnership) a nonprofit who may have different identity orientations (collectivistic or relational). The two nonprofits that inspired this study are Portland State University (PSU) and SNACK BLOC. Both organizations vary greatly in size and have implemented CSA in response to police abolition within the past year and currently receive public funding. There are various organizational differences between these nonprofits but there has been a suggested link in research that an organization’s …

Open Crime Maps: How Are Police Departments Doing So Far?, Khaing Sandee Lynn
Dissertations and Theses
In recent years, some police departments have started providing open crime maps depicting select crime-related data. However, there has been no studies so far evaluating map delivery sources, the type of maps delivered, and why agencies might be doing so. Using a random, stratified sample of 1,677 police departments from the 2013 Law Enforcement Management and Administrative Statistics (LEMAS) survey, the current study examines how many police departments provide access to online crime maps as well as how they are delivered (externally or internally) and prevalent map types (dot, density, choropleth, etc.). Furthermore, whether or not agencies provided a justification(s) …

Understanding Financial And Human Resource Capacity Challenges Among Small Nonprofits In Oregon: How To Overcome Challenges Unique To Size And Urban-Rural Divide, Anindita Mukerjee
Dissertations and Theses
Nonprofit and voluntary organizations are part of the political economy that add to the services of public and private sectors by addressing civic interests, participation in democracy and providing social programs that improve quality of life. This sector is mostly comprised of small organizations whose impact is more than their budget size. At the advent of this study, information existed about the needs and capacity challenges of Oregon nonprofits in general but lacked specifics on smaller organizations, especially differentiating the urban rural distinction. The aim of this research was to explore the financial and human resource capacity of small nonprofit …
Current Stormwater Practices And Future Implementation At Portland State University With The Uncertainty Of Climate Change, Evan Suemori, Alexandra Vargas Quiñones
Current Stormwater Practices And Future Implementation At Portland State University With The Uncertainty Of Climate Change, Evan Suemori, Alexandra Vargas Quiñones
Environmental Science and Management Professional Master's Project Reports
Stormwater runoff is one of the most critical environmental issues in urban areas and is only expected to worsen as climate change persists (EPA, 2016). When precipitation events occur, stormwater travels across impervious surfaces collecting soils and pollutants which can negatively impact water quality in receiving waters. Additionally, stormwater has human health impacts, specifically through flooding and the contamination of drinking water. According to the Intergovernmental Panel on Climate Change (IPCC), it has been determined that climate change will increase the frequency, intensity, and/or number of precipitation events in some regions, including the Pacific Northwest, and decrease in others (IPCC, …

Preventing Sexual Violence Through Understanding Perceptions Of Sexual Offenders, Judith G. Zatkin
Preventing Sexual Violence Through Understanding Perceptions Of Sexual Offenders, Judith G. Zatkin
Dissertations and Theses
In this dissertation, I present three complete manuscripts. I utilize social and community psychological theory, as well as criminological theory to better understand those who perpetrate sexual violence in two domains: child sexual abuse and college campus sexual assault. All three studies are conducted with an eye toward the prevention of sexual violence. In the first study, I conduct a complete psychometric analysis of the Modus Operandi Questionnaire, a comprehensive quantitative tool that examines offending patterns and tactics of those who commit child sexual abuse (Chapter II). An updated factor structure for this tool is presented, as well as recommendations …

The European Union: Data Protection For Economic Competition And Regional Security, Matthew D. Wurst
Hatfield Graduate Journal of Public Affairs
The collection and use of personal data is being increasingly scrutinized by governments and the European Union (EU) has been attempting to handle the development of data protection based progressive protections to protect its citizens data and right to privacy. With the reemergence of Russia in challenging the state of affairs within Europe, their illegal seizure of the Crimea from Ukraine demonstrated the lengths Russia will go to in order to preserve its sphere of influence. Furthermore, Russia’s use of cyber tactics and hybrid warfare has caused many in Europe to become more concerned for their security. When viewed through …
