This research develops theoretical methods for parameter estimation of filtered, pulsed sinusoids in noise and demonstrates their effectiveness for Electronic Warfare EW applications. Within the context of stochastic modeling, a new linear model, parameterized by a set of Linear Prediction LP coefficients, is derived for estimating the frequencies of filtered sinusoids. This model is an improvement over previous modeling techniques since the effects of the filter and the coefficients upon the noise statistics are properly accounted for during model development. From this linear model, a relationship between LP coefficient estimation and Maximum Likelihood ML frequency estimation is derived and several …

A value focused thinking approach is applied to information operations. A preliminary value hierarchy for information operations is constructed by extracting the values of senior military leadership from existing doctrine. To identify these key values for information operations, applicable existing doctrine was reviewed and summarized. Additionally, hierarchical representations of the values represented within each reviewed doctrine are developed. A value hierarchy requires that supporting objectives be mutually exclusive and collectively exhaustive. Within this analysis, these requirements are enforced, in part, by developed definitions which serve as tests to maintain mutual exclusivity. The free space propagation model is inadequate to predict the mean path-loss in ground wireless communication. Also, many existing propagation channel models do not adequately predict path-loss in rough terrain because most of them were based on measurements in urban areas. Hence, a channel model that estimates mean path-loss over many different kinds of terrain conditions is desired. In this thesis, two new propagation channel models, Real Terrain Diffraction Model (RTDMOD) and Universal Terrain Channel Model (UTCMOD), were developed. This system allows assessment of the Master Air Attack Plan (MAAP) during construction and at completion. The system functions around a relational database management system providing a decision support tool for the Guidance, Apportionment, & Targeting (GAT) cell of Central Command's JFACC Combat Plans. A Microsoft Access application is programmed to provide PC-based, real time evaluation of air campaign goals and constraints. The decision support system was validated in February 1997 by the CENTAF combat plans staff at Blue Flag 97-1. The software and user's manual are maintained at HQ ACC/XP-Studies and Analysis Squadron.

This thesis describes the development of a methodology to model chemical weapons use in the Joint Staff's Joint Warfare Analysis Experimental Prototype (JWAEP) and to quantify the resulting effects. The methodology incorporates organic unit assets and theater-level chemical assets into JWAEP by using the three principles of nuclear, biological, and chemical defense (NBC) which reflect joint and Army doctrine, and combines them with the basic concepts already used in existing theater-level models. Currently there is no automated planning tool for the optimum positioning of USAF area surveillance assets for a theater level campaign. This research seeks to find the optimum or near optimum placement of the limited USAF airborne surveillance assets against a theater level target set. The problem of finding the optimum orbit points can be modeled as a classic maximal covering location problem (MCLP). Operational constraints on the placement of surveillance aircraft can be handled by preprocessing the potential orbit points to eliminate infeasible orbit points. The biodegradation characteristics of three fuel system icing ihhibitors (FSII) were evaluated. FSII are jet fuel additives that partition into water readily and are present in the water drained from storage tank bottoms in concentrations approaching 40%. These concentrations raise concerns as to the disposal and handling of these wastes. The current FSII, DiEGME was evaluated along with two new candidates, dipropylene glycol and glycerol formal. DiEGME appeared to be moderately but not completely biodegradable. It is likely that much of it would be removed in a wastewater treatment plant. Dipropylene glycol only showed signs of degradation after more than …

They use a variety of simulators for this task ranging with prices ranging from $400,000 to $30,000,000. These simulators have specialized hardware that restricts reuse of their components and increases maintenance costs. Air Education and Training Command wants to reduce simulators cost and improve availability to the operational commands by supporting research in virtual reality flight simulators. This thesis evaluates the survivability of the proposed Iridium Low Earth Orbit (LEO) Satellite Network. In addition to the complete Iridium constellation, three degraded Iridium constellations are analyzed. This analysis occurs via the use of simulation models, which are developed to use three dynamic routing algorithms over three loading levels. The Iridium network models use a common set of operating assumptions and system environments. The constellation survivability was determined by comparing packet rejection rates, hop' counts, and average end to end delay performance between the various network scenarios. Modern warfare is placing an increasing reliance on global communications. Currently under development are several Low Earth Orbit (LEO) satellite systems that propose to deliver voice and data traffic to subscribers anywhere on the globe. However, very little is known about the performance of conventional routing protocols under orbital conditions where the topology changes on a scale of minutes rather than days. Current satellite design philosophies concentrate on optimizing and tailoring a particular satellite bus to a specific payload or mission. Today's satellites take a long time to build, checkout, and launch. An alternate approach shifts the design paradigm to one that focuses on access to space, enabling tactical deployment on demand and the capability to put current payload technology into orbit, versus several years by today's standards, by which time the technology is already obsolete. The adoption of the 'Objective Wing' organization in the U.S. Air Force has realigned many base-level maintenance functions. Support equipment is currently maintained and accounted for by several units under the Logistics Group Commander. This research determined the feasibility and consequences of consolidating or realigning maintenance of powered and non-powered AGE, MMHE, engine trailers, and vehicles into one consolidated maintenance shop or unit per base. These models were the Extended Air Defense Simulation (EADSIM), the Joint Theater Level Simulation (JTLS), the Integrated Theater Engagement Model (ITEM), the Tactical Warfare Model (TACWAR), Thunder, Janus, and the Aggregate Level Simulation Protocol (ALSP). The effects of drawdown are of significant interest to those at the highest levels of authority. Campaign models can bring those high ranking officials the answers they seek with high confidence. A ten element micromirror array has been designed, fabricated, and employed to control the far field irradiance pattern of a phase locked laser diode array. The laser array used in this experiment was a ten element, gain guided array lasing at a nominal wavelength of 828 nm and operating in the it out of phase supermode. The laser's near field irradiance was imaged onto a micromirror array, where the it phase differences between adjacent laser elements were corrected. Persian Gulf Veterans' Illnesses (PGVI) consists of multiple illnesses with overlapping symptoms and causes. This research examined health effects literature concerning several occupational chemicals, to identify significant adverse health trends and assess research quality, completeness, and relevance. After compiling this knowledge base, the research focus was narrowed to Chronic Fatigue Syndrome (CFS), solvents, and pyridostigmine bromide (PB). The existing data was analyzed and compared to PGVI health data using the nonparametric statistical method of contingency table analysis to prove or disprove a link between the substance and PGVI. A robust and efficient optimization code is developed and validated. The code is used to redesign an existing Mach 12 wind tunnel nozzle and utilizes response surface methodology (RSM) techniques. Explicit, globally second-order, flux-difference-splitting algorithms are used to solve the Navier-Stokes (NS) and Parabolized Navier-Stokes (PNS) flow solvers incorporated into the optimizer code. Either the Baldwin-Lomax or the Yang-Shih k-s turbulence model may be employed in the optimization code. First, 2-D/axisymmetric NS and PNS flow solvers are developed/modified and account for perfect gas/nonequilibrium chemically reacting flows. The three main objectives of this research were to identify the actual reasons for schedule problems across large Air Force system development efforts, to quantity the importance of each category of reasons in terms of frequency and severity, and to demonstrate that the reasons for schedule problems are not program unique, but are common across system development efforts. The level of support was defined as the average number of mission capable parts (MICAPs) created by system operation. To determine whether content analysis could be used to successfully identify major combat motivational factors for individuals, this research focused on soldiers who fought in World War II. Combat narratives written by men who fought in World War II were examined. Ten German and ten American works were examined. Of these, five of each were the works of flyers and the other five were the works of ground troops.
