This study modeled the USAF unit-level Air Combat Mission Planning (ACMP) process and developed a methodology for evaluating the effectiveness of changes to the process. The study also reports relevant mission planning lessons learned from Desert Storm and demonstrates application of the developed evaluation methodology. An exploratory multidisciplinary literature review builds a research foundation for the evaluation methodology. Foundation areas reviewed include unit-level operations, command and control, planning, decision theory, decision aiding, and model-based problem solving. The conceptual model of the planning process defines sixteen functions starting from receipt of tasking and concluding with execution departure. For each of the …

The study investigated the process of USAF unit level mobilization for movement within a theater of operations. Virtually all of the guidance and organization for unit level mobilization within the USAF is focused on inter- theater movement. Consequently, while the need for theater mobility is real, USAF units may not be well grounded in the procedures and techniques necessary to move successfully. This research compares the Theater Simulation of Airbase Resources (TSAR) model to the sortie generation (SORGEN) module of the AH Mobile Tactical Air Force (AMTAF) model, qualitatively and quantitatively, while concurrently developing and proving a model co methodology. The qualitative analysis compares the models' background and documentation, features and databases, and useability. The quantitative analysis statistically compares the models' estimates of sorties generated. For the quantitative study, eight variables are chosen and assigned high and low values for use in a 2' 1/4 fractional factorial experimental design. This research examined the magnitudes of the performance, supportability, life-cycle cost, schedule, and management risk factors in current Republic of China Air Force (ROCAF) weapon systems acquisition programs and analyzed the risk drivers with respect to those risk factors. Mid-to-high level managers in the ROCAF and Chung-Sun Institute of Science and Technology (CSIST) were surveyed to determine the extent to which various risk factors were contributing to program risk. A total of fifty-four (54) managers responded to the survey. The results indicate: high risks to performance, supportability, life cycle cost, and schedule, and moderate risk to management. The purpose of this study was to analyze the strategic plans of USSOCOM to determine its role in resolving the C3 interoperability issues. A model using strategic controls and Theory of Constraints was used as a standard to evaluate USSOCOM's management plans. A literature search revealed that hardware and new technology were the primary concerns of previous studies. This study used computer simulation to investigate escort fighter formations unknown interceptor threat environment. A USAF computer simulation model, TAC, was used to simulate air combat between the escorts and the interceptors in several different combat scenarios. The escort formations were defined by the vertical and horizontal distances of the escort fighters from the main strike body. Interceptors were characterized as one of two types of fighters with dissimilar aircraft frames and missile firing ranges. A central composite design was used to mathematically model the effect of escort formations and interceptor type on the survivability of the bombers and escorts. …

The purpose of this study was to find an appropriate way of characterizing battle data as a function of time. This study was initially designed to remove the numerical instability problem cited in Barr's battle trace methodology as suggested by TRAC-MTRY. The research focused on the instability problem and identifying/recommending a technique that improved the efficiency of computation, and enhanced an analyst's ability to meaningfully interpret the battle trace. Two Lanchester's Square Law based methodologies are introduced and analyzed. This project developed an instructional high resolution land combat simulation model. The purpose of this model is to demonstrate common techniques of modeling used in the present generation of US Army land combat models. This model is stochastic and uses an event scheduling type of discrete event time algorithm. The model represents a maximum of two six-man infantry squads in direct fire combat. This research develops an algorithm that integrates into an existing computerized scheduling system to improve the mission scheduling function for Eglin AFB test ranges. The primary objective of this research was to design an improved computerized scheduling aid. The measure of performance for this approach is the number of missions scheduled using this aid as compared to current Eglin capabilities. Constructive heuristics are used in the algorithm to schedule missions according to critical resource groups while ensuring mission priority is not violated. The Air Force Institute of Technology is one of few institutions that teaches combat modeling. Combat models are typically dynamic computer simulations of specialized dynamic processes. Great difficulty exists in portraying these dynamic and recurrent processes with conventional static diagrams. This thesis produced a computer-based instructional aid which presents animated examples of processes common to combat models, demonstrates a simple few-on-few aerial combat model, and encourages student exploration and interaction with these presentations. This aid provides dynamic examples of random number generation, detection processes, target selection, and target destruction. The feasibility of using Pegasus launch vehicle as a conventional weapons platform is examined. Using a top-down approach, the analysis addresses the fundamental question of whether such a system should be considered for development. The measures of effectiveness considered are delivery range, probability of destroying the target, and responsiveness. Each of the measures is assessed at its top-level and analyzed only to the level of detail needed to address the fundamental question. This study investigated methods of improving the accuracy of neural networks in the classification of large numbers of classes. A literature search revealed that neural networks have been successful in the radar classification problem, and that many complex problems have been solved using systems of multiple neural networks. The experiments conducted were based on 32 classes of radar system data. The neural networks were modelled using a program called the Neural Graphics Analysis System. Current Air Force practice is to perform Operational Test and Evaluation (OT and E) for each new weapons system. In support of this, Headquarters Air Force Operational Test and Evaluation Center (HQ AFOTEC) is responsible for measuring both suitability and effectiveness. While suitability is adequately measured, the current effort only addresses hardware effectiveness, or at best, system effectiveness. The purpose of this research was to propose a MIS to assist RAAF strategic operational airlift planning. The present manual approach suffers deficiencies in flexibility, consistency and timeliness. Airlift planning was first analysed and found to comprise activities of investigation, detailed static planning, implementation and dynamic planning, and review. One of the most cost effective ways to learn and home the skills necessary to conduct and win a war is through the use of realistic computer simulations of conflict, or wargames. The Saber wargame was developed for just this purpose. Saber is a multisided, theater-level simulation developed by the Air Force Institute of Technology for the Air Force Wargaming Center. This thesis describes a method of parallelizing a battlefield discrete event simulation. The method combines elements of conservative time synchronization together with elements of optimistic computation and local rollback on a message passing hardware architecture. The battle simulation features aircraft moving in a battle area and launching missiles at enemy aircraft. Aircraft are randomly grouped into logical process (LPs), and a single LP is assigned to each processor. Aircraft state information is replicated across all LPs. Only the LP with the minimum next event time can execute safely. While one LP is executing safely all other LPs are precomputing their …

