The United States employs security assistance as an instrument of foreign policy. This thesis examines how security assistance was used to achieve U.S. foreign policy objectives in Latin America since the end of World War II. Qualitative analysis was used consisting of historical and archival research of government documents and secondary sources. A literature review was conducted to discover general trends concerning security assistance to include its establishment as an arm of foreign policy, its problems, and its purpose. Since the 'Truman Doctrine' was enunciated in 1947, the United States has pursued its foreign policy objectives using various forms of economic and military assistance. With the majority of this assistance aimed at containing communist expansionism, the United States' allies became increasingly dependent upon large amounts of grant military assistance. As President John F. Kennedy assumed office the economic burden of this grant assistance came under increasing scrutiny. Previous research into morale, cohesion, and motivation as determinants of performance during combat concentrates primarily on front-line ground troops. This research focuses on determinants of high performance involving United States Air Force (USAF) aircraft maintenance personnel in rear-echelon contingency bases during Desert Shield and Desert Storm. The significant amount of combat force projected from USAF contingency bases and the likely continued use of such force justifies analysis of determinants of performance for this environment. This research investigated the way four Air Force Materiel Command (AFMC) single manager organizations operationalized the Integrated Weapon System Management (IWSM) concept of "seamless processes." In this thesis, the IWSM concept of "seamless processes" refers to the degree of integration between acquisition and sustainment organizations. Four SPO organizations were involved in six case studies. This research focused on the way "seamless processes" affect the shifting of the organizational "center of gravity" within or between single manager organizations. Obtaining reliable estimates from software cost models, like PRICE S, can be a problem when input parameters are not precisely defined or calibrated. This research effort centered on refining Productivity Factor (PROFAC) values for defense industry applications. The first and second order temperature coefficients of the material constants cE11, cE12, cE44, cE66, and e15 of dilithium tetraborate (Li2B4O7) have been measured over a temperature range of 20°C to 150°C. An improved resonator method was used to measure the fundamental zero mass loading antiresonant frequencies of selected pure-mode orientations of Li2B4O7. The current tools used by squadron supervisors to monitor the bombing performance of aircrews flying F-111E aircraft are monthly reports that have little predictive capability. No real-time methodology exists for monitoring and predicting aircrew bombing performance and preventing bombing problems that might cause an individual to become unqualified. It has been suggested that Statistical process Control (SPC) can be applied to the bombing process to develop tools for managing the process, correcting problems, and improve the bombing performance of a squadron. This thesis describes the development of a methodology to explicitly model corps artillery assets in the Joint Staff's Joint Stochastic Analysis Research (J-STOCHWAR) and to quantify Army doctrine that guides organization of artillery for combat. The methodology incorporates corps artillery into the J-STOCHWAR by using the five fundamentals for organizing for combat, which reflect Army doctrine, and combines them with basic concepts already used in existing theater-level models. The objective of this research was to develop an analytical framework to assess future force structure requirements under the major uncertainties inherent in the post-Cold War era. Among the uncertainties are the frequency and nature of future threats to U.S. interests and the cost of maintaining, building, and demobilizing forces. The centerpiece of the methodology is a computer model which simulates the development of threats to U.S. interests and the actions the U.S. takes to protect those interests. Total ionizing dose effects on thermal oxide and reoxidized nitrided oxide (RNO) MOSFET devices at 77 K were studied. The MOSFETs were immersed in liquid nitrogen and irradiated, using a 60Co source, up to 1 Mrad(Si) at a dose rate of 107 rads(Si)-sec. Drain current-gate voltage characteristics were obtained and used to determine threshold voltage and transconductance. At 77 K the subthreshold slopes indicated no observed buildup of interface states in any of the transistors. Furthermore, all transistors experienced very little change in the transconductance. Typical negative shifts in threshold voltage as dose increased were observed in all of …

