Nonprofit organizations are responsible for providing a significant level of human services across the United States, often in collaboration with government agencies. In this work, they address some of the most pressing social issues in society – including homelessness, poverty, health care and education. While many of these organizations consider location and accessibility crucial to supporting their clients – often locating services near bus or train stops, for example – little is known about the impact of new technologies, including ride hail services like Lyft and Uber, on nonprofit accessibility. Recent advances in remote sensing data and technology have allowed for computational models to be designed that successfully extract landforms from the landscape. The goal of this work is to create one such semi-automated model to extract deep-seated landslides located in complex geomorphic terrain. This is accomplished using geographic object-based image analysis (GEOBIA) techniques, considered by leaders in the field of image analysis to have an advantage over traditional automated classification methods. GEOBIA methods can mimic human visual interpretation by including more characteristic features used to assess the relationship between image data and the ground surface such as color reflectance …

This seminar will discuss how transportation agencies are in a unique position to reduce health disparities in the African American, African Immigrant & Refugee communities through sustainable policy, systems, and environmental changes. These three speakers from the Multnomah County Health Department will present the findings of their recent Crash and Safety report. They will discuss their data and methodology to connect the dots between chronic disease disparities, leading causes of death in communities, and transportation inequities as determinants to health. They will also present policy recommendations and a call to action.

In the United States, legal financial obligations (LFO's), also known as monetary sanctions or criminal justice financial obligations, refer to the fines and fees that result from an individual’s involvement in the criminal justice system. Today, these fines and fees have become the most common form of punishment used by the United States' legal system. Pathways Of Crime: Measuring Crime Concentration Along Urban Roadways, Kathryn Wuschke, Martin A. Andresen, Patricia L. Brantingham
Criminology and Criminal Justice Faculty Publications and Presentations
Some urban spaces are associated with disproportionate numbers of criminal events, while other areas are relatively free from disorder and crime. The relationship between urban space and crime concentration has received increased attention in recent years, with the location quotient frequently presented as a tool to identify and quantify such concentration. This measure has several limitations, with one significant concern surrounding the choice of denominator with which to standardize local and global rate calculations. In response, we present a new methodological adaptation to the location quotient, improving the measurement of crime concentration along linear features. To test this adaptation, we …

Law enforcement traffic stops are one of the most common entryways to the US justice system, with significant downstream impacts for both individuals and communities. Group-specific rates are typically based on jurisdiction resident populations; these rates, like many justice-system indicators, demonstrate race-ethnicity disparities. Residential-based rates implicitly assume race-ethnicity groups have equal vehicle access, equal driving volume, and that all driving occurs in resident’s jurisdictions. In contrast, surveys suggest Black non-Hispanic and Hispanic households have less access and drive less than white non-Hispanic households. Models incorporating US Census data and race-ethnicity driving factors from the 2017 National Household Travel Survey showed …

Despite its banner of common-good altruism, urban sustainable development becomes a branding scheme for municipalities when it operates under and prioritizes a neoliberal agenda. Neoliberalism is the dominant economic philosophy within the United States, and other western economies, that emphasizes extreme economic liberalism and open markets with public fiscal austerity and the diminished role of governments. This has transferred a great portion of power and funding once held by the public sector into the hands of the private sector. When investigating forested watersheds devastated by wildfire, the wide range of disturbance can lead to altering hydrological effects through the loss in ground cover vegetation, canopy cover, while also disrupting soil characteristics. Within the Pacific Northwest, forested drainages affected by post-fire disturbance are further altered in areas that experience seasonal rainfall and snow melt events. Empirically tracking when defendants fail to appear (FTA) for their court date is important for virtually all court systems. Factors related to FTA can inform court decision-making. Developing a typology of FTAs may provide added accuracy in pretrial detention decisions and using pretrial risk assessments. The current exploratory study expands on current knowledge of factors associated with FTA by identifying profiles of those most likely to fail to appear, and comparing with profiles of those who do show up for their court date. Seven cluster profiles were established for FTAs, and eight cluster profiles were established for non-FTAs. While there …

High levels of imprisonment and its associated costs have pressured criminologist and policymakers to create and establish new policies intended to reduce incarceration spending and lower the number of individuals under correctional facilities. Justice Reinvestment Initiatives (JRI) have been developed with the basic idea of redirecting the $54 billion annual incarceration spending toward rebuilding human resources and physical infrastructure of high-risk communities. These initiatives should create local programs that promote successful reentry, reduce recidivism, decrease prison usage, and improve public safety. Oregon passed the Justice Reinvestment Act in 2013, which allowed for all 36 Oregon counties to implement JRI programs …

Urban forests provide an escape from the noise and chaos of cities. Other services can be overlooked and under-valued. Urban forests cool and filter the air, sequester carbon, filter water removing toxins and sediments from urban runoff, provide habitat for wildlife and improve human health and well-being. Commonly urban forests in the United States (US) lack funds for restoration and research because there is lack of understanding of the need to actively manage what are perceived as wild lands.