This study investigated the sensitivity, reversibility, and selectivity of the thin film coatings used on the interdigitated gate electrode field effect transistor (IGEFET) gas microsensor. These responses were quantified based on the dc resistance changes and frequency domain responses of the microsensor. The thin-film materials included: copper phthalocyanine (CuPc), nickel phthalocyanine (NiPc), and cobalt phthalocyanine (CoPc). The challenge gases included: diisopropyl methylphosphonate (DIMP), dimethyl methylphosphonate (DMMP), nitrogen dioxide, ammonia, and boron trifluoride. Tests of the CuPc thin-films and nitrogen dioxide challenges established the primary set of test parameters expected to maximize the selectivity, sensitivity, and reversibility of the thin-film coatings. …

This study develops a dependent component cost risk model validation methodology and applies it to the Air Force Risk Model. The validation process consists of ensuring that logically consistent input parameters are acted on properly by the cost risk methodology. users of all dependent component risk models must be concerned with logically consistent input parameters. Two criteria define logical consistency. The first is the correlation matrix consistency and the second is the consistency between pairs of cost distributions. The purpose of this thesis was to examine the logistics support provided by the United States Air Force (USAF) for F-16 aircraft owned by foreign countries. The research drew from historical trends and personal experiences to examine the ability of the U.S. to provide logistics support for F-16 aircraft owned by U.S. allies. The study found that timely, efficient support of FMS customers possessing F-16 aircraft does not appear to be a principal concern of the USAF logistics system. Complexity of processes, untimely responses, and failure to consider customer needs are common failings on the part of the USAF.

This study set out to determine if the United States Air Force strategic defense doctrine requires changing. The researcher applied contextual content analysis to selected foreign policy statements taken from Presidential State of the Union addresses to determine if past doctrine and strategy changes were evidenced by the context and emphasis scores generated by the Minnesota Contextual Content Analysis (MCCA) software package used for this study. Use of the student's t-test showed differences in mean scores between years with no strategy or doctrinal changes and those in which such changes are documented. This study applied a screening technique methodology to systematically obtain organizational consensus in the establishment and ranking of Army surface transportation performance measurement criteria and system design attributes. This performance evaluation model was then used to assess the feasibility of three potential liquid propellant logistics concepts. Two sample groups of subject matter experts from the Army's Transportation and Ordnance (Munitions) Corps participated in the research. The methodology consisted of nominal-interacting group processes, repeated used of the pair comparison instrument, and use of a scoring model to rank-order the ten attributes. Operation Desert Shield/Storm provided an opportunity to test the planning for U.S. forces to operate in a low intensity conflict. Both operations provided the opportunity for the logistics community to observe how the support forces provided the required supplies to the forward combat forces.