This network protocol will allow dissimilar applications to communicate simulation information. In the field of air combat, this will allow pilots in remote simulators to fly in a common simulation. The success of this standard is dependent on applications being able to work within that standard, as well as a large variety of Computer Generated Forces (CGFs) to complement interactive forces. This study investigated the development and use of analytic models for performance analysis of parallel discrete event battlefield simulation using conservative synchronization. A simulation architecture with layered application, simulation, and host machine services provided the model development basis. Simulation entities were modeled with set-theoretic definitions. Deterministic performance models using these definitions were developed for event prediction, scheduling, and execution in sequential battlefield simulation. The sequential model was expanded to include relative bounds for overhead factors introduced when the simulation is spatially decomposed for a parallel distributed memory machine. The purpose of this study was to explore the viability of improving the performance of cavity-backed antennas. Traditionally antenna cavities are filled with electromagnetic absorber to mitigate interference effects that would otherwise cause the antenna radiation pattern to vary widely at different frequencies. The approach used in this research was to replace the absorber with dielectric slabs, some of which contained arrays of dipoles. These dipole arrays were modeled as frequency selective surfaces using two periodic moment method based - computer programs and one transmission line program. The purpose of this study is to determine an input device for the Air Force's generic telerobotics architecture for large aircraft maintenance and repair. One area of concern is the human to machine interface, more specifically, which manual controller should be used for the specified tasks in this architecture. We mailed a survey to 68 companies in order to compile a list of possible input devices that the telerobotics architecture could use. 32 companies responded which gave me enough data to generate a list that described the physical traits of the input devices. A simple and practical technique is demonstrated to generate a stable, single-lobe, far-field intensity pattern from a one-dimensional, antiphased, laser diode array with gain-guided elements. The two far-field lobes of the array are combined after introducing an optical delay line into the path of one of the lobes to make the lobes mutually incoherent. The incoherent superposition of intensities produces a near-diffraction-limited, single-lobe, far-field intensity pattern containing 84% of the power, exceeding any previous (known) phase control experiments. This technique compares favorably with more elaborate schemes advanced previously using integrated phase plates, etc. The method is directly applicable to one-dimensional …

Computer security has not kept pace with the rapid growth of networked systems. Through its connection to the Internet, the Department of Defense is vulnerable to computer-based attacks. Current intrusion detection systems are still unproven, too complicated, or too costly for most system security officers to implement. The attack methods used by system intruders are known and can be represented as groups of commands called attack signatures. This thesis investigates methods for detecting intruders by monitoring command usage. Testing was conducted in both controlled and uncontrolled circumstances. AFIT's Synthetic BattleBridge is an immersive command observatory for viewing large-area activity within a virtual environment. Three basic areas for improvement are addressed: (1) an improved, immersive, user interface, (2) direct control of atmospheric effects, and (3) improved knowledge elicitation by means of remote viewers, a new space scope, and an enhanced RADAR scope. These requirements are analyzed and implemented. Some functionality was lost but the results show a general improvement of environmental control and knowledge elicitation.

This study analyzes the effects of personnel reduction initiatives on aircrew experience levels of Air Force pilots and navigators. This thesis focuses on the design, integration, and analysis of an amateur radio service mode B and mode JD satellite earth station. Preliminary designs were investigated to determine the optimum configuration for the earth station. Modern digital modems, cabling structures, an 80386-based computer system, satellite tracking software, transmission and reception antennas, preamplifiers, and sophisticated performance measurement technologies were integrated into a functioning earth station. The flow about the complete Hypersonic Applied Research Technology (HART) missile is simulated for inviscid, laminar, and turbulent conditions and Mach numbers from 2 to 6. An explicit, second-order-accurate, flux-difference-splitting, algorithm is implemented and employed to solve the Navier-Stokes equations. The formulation models turbulence with the zero-equation, Baldwin-Lomax turbulence model, accounting for pressure-gradient and compressibility effects. The equations are solved using a finite-volume methodology. In the first part of the study, numerical experiments are performed using an infinitely thin-fin approximation. An extended Kalman filter is used to predict a kinetic kill zone for use in aircraft self defense versus homing missiles. The analysis is limited to an in-the-plane analysis and focuses on finding the model parameters which have the largest impact on the predicted kill zone. No attempt is made to optimize the design of the filter model itself. The analysis computes the kill zone relative to an assumed aircraft trajectory using strictly filter computed statistics. This thesis effort modeled brigade-sized templates within the CAMEX model, and determined the effects of those templates on the direct fire attrition methodology. The model simulated combat between a U.S. brigade from a mechanized or armored division and a Soviet-style motorized rifle regiment. Three different scenarios were used to simulate combat between the forces. The scenarios included a movement to contact, an attack, and a deliberate defense. Each scenario was run using the battalion-sized templates and again with the brigade-sized templates. This investigation examines the suitability of conventional, rate command/attitude hold (RCAH), and attitude command attitude hold (ACAH) response-types for the probe and drogue air refueling task. Data from a 1974 Calspan handling qualities investigation involving conventional response-types in the probe and drogue air refueling task were analyzed using the Bandwidth and STI Dropback criterions. Flight control laws were developed to achieve twelve superaugmented and two conventional configurations. The objective of this research is to develop a process which will analyze and group human faces, concentrating on the oxygen mask seal area, into a minimum number of generic yet distinct face types. The shape and size, or form, of the face is described by bending energies. This bending energy provides the features for the grouping of similar face types, while distinguishing representatives for each cluster.
